ADEEL AHMED, MPA: Will the Honourable Minister for Local Government/ Planning & Development/ Works & Services, Sindh may please to give answer/statement that construction work on Malir Expressway is about to start and its design reportedly has both lanes of Expressway along one side of the river bank instead of along both banks. How is the Government of Sindh going to address the concerns of residents of Shah Faisal Colony/ Landhi and Korangi areas being directly affected by this Expressway?

Chapter V of the Sindh Zakat & Ushr Act, 2011 outlines the organizational structure including eligibility criteria and administration of the (i) Sindh Zakat Council (Section-12), (ii) the district Zakat Committees (Section-14), (iii) Taluka or Town Zakat & Ushr Committee (Section-15) and (iv) Local Zakat & Ushr Committees (Section-16) at Annexure Placed on the Table of the House.

All the appointments of Zakat Committees have been done strictly in accordance with the provision of Sindh Zakat & Ushr Act, 2011.

CRITERIA FOLLOWED

Following criteria is followed for disbursement of Zakat funds to Mustahique girls for their marriages.

i.         Determination of Istehqaq for a needy women by Chairman District Zakat & Ushr Committee / Chairman Taluka Zakat & Ushr Committee / Local Zakat & Ushr Committee of her area of residence.

 

ii.       Beneficiary is an adult Muslim dependent upon her parent or guardian or Social Welfare institution for her subsistence.

 

iii.     A copy of CNIC

 

iv.     A copy of Nikahnama at any stage of payment or Later on for audit purpose.

Following facilities are provided to poor and deserving people by the Department in the province:

1.         Guzara Allowance through Sindh Bank ATM Cards.

2.         Stipend to students of Deeni Madaris:

i.                    Fees.

ii.                  Course Books.

iii.                Course stationary.

iv.                Study Material.

 

3.         Stipend is extended to graduate and post graduate students.

i.         Tuition Fee.

ii.                  Stipend.

 

4.         Following facilities are extended for treatment of poor patients.

                        Medical treatment (including operation)

i.           Laboratory tests.

ii.         Bed in general ward.

iii. Artificial limbs

iv.       Expenditure on the transportation of the patients from the institution to other.

 

5.         Marriage assistance to un-married women.

6.         Assistance to inmates of Social Welfare institutions.

7.         Facility of Rehabilitation is extended to poor and deserving people.

8.         Facility of Rehabilitation of calamity affected people.

No it is not fact that amount of Guzara Allowance in the province is given to NADRA on commission.

(a)       Is it a fact that “Guzara Allowance” has been renamed as “Benazir Support Card”;

(b)      If answer to (a) above is affirmative, the details thereof?

No it is not fact that the Guzara Allowance in the province has been renamed. In order to ensure transparency in the distribution and disbursement of Guzara Allowance to the beneficiaries in the Province of Sindh through ATM Cards. The Sindh Bank has devised a system called “Benazir Muawinat Card” to facilitate payment / disbursement across the Province of Sindh.

 

2151.   *Ms. Rana Ansar:      Will the Minister for Zakat & Ushr be pleased to state:-

a)         Is it a fact that there are 7040 Local Zakat Committees exist in 23 districts of province;

b)        If answer to (a) above is affirmative, the functions of the same?

MR. SOHAIL ANWAR SIYAL, MINISTER FOR ZAKAT & USHR:

 

There are 7053 Local Zakat Committees have been constituted under Section-16 of the Sindh Zakat & Ushr Act, 2011 in the 28 districts of province. The substantial portion of functions of LZCs is reproduced as under:-

The Local Zakat Committees shall subject to such guidelines as may be given by the Council and the District Committee.

(a)        Determine Istehqaq separately for –

(i)        Subsistence allowance;

(ii)        Rehabilitation, either directly or indirectly through deeni madaris, educational, vocational    and social welfare institutions;

(iii) Treatment through public hospitals, charitable institutions and other institutions providing health care; and

                (iv)  Any other purpose as may be permitted by Shariah;

 

(b)     Collect voluntarily Zakat, Ushr and atiyyat and deposit the moneys in the District Zakat Fund;

(c)     Prepare and maintain accounts of the Local Zakat Fund in such form and manner as may be prescribed; and

(d)    Tender to the District Committee advice on any matter connected with collection, disbursement and utilization of Zakat, Ushr and attiyyat.
