1403 *Ms. Mangla Sharma:  Will the Minister for Transport be pleased to state

(a)  Is it a fact that it was decided to remove gas cylinders from public transport running in the entire province specially buses, and School Vans in Karachi.

(b)  If answer to (a) above is affirmative, how much the same implemented?

(a)  Yes, in pursuance of the orders passed in HRC No. 20107 and C.P No. D-3979 of 2011 by Honourable Supreme Court of Pakistan and Honourable High Court of Sindh, the Sindh Government is the first ever Provincial Government to have notified CNG Usage Rules vide:-20.12.2013 and School Vehicles Rules vide 21.5.2014 enumerating number of conditions. (Copies of notifications are at Annexure placed on the Table of the House as “A” & “B”). 

Unfortunately, the above rules were not being followed in letter and spirit.  Resultantly, the department vide notification: 8.5.2015 has imposed ban on usage of CNG as fuel in commercial vehicles in the intercity passenger transport vehicles so also in school vehicles vide addendum: 7.8.2015 for the safety of precious lives of people and School Students.  Copy of the notification dated: 8.5.2015 and addendum dated: 7.8.2015 are at Annexure placed on the Table of the House as “C” & “D”). 

The Honourable High Court of Sindh, Circuit Court, Hyderabad in its order dated: 15.12.2016 has ordered that “Deputy Commissioners and Senior Superintendents of Police of all over Sindh shall ensure that Notification dated: 8.5.2015 is strictly complied with in its letter and spirit and all CNG filling stations shall be restrained from providing CNG to intercity public service vehicles, which is explained by Secretary District RTAs, plying from one city to another city as well other (School & College) vehicles as notified in the aforementioned Notifications. .  (Copy of order dated: 15.12.2016 is at Annexure placed on the Table of the House as “E”.)  

(b)  In compliance of the orders of the Honourable High Court and in pursuance of notifications, the local administration and Secretaries of the District Regional Transport Authorities are removing CNG cylinders from the vehicles operating on intercity routes and educational vehicles for the safety of general public.

(a)  Is it a fact that bus fares during in time of religious festivals are increased by the bus owners/drivers;

(b)  If answer to (a) above be in affirmative, steps taken to keep the check and balance?

(a)   Yes, the bus operators increased FARE DURING Eid festivals but the Transport & Mass Transit Department and Transport Authorities are very conscious and taking strict action against the operators / owners of vehicles who are charging excess fare from the travelling public.

(b)  As stated above, the department is very conscious to take strict action against the violators. In this regard, the department, issued instructions time to time to all concerned for implementation of the fares fixed by the Government.

On every Eid Festivals, the department cancelled the Eid Holidays Leave of all officers / officials of the Provincial Transport Authority, Sindh, and District Regional Transport Authorities of the Province and offices were opened to facilitate the general public to entertain any complaints regarding excess charges of the Public Transport fares. Copies of the letter, and public notice with regard to cancellation of Eid Holidays are at Annexure placed on the Table of the House.

Number of registered vehicles and number of routes for buses in Karachi along with fees structure for assigning the routes for buses?

According to record of the Regional Transport Authority, Karachi, total number of registered vehicles (commercial) is 517580 which include Buses, Mini Buses & Special Coaches (Stage Carriages & Contract Carriage), Baby Taxi (Yellow Cab), Public & Private Carriage and MCRs (Motor Cab / Motorcycle, Rickshaws) with seating capacity of 2+1 and 4+1.

 

The number of routes for Buses (Stage Carriages) within Karachi city is as under:-

1.    Operative Routes:-                    31

2.    Non-Operative Routes:-             29

Total number of routes:-    60

 

The fees structure for assigning the route for Buses (Non A/c Stage Carriages & Contract Carriages) (Route Permit) is as under:-

 

          Application Fee (Non Refundable):-               Rs.100/=

          Route Permit Fee for 3 years per Bus           

          For any route:-                                             Rs.700/=

          Total:-                                                          Rs.800/=

 

 

The fees structure for assigning the route for Buses (Airconditioned Contract Carriages) (Route Permit) is as under:-

The number of registered vehicles (Non Commercial) may however be requisition from Excise & Taxation Department, Motor Registration Wing, Civic Centre, Karachi.

(a)  Is it a fact that Sindh government is ambitious to work for the revival of Karachi circular railway;

(b)  If answer to (a) above be in affirmative, the details thereof along with cost and date of completion of the project?

(a)  Yes, the Government of Sindh is fully committed to revive KCR. All the necessary approvals have been accorded to execute the project. However, following issues are pending on the part of Federal Government:

i.             Right of Way (ROW) with Ministry of Railways

ii.           Transfer of Karachi Urban Transport Corporation (KUTC) to Govt. of Sindh

iii.          Issuance of Sovereign Guarantee by the Federal Government to enhance comfort level of foreign investors.

 

(b)  Cost: 1.97 Billion US Dollars

 

Completion period: 3 years from the date of commencement.

Number of vehicles were challaned because of sub-standard cylinders and extra fare in Karachi during 2017 including amount collected under head?

During the year 2017, 1675 vehicles were challaned on violation of sub-standard cylinders and charging excess fare and find an amount of Rs.10,72,350/- which was deposited in the head of Traffic Police and National Highway & Motorway Police.

(a)  It is a fact that proper facility of women rest room has not been provided at bus stop from where buses leads to interior;

(a)  The Provincial Transport Authority has granted only one permission for establishment of  “B”  class  stand at Al-Asif Square (beyond Sohrab Goth)  to M/s. Al-Azam Services Private Limited. The stand has proper seating facility for women as well as separate wash rooms.  However, other stands are operating unauthorizedly without permission and the Government of Sindh has been decided to shift the existing illegal operational activities outside the city of the Divisions / Districts of the province with allied facilities of the stand.

(b)  Yes, the Government is establishing modern terminals with allied facilities at Thatta, Badin and Miro Khan in the first phase.  The construction of bus terminals at Thatta Road and Miro Khan is under process through Works & Services Department, Government of Sindh.

 

Government also intends to provide the facility as the above under construction terminals are Equipped with the separate rest rooms / wash Rooms for ladies and gents.

Government of Sindh has planned to construct new bus terminals at National Highway and Super Highway under Annual Development Program during current financial year 2019-20.

Location-wise how many new route permits issued during 2014 to 2017 alongwith amount recovered under the head?

·         The main BRT Trunk Corridor comprises of 24.2km long dedicated corridor from Numaish to Malir Halt Depot [Numaish  to Khudadad   Colony   via   Shahrah-e Quaideen   traverses through  Kashmir  Road,  People’s  Secretariat,  New  M.A. Jinnah  Road,  Jail  Chowrangi,  Askari  Park,  Civic  Centre, University Road, Safoora Chowk, MalirCantt. Gate No. 6, Tank  Chowk,  and  finally  ends  at  Malir  Halt].

·         The Common Corridor segment, which extends over 2.4-km from Municipal Park to Merewether Tower along M.A. Jinnah Road.

CURRENT STATUS:

 

Detailed Engineering Design for BRT Red Line has been completed.

Draft Bidding Documents have been prepared which are under review and shall be finalized shortly.

The PC-1 of the Karachi BRT Redline project was cleared from CDWP on April 15, 2019 and approved by  ECNEC on 29 August, 2019 at cost of Rs.:78,384.33 million (USD 493.51 million).

Yes, there is need for special training to the Ambulance Drivers to sensitize about use of emergency lights and siren, etc during emergency as use of unnecessary emergency lights or sirens creates panic among other road users.

SMTA is not intending to restart any previous CNG Bus project or to procure the same buses. However, under the BRT Red Line project, the proposed Buses that is to be procured will be CNG hybrid vehicle, i.e. the bio-methane gas produced from cattle waste and will be used as fuel for the Buses. It is further elaborated here that the Government of Sindh’s Transport and Mass Transit Department with the financial assistance of Asian Development Bank will establish a Biogas Plant in Landhi cattle Colony to produce Biomethane gas which is environmentally the most sustainable fuel, as it is not only 100% renewable, but it is also produced through the collection and processing of wastes which otherwise create greenhouse gas emissions as well as other local sanitation issues. The proposed solution on the most cost effective and environment friendly thus making the BRT system self-sustainable. With the experience of innovation biomethane gas solution for Red Line BRT Buses, The GoS may consider expanding this to BRT Yellow Line.

Transport & Mass Transit Department has undertaken project preparation for following projects, covering various districts of Karachi, under ADP and with financial assistance of International Donors.

·         Yellow Line BRT (21 Kms) – PC-I Approved (438 million US Dollor) – Starting from Dawood Chowrangi to Numaish via Korangi Road and Shahrah-e-Quaideen with assistance of World Bank.

·         Red Line BRT (which includes Main Corridor 24.2 Km & common corridor 2.4 Km) – PC-I Approved (493.5 million US Dollor) – Starting from Model Colony to Numaish via University Road and New M.A Jinnah Road with assistance of ADB.

·         Abdul Sattar Edhi Line – Under Construction 3.88 from TMA Orangi to Matric Board to be integrated with GL at Matric Board Office.

KCR – PC-I Approved (1.97 million US Dollar) in 2017 – Administrative formalities including transfer of land from Pakistan Railway and financial arrangements through CPEC is under process.
