There is no appointment have been made during July 2017 to June 2018 except deceased quota in

395.     *Ms. Rabia Azfar Nizami:   Will the Minister for Education be pleased to state:-

 

(a)   Is it a fact that there are 42,383 schools in Province in which 38,132 schools are primary, 1640 middle, 601 elementary, 1719 secondary and 291 are higher secondary which shows that 90% schools are primary that indicates that government education system is contributing a high dropout rate after primary education;

(b)   If answer to (a) above is affirmative, policy of the government to improve this ratio and its time lines?

 

ANSWER

MR. SAEED GHANI, MINISTER FOR EDUCATION: 

Yes. 89.97% schools are primary out of 42,383 schools. Most of the primary schools in the villages are comprising of one or two rooms, so the numbers of schools are large but enrolment is not high.

Furthermore, the Government has started several incentives for promoting the educational activities, improving the enrolment and reducing the dropout.

In this regard the enrolment drive campaigns has been launched by the department throughout Province and other special measures have been taken to reduce drop out ratio.

Moreover, as per the Sindh Education Sector Plan, the target for reduce the gap between the number of primary and post-primary schools to improve access at post- primary level is from 90%/ 9 to 70%/30%.


397.     *Ms. Rabia Azfar Nizami:   Will the Minister for Education be pleased to state:-

(a)      Is it a fact that buildings of 5998 primary, 324 middle, 241 secondary while 31 higher secondary schools are in dangerous condition and there was a list of dangerous buildings which were required to be demolished and rebuilt;.

(b)      If answer to (a) above is affirmative, number of buildings whose PC1 is approved and funds are released and completion status?

 

ANSWER

 

MR. SAEED GHANI, MINISTER FOR EDUCATION: 

It is fact that according to the Sindh Education Profile 2016-17, the number of dangerous Government schools are 6567, the Government has already taken initiative for their Re-construction /Re-habilitation/Repair according to their condition, as follows:

A-Schemes of Dangerous Schools

The 29 schemes for Dangerous Schools have been initiated in the ADP-2018-19, as new schemes comprising of 119-units (Primary/Elementary Schools). All   schemes are phased over for one year district-wise with allocation amounting of Rs. 729.988 Million.

Rehabilitation of High Priority Schools:

The 57-Schemes are reflected in ADP 2018-19 as ongoing Schemes for rehabilitation of 4170 Schools, as detailed below;

Units to be completed by June, 2020             = 1528

Units to be completed by June, 2021              = 1265

 

399.     *Ms. Rabia Azfar Nizami:   Will the Minister for Education be pleased to state:-

(a)      Is it a fact that there are 1719 secondary and 291 higher secondary schools but we have only 791 subject specialists in overall Sindh Public Schools;

(b)     If answer to (a) above is affirmative, government plan and phase wise time lines to fill these slots? 

ANSWER

MR. SAEED GHANI, MINISTER FOR EDUCATION:

 

There are 291 Higher Secondary School in the Province where 791 Subject specialists are working.

 

Furthermore, the post of Subject specialist is Gazzated post of BPS-17 appointed on the recommendations of Sindh Public Service Commission. In this regard the School Education & Literacy Department Government of Sindh is in process of requisition for appointment of Subject Specialists in BPS-17 to the Sindh Public Service Commission.

 

462.     *Mr. Arsalan Taj Hussain:  Will the Minister for Education be pleased to state:- 

(a)   Whether the Biometric verification-mapping of Teachers under Education Department been completed throughout Sindh Province?

(b)   If answer to (a) above is affirmative, the details thereof;

(c)    If answer to (a) above is in negative, the reasons thereof alongwith time line for completion of the same?

MR. SAEED GHANI, MINISTER FOR EDUCATION:

 

The Biometric verification is a continuous process which needs to be updated time to time. 

 

 

 

464.     *Mr. Arsalan Taj Hussain:  Will the Minister for Education be pleased to state:- 

Number of schools lost their registration for violating the rules set under Sindh Private Educational Institutions (Regulation & Control) Rules, 2005?

ANSWER

MR. SAEED GHANI, MINISTER FOR EDUCATION:

 

The Directorate of Inspection & Registration of Private Institutions, Sindh has suspended the registration of 35 private schools. The list of the schools is at Annexure placed on the Table of the House.

ANSWER 

MR. SAEED GHANI, MINISTER FOR EDUCATION:

 

There are some (viable/non-viable) schools that are closed. Govt. has taken steps to reopen the viable schools on priority basis, whereas the survey of non-viable closed schools is being conducted with the coordination of District Reforms Oversight Committee (DROC) & Honorable District & Session Judges.

 

As far as teaching & non-teaching employees are concerned, they are categorized (present, absent, on leave & absconder) in biometric attendance through which the action is taken against absent & absconders.


719.     *Mr. Khurrum Sher Zaman:           Will the Minister for Education be pleased to state:-

(a)   Is it a fact that 6.1 million children between the age of 5 and 16 are not attending school;

(b)   If answer to (a) above is affirmative, the reasons thereof?

 

ANSWER

 

MR. SAEED GHANI, MINISTER FOR EDUCATION:

 

Pakistan Education Statistics 2016-17 reports that 6.413 million children in Sindh are not attending schools.

 

The following factors could be the main reasons:

·    Socio-economic factors

·    Indifferent attitude of parents/families

·    Lack of opportunities/scope for educated youth

·    Infrastructure of schools and teachers training etc.   

 

Govt. of Sindh is taking various measures to bring children in schools i.e. extending the facility of Non-formal Education, Enrollment Campaign/Drives are being conducted regularly at the start of new academic sessions

 

720.     *Mr. Khurrum Sher Zaman:           Will the Minister for Education be pleased to state:-

(a)   Is it a fact that Department has made plan to tackle the dilapidated infrastructure facing schools in the province;

(b)   If answer to (a) above is affirmative, the details thereof?

 

ANSWER

MR. SAEED GHANI, MINISTER FOR EDUCATION:

 

            Yes.

Government has planned to improve the infrastructure and other missing facilities in the schools through ADP Schemes and M&R.


925.     *Ms. Nusrat Sehar Abbasi:  Will the Minister for Education be pleased to state:-

(a)  District-wise number of teachers promoted through DPCs to qualify to be posted as Head Master/Head Mistress along with the number out of above got the posting according to their grade from 2015 to 2018;

(b)       The criteria of selection along with policy to be adopted regarding those teachers who are in line of promotion to become Head Master/Head Mistress?

                                          ANSWER

 MR. SAEED GHANI, MINISTER FOR EDUCATION:

 School Education & Literacy Department has promoted 516 teachers as Head Masters / Head Mistresses (BPS-17).

The district-wise detail of teachers promoted as Head Master/Mistress through DPCs from 2015 to 2018 is at Annexure Placed on the Table of the House.

 

As per School Education & Literacy Department notified policy, the selection criteria is as under: 

1.      45% from amongst HSTs

2.      05% from amongst SLTs

3.      50% through direct recruitment by Sindh Public Service Commission

 

943.     *Ms. Nusrat Sehar Abbasi:  Will the Minister for Education be pleased to state:-

Number of employees promoted in department during last five years along with criteria of promotion from one grade to the other?

ANSWER 

MR. SAEED GHANI, MINISTER FOR EDUCATION:

There are 150,787 employees working in the department.

School Education & Literacy Department has promoted 516 teachers as Head Masters / Head Mistresses (BPS-17) and 2276 other employees from the various field offices are promoted through   DPCs from 2015 to 2018.

 

As per School Education & Literacy Department notified policy, the selection criteria is as under: 

(i)     45% from amongst HSTs

(ii)  05% from amongst SLTs

(iii) 50% through direct recruitment by Sindh Public Service Commission.

 

Criteria of promotions as HST:

(i)        25% from PST to HST

(ii)      50% from JST to HST

(iii)    25% from direct recruitment.

 

 Criteria from Jr. Clerk to Sr.Clerk and Assistant.

(i)     Junior Clerk 100%   promoted  to Senior Clerk

(ii)   75%  Senior Clerk to Assistant

(iii)  25% direct appointment.

 

The employees from grade 1 to 16 is promoted on the basis of seniority cum fitness and availability of vacancies.

 

 

945.     *Ms. Nusrat Sehar Abbasi:  Will the Minister for Education be pleased to state:-

(a) Is it a fact that a large number of 5 and 16 years of children are not attending school?

(b) If answer to (a) above is affirmative, steps taken by the government against this menace?

ANSWER

 

MR. SAEED GHANI, MINISTER FOR EDUCATION:

The government has started several incentives for promoting the educational activities, improving the enrolment and reducing the dropout.

The funding to schools through SMCs, provision of free textbooks, stipend to girls students are some of the exemplary benefits extended to all school going children those have put positive impact over improved retention rate and reducing drop out ratio.

 


1068.   *Dr. Muhammad Rafique Banbhan:          Will the Minister for Education be pleased to state:-

Taluka-wise number of Government girls primary schools, where no washroom facility is available in District Khairpur along with intention of the government to provide the same?

There are 531 Girls Primary Schools in District Khairpur out of which following 58 schools require maintenance & repair for washrooms.

Physical Training (PT) is the part of High School curriculum and the PT classes are conducted by PT teachers as per the time table in the schools of District Khairpur.

School Education & Literacy Department focuses on curricular & co-curricular activities in schools. In this regard, Steering Committee for Education & Literacy Department has decided in its meeting that Sports week would be celebrated at school level where different games / tournaments especially cricket tournaments would be organized in each district of Sindh.

 

As far as District Khairpur is concerned the Cricket tournaments were organized among schools in the month of December, 2018.

            Names and address of temporarily closed primary schools up to 31-08-2018 in district central, Karachi?

Number of Girls Primary Schools sanctioned for district South Karachi during 2017-18 along with schools out of above actually opened with month of opening?

            There are 41 Girls Primary Schools existing in the District South.

No new Girls Primary Schools has been sanctioned in District South during 2017-18.

 Besides the Government has planned to merge schools through Consolidation policy and merger of schools.

(a)      Is it a fact that department has successfully completed biometric system to improve attendance of employees in Government School and Colleges;

(b)      If answer to (a) above be in the affirmative, number of ghost employees identified todate?

 

ANSWER

Yes. The overarching goal of this exercise is to make data-driven decisions in order to regulate:

·      Teacher recruitment

·      Teacher allocation

·      Salary allotment

·      Teacher attendance

Total of over 147,000 teachers (over 95%) have completed their biometric verification.

No amount was earmarked during 2017-18 for up-gradation of Secondary Schools to Higher Secondary Schools in the Lyari Town, Karachi

Number of out of school children in the Province as of September 17, 2018 alongwith

Strategy adopted to increase enrolment during May 31, 2017 to September 17, 2018?

 

ANSWER

 

MR. SAEED GHANI, MINISTER FOR EDUCATION:

 

As per Annual Status of Education Report (ASER) about 7 million children are out of school in the Province.

According to Article 25-A, State has to provide education to all children of age 5 to 16 years.

Besides; several awareness campaigns at Taluka & District level for community mobilization were arranged.

The enrolment and retention drive was arranged and organized every year in the month of April and before start of academic session to attract the masses by holding walks, rallies and seminars at Taluka and district level. The girl’s stipend was also provided to the girls students for attracting them and their parents for sending the girls to schools.
