64. *Mr. Arif Mustafa Jatoi: Will the Minister for Information, Science & Technology be pleased to state:-
(a) Is it a fact that Provincial Government approval is not required for setting up Mobile Phone towers on Buildings and land in Sindh?
(b) If answer to (a) above is affirmative criteria for allowing construction of a tower?

The to-date expenditure on the IT city and number of business currently operating there?
ANSWER

In Phase-I, in accordance with PC-I, under IT City Project, a boundary wall with fencing was deployed and expenditure incurred an amount of Rs.82.118 million in financial year 2011-12.
Currently, under Public Private Partnership (PPP) modality, the Consultancy for preparation of feasibility study of IT City has been outsources to M/S. Ernst & Young Ford Rhodes at the cost of Rs.55.00 million but no expenditure has been made so far.

(a) Is it a fact that e-policing project has thousands on non-operational cameras;
(b) If answer to (a) above is affirmative, the reasons thereof?
ANSWER
Mr. Muhammad Taimur Talpur, Minister for Information, Science & Technology:
Information, Science & Technology Department only deployed 200 cameras for monitoring the traffic system of Karachi under the scheme namely “Introduction of e-Policing System in Sindh” in the year 2011.
As per Government prescribed procedure, after deployment of above mentioned cameras, same were handed over to Sindh Police department in 2011 in operational condition.
Moreover, installation of securities cameras pertain with Sindh Police Department in sizeable quantity, therefore, same question may kindly be referred to Sindh Police department for the response accordingly.

(a) Is it a fact that Sindh IT Board constituted in 2002 but the same is not operational;
(b) If answer to (a) above is affirmative, timeline to make it operational for programs and better governance of the Province?
ANSWER
Mr. Muhammad Taimur Talpur, Minister for Information, Science & Technology:
Yes, it was constituted but was not operational due to non-availability of Human Resources & other Administrative requirements and with the establishment of a full-fledged IT Department in the province in November 2002.
IST Department is also currently working to establish the Sindh Information Communication Technology (ICT) Board. In this regard, the draft act has been prepared and submitted before Cabinet and currently under process at Cabinet level.

What measure we are taking to safeguard the intellectual property needs to be considering that a lot of focus is given on the startup ecosystem where they are creating IP and attracting foreign investment?

Information Science & Technology Department is not a regulatory department for the intellectual property. The matter pertains to the federal legal subject and there are separate central bodies i.e. Intellectual Property Organization of Pakistan with certain trademarked section wise function to protect the needs of IP.

Measures taken by Sindh Government to ensure that both local and foreign IP is respected with a strong reinforcement of IP for both corporates, Government Departments and consumers through software distribution channels?
ANSWER
Mr. Muhammad Taimur Talpur, Minister for Information, Science & Technology:
Measures for both - local and foreign IP reinforcement for corporate, Government Department is a federal legal subject and there are separate central bodies i.e. Intellectual Property Organization of Pakistan with certain trademarked section wise functions to ensure respective reinforcement of IP at provincial level as well.
However, IPO being the central body also reserves the access rights as Copyright, patent design and even reinforcement of IPs through software Distribution channels for attracting foreign investment / consumers.

(a) Is it a fact that projects executed under Information Technology Department during 2017 and 2018;
(b) If answer to (a) above is affirmative, the details thereof including amount spent?

Information, Science & Technology Department executed ten (10) projects during 2017 and 2018 and amounts of Rs.110.622 million were spent thereon. However, summary of the amounts spent is as under:-

(a) Is it a fact that any FM Radio is introduce by IT department;
(b) If answer to (a) above is affirmative, the details thereof?
ANSWER
Mr. Muhammad Taimur Talpur, Minister for Information, Science & Technology:
Yes, the FM Radio was introduced and established by IT Department for Sindh Police at 88.60 MHz.FM Radio was handed over to Sindh Police in the year 2012. Now Sindh Police is responsible for its operational and maintenance since 2012.

(a) Is it a fact that Prison Management System has been introduced by I.T ministry;
(b) If answer to (a) above be in affirmative, the details thereof?
ANSWER
Mr. Muhammad Taimur Talpur, Minister for Information, Science & Technology:
Yes, IT Department had introduced Prison Management System under project titled “Introduction of e-Policing System in Sindh” in 2012 but it was handed over to Prison Department after its deployment. Currently, it is operational at the Prison Department, Government of Sindh, which is looking after and maintaining it.

(a) Is it a fact that any Management & Quality Assurance Practices Program has been started by I.T department;
(b) If answer to (a) above be in affirmative, the details thereof?
ANSWER

Yes, there is a phase-wise development program of Management & Quality Assurance practices has been started by IT Department in consultation with IBA Karachi to enhance the capacity of Sindh Government Employees. The detailed scope of scheme is as under:
The purpose of this project is to provide IT training to enhance the capacity building of the existing employees of Sindh Secretariats to improve the management level of their concerned offices. Using the training program underlines with multiple capacities building training program, the quality can be easily assured for relevant practices of trainees.

(a) Is it a fact that appointments have been made in department during 01-01-2018 to 31-08-2018:
(b) If answer to (a) above be in the affirmative, the grade-wise details thereof?

No grade-wise appointments were made during 01-01-2018 to 31-08-2018 in Information Science and Technology Department, Government of Sindh. Therefore, reply may be treated as Nil.

(a) Is it a fact that steps are being taken to train the officers/staff working in IT Department;
(b) If answer to (a) above is affirmative, the details thereof?
ANSWER

Yes, officers / staff of IT Department have been getting advance level training of IT related courses in IBA Karachi under scheme namely “Capacity Building in I.T for Sindh Secretariat Employees through IBA Karachi” time to time.
1918. *Mr. Ghanwar Ali Khan Isran: Will the Minister for Information, Science & Technology be pleased to state:-
(a) Is it a fact that Cadet Collage Petaro has requested for a computer and language lab;
(b) If answer to (a) above is affirmative, the current status of the same?
ANSWER
Mr. Muhammad Taimur Talpur, Minister for Information, Science & Technology:
Yes, a scheme namely “Information & Computing Technology System at Cadet College Petaro" under execution through Assignment Account, wherein Computer Labs alongwith allied facilities as per scope & objectives of its PC-I are under process for deployment. The project will successfully be completed during F.Y 2019-20.

(a) Is it a fact that department intends to provide WIFI facilities in public sectors specially installation of WIFI services in Universities of Sindh;
(b) If answer to (a) above is affirmative, the details thereof?
ANSWER

Yes, Information Science & Technology Department has implemented a scheme namely Wi-Fi Facility in Public Sector Universities of Sindh through National Telecommunication Corporation (NTC). Wherein, Wi-Fi facility has been provided in prescribed locations of eight Public Sector Universities namely (i) Quaid-e-Awam University of Engineering, Science & Technology, Shaheed Benazirabad (ii) University of Sindh, Jamshoro (iii) Shaheed Zulfiqar Ali Bhutto University of Law, Karachi (iv) Dow University of Health Sciences, Main Campus, Karachi (v) Benazir Bhutto Shaheed University Lyari, Karachi (vi) Peoples University of Medical & Health Sciences for Women, Shaheed Benazirabad (vii) Quaid-e-Awam University Engineering, Science & Technology (Campus), Larkana (viii) Liaquat University of Medical & Health Science, Jamshoro. Moreover, students of the above Universities are availing Wi-Fi facility installed under the said project getting their informatics knowledge of the related courses.
