2459.   *Mr. Saeed Ahmed: Will the Minister for Energy be pleased to state:-

(a)      Is it a fact that policy has been formulated to rehabilitate affectees of Thar Coal Project and to pay compensation to them;

(b)      If answer to (a) above is affirmative, the details thereof?

 

ANSWER

 

            MR. IMTIAZ AHMED SHAIKH, MINISTER FOR ENERGY:

It is submitted that Government of Sindh has formulated a comprehensive policy for Thar Coalfield affectees namely “RESETTLEMENT POLICY FRAMEWORK (RPF) FOR THAR COALFIELDS” which is approved by Honorable Chief Minister Sindh. Accordingly and in pursuance of RPF, each Thar Coalfield lease-holder is required to prepare and get approval of its own “RESETTLEMENT ACTION PLAN (RAP)”.

RPF / RAP gives right of compensation to affectees for losses such as agricultural / cultivable land, loss of residential, commercial, industrial or institutional land, loss of livelihood / occupation or business incomes, loss of public infrastructure, jobs, etc. The details of type of loss are covered in the RPF document table No. 4.1 Entitlement Matrix.

Moreover, Thar Coal Block-II being the Government of Sindh’s first successful JV project got its RESETTLEMENT ACTION PLAN (RAP) approved by Energy Department GoS, which was followed in letter and spirit. As such, Phase-1 Block-II resettlement is completed through which 172 families (100%) are already resettled and relocated to a modern model village “NEW SEHNRI DARS” in Taluka Islamkot.

Similarly, in accordance with the RPF guild lines, rehabilitation is being executed for Thar Coalfield Block-I and is to be followed for the rest of Blocks.

 

 

2928.   *Ms. Adeeba Hassan: Will the Minister for Energy be pleased to state:-

(a)   Is it a fact that thermal power project Sukkur is out of order;

(b)   If answer to (a) above is affirmative, the reasons thereof?

 

ANSWER

 

            MR. IMTIAZ AHMED SHAIKH, MINISTER FOR ENERGY:

The Thermal Power Project in Sukkur is not out of order, but closed due to expensive electricity was generated on furnace oil, with costs to Rs. 52/- per unit hence not economical for the consumer.

This Project was run under the GENCO under the supervision of Gudu Thermal Power Plant which is under control of Federal Government.

 

3157.   *Syed Abdul Rasheed: Will the Minister for Energy be pleased to state:-

(a)           Is it a fact that Sindh government has provided electricity to 7746 villages;

(b)           If answer to (a) above is affirmative, district-wise details thereof?

 

ANSWER

 

            MR. IMTIAZ AHMED SHAIKH, MINISTER FOR ENERGY: 

a)      Yes, at present 7816 nos. of villages have been completed / electrified.

b)     The district wise details is at Annexure Placed on the Table of the House.


3270.   *Mr. Kanwar Naveed Jamil: Will the Minister for Energy be pleased to state:-

(a)      Is it a fact that Engro Power Gen Private limited has claimed of 50 million dollars against Sindh Government;

(b)      If answer to (a) above is affirmative, the reasons thereof?


ANSWER

 

            MR. IMTIAZ AHMED SHAIKH, MINISTER FOR ENERGY:

As per Water Use Agreement signed between Engro Power Gen Pvt Ltd and Irrigation & Energy Department on 19.11.2015. The synchronization date was fixed 31.03.2018. As per agreement Engro Power Gen Pvt Ltd legally bound to inform the Department (06) months prior to the synchronization date, but the Engro Power Gen Pvt Ltd fail to do so.

The Engro Power gen Pvt Ltd issued the notice for payment of LD’s of 50.0 Million US Dollars to Irrigation Department. The reply of such notice given to Engro Power gen Pvt Ltd through Secretary Irrigation Department, Government of Sindh duly vetted by the Law Department to withdrawal of notice.

Engro Power gen Pvt Ltd achieved commercial operation by using ground water, hence question of LD’s does not arise.

 

3403.   *Ms. Rana Ansar: Will the Minister for Energy be pleased to state:-

Grounds on which Thar Coal Development Agreement made along with its aims and object as well as names of projects to be carried out under Sindh Engro Agreement?

ANSWER

 

            MR. IMTIAZ AHMED SHAIKH, MINISTER FOR ENERGY:

            There is no such agreement with the name of “Thar Coal Development Agreement”.

However, it is be informed that Government of Sindh had entered into Implementation Agreement (IA) with SECMC to facilitate in carrying out mining activities at Thar Coalfield Block-II. The Agreement provides coverage for Mining Lease and extension of Government of Sindh support for the project.

The Agreement facilitate the SECMC to achieve Commercial Operation of 3.8 million tons per annum and supplying coal to Engro Powergen Thar Limited for 2×330 MWs Power generation.

 

 

3598.   *Ms. Rana Ansar: Will the Minister for Energy be pleased to state:-

(a)               Is it a fact that leases granted at large scale for power generation in coal mining areas during 2015-2017;

(b)               If answer to (a) above is affirmative, the details thereof including procedure followed?

 

ANSWER

 

            MR. IMTIAZ AHMED SHAIKH, MINISTER FOR ENERGY:

An exploration license was granted to M/S.

Asia Power Limited in March, 2015 at Block-

Ill (A&B over an area of 176.3 sq.km at Thar Coalfield, District Tharparkar, which was converted into a Mining Lease on dated 07th March, 2018.

As regards to the procedure, there is a set of formalities which is to be furnished by the interested potential investor as:

International Competitive Bidding was carried out by Sindh Coal Authority.

       TCEB allocated the Block-ill (A&B) measuring 176.3 sq. km. to M/S. Asia Power Ltd.

The company was granted Exploration License, which was converted into Mining Lease for 30 years, according to Mining Concession Rules-2002.

 

3628.   *Ms. Nusrat Sehar Abbasi: Will the Minister for Energy be pleased to state:-

Details of the solar power promotion in the province during the last five years along with average cost of solar panel and electricity generated from it for domestic use?

ANSWER

 

            MR. IMTIAZ AHMED SHAIKH, MINISTER FOR ENERGY:

25 Solar Power Project (IPPs) with capacity of 1550 MW were initiated by Govt. of Sindh out of which 4 Solar Power Project obtained Tariff from NEPRA, and 21 are at different stages i.e Feasibility Study, Generation License, Tariff determination and Allotment of Land.

 

2. Furthermore 350-Schools were electrified through solar in Nagarparker, district Tharparkar in 2014-15; two villages (140 Solar Home System and 15 Street Lights) were electrified through solar in taluka Khepro, district Sanghar in 2014-15; and also 5-villages (57 Solar Home System and 14 Street Lights) were electrified through Solar PV System in taluka Obaro, district Ghotki in 2016.

3. In addition to these, following two ADP schemes related to solar are under process in Sindh province;


ADP SCHEME NO. 540

The ADP Scheme No. 540 (2019-20) namely “Electrification of Primary Health Facilities through Solar PV Technology”. This scheme is designed for electrification of 248 of Primary Health Facilities (including Basic Health Units, Government Dispensaries, Mother Child Healthcare Centers,  Rural Health Centers and Maternity Homes) of Government of Sindh located in Districts of Shaheed Benazirabad, Ghotki, Larkana, Khairpur, Shikarpur, Naushero Feroze, Dadu, Jamshoro, Matiari, Sanghar, Mirpurkhas, Tando Allahyar and Badin through  stand-alone solar photovoltaic system; and

 

ADP SCHEME NO. 541

Sindh Solar Energy Project under ADP No. 541 has been initiated with the financial support of US$100m by World Bank.

The Project has been started from 14th June 2018, with the following three targets:-

400MW Gird-Connected Solar through Competitive Biding

20MW Rooftop Solar on Public Sector Buildings

200,000 Solar Home Systems in 10 Districts of low energy access.

 

4.   The installation Cost of standalone solar PV panels in Pakistan is approx. Rs.100/Watt as on 27.07.2020 which is equivalent to US$0.6/Watt. This Cost has been reduced from US$6/Watt in 2008-2009.

5.  The prices of solar power are varying in International Market, The Consultants have been hired to carryout Competitive bidding to discover the solar power prices.

 

3634.   *Ms. Nusrat Sehar Abbasi: Will the Minister for Energy be pleased to state:-

(a)               Whether there are any schemes of solar power in the province for 2018-2019;

(b)               If answer to (a) above is affirmative, the detail thereof?

The Project has been started from the month of 14th June 2018 with the following three targets:


Component I

Utility Scale Solar:

(i)                 400MW Gird-Connected Solar through Competitive Bidding. The inception report containing way forward for 400 MW Solar Park is forwarded to WB. The location study to identify project side has been completed and under the review of stakeholders.

Component II

Distributed Solar:

(ii)               20MW Rooftop Solar on Public Sector Buildings. The final survey report for pilot project (Sindh Assembly Building and JPMC building) has been completed. The initial survey of 400 building is under process. The RFQ documents finalized for Solarization of 35 Hospitals.

 

Component III

Solar Home System:

(i)                 200,000 Solar Home Systems in 10 Districts of low energy access

The prices of solar power are varying in International Market, The Consultants have been hired to carryout Competitive bidding to discover the solar power prices.

The House Hold Survey firm hired for Survey of House Hold in 10 district of Sindh.

The contract has been signed for SHS Social Mobilization and Consumer Awareness Campaign. The technical evaluation sends to World Bank for review and comments for Installation Verification and Quality Control (IVQC). The 1st round of SHS Supplier has been completed.

 

3706.   *Ms. Nusrat Sehar Abbasi: Will the Minister for Energy be pleased to state:-

(a)               Is it a fact that Sindh Oil and Gas Development Company Private Ltd. has been established;

(b)               If answer to (a) above is affirmative, location, date of establishment and benefits achieved?
