The District-wise disbursement of aid to malnourished children in Sindh during January 1, 2017 till June 30, 2018?

ANSWER

 

MAKHDOOM MEHBOOB ZAMAN, MINISTER FOR REVENUE & RELIEF:

 

No aid disbursed to malnourished children provided by Board of Revenue, Relief Department.

However, it has been reported by Deputy Commissioner Badin & Tharparkar that PPHI has provided aid to malnourished children in District Badin & Tharparkar as under:-

§  Ready to use Therapeutic Food (RUTF).

§  Micro Nutrients Powder (MNP).

§  Iron Folic Acid (IFA).

§  Ready to use supplementary Food (RUSF).

§  Lipid Base Nutrition Supplements (LBNS).

Accordingly, Minister Health, Government of Sindh will be in better position to reply the question.

 

542.     *Mr. Khurrum Sher Zaman: Will the Minister for Revenue & Relief be pleased to state:-

(a)   Is it a fact that department is likely to implement very soon the Supreme Court directive on devising a mechanism to evaluate competency of all Mukhtiarkars in the province and to replace the incompetent ones with competent officers;

(b)   If answer to (a) above is affirmative, the details thereof?

 

ANSWER

 

MAKHDOOM MEHBOOB ZAMAN, MINISTER FOR REVENUE & RELIEF:

 

“That with the approval of the then Chief Minister Sindh, some officials of Revenue Department were granted exemption from passing Departmental Examination i.e. Revenue Qualifying Examination, were posted as Mukhtiarkar at various posts.

 

Subsequently, in compliance of the Orders of Hon. Supreme Court of Pakistan, all those Exemptee Mukhtiarkars were reverted to their original substantive posts, vide this Department’s Notifications No.PS/SEC(REV)/Kar/BOR/ 2016/954, dated 12.07.2016 and No.20-13-2016-Estt-III/1230, dated 26.08.2016, and at present no any Exemptee has been posted as Mukhtiarkar and presently all the Mukhtiarkars, posted in throughout Sindh are eligible as they have passed Revenue Qualifying Examination, to be held by Sindh Public Service Commission. At Annexure “A & B” Placed on the Table of the House.

A mobile App called Sindhzameen® has been introduced by Revenue department which provides the following services:

(A)       Access to details of computerized land records and registries through CNIC and name

(B)        Calculation of applicable taxes at the time of registering property (sale deed, etc.)

(C)       Standard templates of deeds/property registration available online

(D)       Town-wise Statistics of property registration

(E)        Tracking of property registration

(F)        Property litigation statistics

(G)       Digitized maps available

(H)       Verification of authenticity of NOC for sale/Sale Certificate

(I)          Notification of fee/rules/Acts

(J)         Revenue Position of Board of Revenue

(K)       And a wide variety of other services

(a)    Is it a fact that there is a criteria/procedure of registration of goths/villages;

(b)   If answer to (a) above is affirmative, the details thereof?

 

ANSWER

 

MAKHDOOM MEHBOOB ZAMAN, MINISTER FOR REVENUE & RELIEF:

 

(a)    Yes, there is a criteria / procedure of registration/regularization of Goths/ Villages under Gothabad.

 

The details are below:-

The Sindh Gothabad Housing Scheme Act (SGAS) was introduced in February 1987, with an objective to provide institutional arrangement for undertaking regularization of the villages and confer proprietary /ownership rights to the existing occupants as well as shelter-less persons in the rural areas of Sindh.

 

Overall 36, 566 villages have been identified under scheme as per standard definition of the village and so far, 12, 912 villages have been regularized.

 

Historically, we have seen that no village side was ever reserved for planned which resulted in the Mashroom and un-planned growth of un-authorized villages on the state Land as well as on the private land.

 

The Deputy Commissioner are working independently and all the records are lying with them including Sanads Books, Challan Books and the all facts/details about the villages. Basically the Collector/Deputy Commissioners are solely responsible of the issuing the Sanads hearing the appeals issuing of sanction orders under the Act 1987, also after the regularization of villages the Deputy Commissioners/Collectors shall issue Sanads as per approved list of occupancy.

 

The Member / Director (Gothabad) are only concerned with rural villages of Entire Sindh Province.

This Act is applicable in “RURAL AREAS” of Sindh Province and existed on “ESTATE LAND” 

i)        The minimum requirement for regularization of the village is at least 10 house.

ii)      As per practice, on availability of funds Director Office shall place the order to private survey Company, the contract is assigned on the basis of lowest bid/ offer for topographical survey through GPS system of that villages.

 

iii)    The survey company then conducts topographical survey through GPS system and furnish the list of occupancy and draw map from satellite image of each village. The Director Gothabad sends the above list of occupancy and drawing map to survey committee members of respective Taluka’s (headed by  Assistant Commissioner) constituted by the Director (Gothabad) under Rule 4 of Sindh Gothabad Rules 2008, door to door visit of village to verify the list of occupancy, draw map, get status of land and plots occupied for the use of residential /commercial purpose and return the same duly verified and signed by the Survey Committee Members on each and every page of the documents.

iv)    After due verification the Survey Committee submits its report to the Allotment Committee (headed by Director Gothabad) constituted by the Government under rule  3 of Sindh Gothabad Rule 2008 for approval forwarding the list to Member (Gothabad) and Senior Member, Board of Revenue Sindh .

v)      The Allotment Committee with the approval of Member (Gothabad), Senior Member Board of Revenue, Sindh and Minister for Revenue & Relief shall send its recommendation/ approval of the village for the regularization to the Deputy Commissioner /Collector for issuance of Sanction Order under section 3 of Sindh Gothabad Act 1987, after regularization of villages the Deputy Commissioner, Collector issue Sanads to the villagers/allottees.

 

vi)    The Collector is responsible to identify the old villagers. He is also responsible for the entire topographical /survey process, through survey committee keeping in view the genuine status of land, actual number of houses, population etc.

Steps taken by the Government to computerized the revenue record?

 

ANSWER

 Board of Revenue under its ADP scheme namely “LARMIS” has taken the following steps to computerize the revenue record:

a)      Scanning of entire revenue record consisting of village form II, VF-VII-A, VF-VII-B,

b)     Data Entry of scanned revenue record

c)      Verification of entered revenue record

d)     Online availability of details of computerized revenue record at www.sindhzameen.gos.pk

e)      Establishment of Central Data Center to ease access of computerized land record of any District from any Peoples Service Center or online details verification

f)       Land Title Verification Services through which 06 Banks have been given access to verify land titles for granting loans to farmers/owners

g)      Online verification of Sales Certificates/NOC for sale

h)     Online calculation of applicable taxes for registering property

i)        Online templates of standardized registration documents (sale deed, etc.)

j)       Online statistics of property registrations and litigations town-wise for all Divisions of Sindh

k)     Online tracking of property registries

l)        New project to automate the mutation in revenue record through field offices at Mukhtiarkar/AC level
