104 *Mr. Arif Mustafa Jatoi: Will the Minister for Local Government be pleased to state
(a) Is it a fact that current Local Government do not enjoy the same level of fiscal autonomy as under former Local Government Ordinance, 2001;
(b) If answer to (a) above is affirmative, the reasons thereof?
ANSWER
SYED NASIR HUSSAIN SHAH, Minister for Local Government:
(a) It is submitted that two Laws i.e. Sindh Local Government Ordinance- 2001 and Sindh Local Government Act- 2013 cannot be compared with each other because the former had an entirely different premise or foundation and it tried to bring all Government Departments in the district under the command of Nazim. The system failed and all the Provinces in the country refused to continue and enacted new Laws.
(b) The present Sindh Local Government Act- 2013 has sufficient financial autonomy and the Government of Sindh is working on further reforms and improvements on the financial side.

(a) Is it a fact that Government has assured that money allocated during 2016-17 for K-IV water project will be spent on it;
(b) If answer to (a) above is affirmative, the details thereof?
ANSWER

It is submitted that the status of funds allocated, released and spent during the last five fiscal years on K-IV Project is at Annexure placed on the Table of the House.

(a) Is it a fact that SBCA has been taking minimum actions against illegal constrictions as 138 buildings only built in violation of approved plans, were demolished in the past nine months;
(b) If answer to (a) above is affirmative, the reasons thereof ?
ANSWER
SYED NASIR HUSSAIN SHAH, Minister for Local Government:
It is not correct.
It is submitted that the Sindh Building Control Authority, Karachi is continuously engaged in taking demolition actions against unauthorized construction in the vicinity of Sindh Building Control Authority.
It is further submitted that on daily basis 3/4 actions against illegal / unauthorized constructions are being carried-out. As per record of nine months, the SBCA has demolished more than 644 unauthorized construction sites.

(a) Is it a fact that KW&SB a vital civic body could not hold a single meeting of Governing Body for past six years;
(b) If answer to (a) above is affirmative, the reasons thereof?
ANSWER

It is submitted that the answer to (a) is not affirmative, while the correct position is that during last 6 years number of Board meetings were held, the last meeting of Board was held on 8th May- 2019.

Location-wise number of amenity plots encroached in district South, Karachi during 2017 and 2018 alongwith name of encroachers?

It is submitted that there is no amenity plot was encroached in the District South Karachi during 2017 and 2018.

(a) Is it a fact that mineral water factories / illegal water factories have been established at different places in Karachi Division;
(b) If answer to (a) above is affirmative, the action taken by Government in this regard?
ANSWER
SYED NASIR HUSSAIN SHAH, Minister for Local Government:
It is true that some private agencies are doing mineral water business in the city. Mostly they extract sub-soil water and process it for human consumption. There is no policy under KW&SB to issue them licenses. Policy for such business is being formulated under the Orders of Hon'ble Supreme Court of Pakistan.

Volume of budget allocated for public parks of Jacobabad district during 2017-18?
ANSWER

It is submitted that details of budget allocated for public parks of Jacobabad district during 2017-18 are as under:-
District Council, Jacobabad:
No any park and ground available.
Municipal Committee, Jacobabad:
An amount of Rs:50,000,000/- was allocated for the year 2017-18.
Municipal Committee, Thul:
An amount of Rs:15,00,000/- was allocated for the year 2017-18.
Town Committee, Garhi Khairo:
An amount of Rs:500,000/- was allocated for the year 2017-18.

(a) Is it a fact that some buildings in District Central Karachi have been declared un-safe;
(b) If answer to (a) above is affirmative, the detail thereof including steps taken in this regard?
ANSWER
SYED NASIR HUSSAIN SHAH, Minister for Local Government:
Yes.
It is submitted that the Technical Committee has declared 46 (Forty Six) Buildings as unsafe/dangerous for human habitation. Details are as under:-
o New Karachi Town .. 02 Buildings
o North Nazimabad .. 03 Buildings
o Gulberg Town .. 09 Buildings
o Liaqatabad Town .. 32 Buildings
It is further submitted that ejectment notices have been issued to the occupants of these buildings and such information has also been publicized through newspapers. The matter of ejectment has been discussed at higher level and the Chief Secretary Sindh has assigned the task to the Commissioner Karachi to work-out the proposal as how the issue may be addressed in a better way. The follow-up action shall be taken accordingly with the assistance of District Administration.

(a) Is it a fact that there is sewerage system problem at various places in Hyderabad, Tulsi Das Pumping Station is not functional with complete machinery;
(b) If answer to (a) above is affirmative, steps taken by the Department in this regard?
ANSWER
SYED NASIR HUSSAIN SHAH, Minister for Local Government:
It is submitted that a scheme “Improvement and Enhancement of Sewerage System in Taluka City area district Hyderabad” with a cost of Rs:414.140 million was got approved from the competent forum i.e. PDWP in its meeting dated 01.06.2018. During the current financial year 2019-20, the said work was awarded to the Contractor and the work in the said scheme has started. The Government of Sindh has released an amount of Rs:25.88 million out of the total allocation of Rs:105.50 million.
It is further submitted that the said Scheme comprises of improvement of sewerage system of entire city Hyderabad including up-gradation of Tulsi Das Pumping Station.

(a) Is it a fact that there is scarcity of water in Hyderabad / Latifabad especially in hot days ;
(b) If answer to (a) above is affirmative, steps taken by the Sindh Government in this regard?

It is submitted there are some facts regarding shortage of water supply in the city area which is high in altitude. But it is also fact that the system of water supply is being improved and Filter Plants are being improved and two Filter Plants of 12 MGD are under construction i.e. 06 MGD Filter Plant at Hussainabad and 06 MGD Filter Plant at Unit No.4 Latifabad, Hyderabad.

(a) Is it a fact that steps are being taken to resolve the serious problem of water shortage in Karachi;
(b) If answer to (a) above is affirmative, the details thereof?
ANSWER
SYED NASIR HUSSAIN SHAH, Minister for Local Government:
Yes, it is submitted that the Government of Sindh has taken initiatives to meet the growing demand of water in Karachi.
It is further submitted that a project of 100 MGD (Up-gradation of Dhabeji Pumping Station) has recently been accomplished and inaugurated by Government of Sindh. Further, another scheme of 100MGD is in process for conveyance of balance water through Indus System which is anticipated to be completed by the end of year 2021.
It is added that Hub Canal has also been desilted and de-weeded to optimize its water carrying capacity for augmenting water supply to the areas of District West. In addition to that Project namely KWSSIP is underway for revamping water & sewerage services/ infrastructure under World Bank/Asian Bank financing which shall improve service delivery to the citizens of Karachi.

(a) Is it a fact that there is complete lawlessness when it comes to cleanness and waste disposal in Karachi;
(b) If answer to (a) above is affirmative, the reason thereof?
ANSWER
SYED NASIR HUSSAIN SHAH, Minister for Local Government:
It is not fact that there is complete lawlessness regarding waste and cleanliness in Karachi.
It is further submitted that Karachi has Six (06) District Municipal Corporations and one District Council. The Sindh Solid Waste Management Board (SSWMB) is collecting garbage from three (03) District Municipal Corporations i.e. South, East and Malir. The waste management of District Municipal Corporations i.e. Central, Korangi and West, is being done by the concerned DMCs.
Besides, Sindh Government is also undertaking a Solid Waste Management studies and technical assessments under Projects “Competitive and Livable City of Karachi (CLICK) and Solid Waste Emergency and Efficiency Project “SWEEP” both are funded by World Bank.
Further, the work has also been started on Waste Energy and Biogas Plants in Sindh Solid Waste Management Board through the private sector investments/ financing.

(a) Is it a fact that huge number of buildings have been declared un-safe in Sukkur;
(b) If answer to (a) above is affirmative, the detail thereof including steps taken in this regard?
ANSWER

(a) It is submitted that 26 (Twenty Six) Buildings have been declared as unsafe/ dangerous for human habitation. Whereas 9 (Nine) Buildings amongst these 26 (Twenty Six) Buildings are required to carry-out heavy repair work.
(b) The ejectment notices have been issued to the occupants of these buildings. The follow-up action shall be taken accordingly with the assistance of District Administration.

It is submitted that per day quantity of water being supplied to Karachi alongwith number of filter plants owned by KW&SB is as under:-

(a) Is it a fact that Rs:1.9 billion kept during 2017-18 for up-gradation of Sewerage System Phase-III of Qasimabad, Hyderabad;
(b) If answer to (a) above is affirmative, whether the same implemented?
ANSWER
SYED NASIR HUSSAIN SHAH, Minister for Local Government:
It is not true.
It is submitted that an amount of Rs:554.59 million had been released during last three years and utilized. In the current financial year an amount of Rs:340.00 million has been allocated for the said Scheme.

pleased to state
(a) Is it a fact that there was a programme to install 100 MGD Water Filtration Plant in Hyderabad with Rs:1.3 billion during 2017-18;
(b) If answer to (a) above is affirmative, present position of the scheme?
ANSWER
SYED NASIR HUSSAIN SHAH, Minister for Local Government:
It is submitted that the Government of Sindh was allocated an amount of Rs:1.375 billion during the financial year 2017-18 for installation of 100 MGD Water Filter Plant in Hyderabad.
But the Honourable Water Commission has dropped the said scheme. Hence, the above amount was not released.
