647. *Mr. Khurram Sher Zaman: Will the Minister for Local Government be pleased to state:-
(a) Is it a fact that contaminated water is being supplied in Hyderabad, Qasimabad and Latifabad;
(b) If answer to (a) above is affirmative, steps taken by the Department?
ANSWER
Syed Nasir Hussain Shah, Minister for Local Government:
It is submitted that Water Supply System of WASA, Hyderabad totally depends upon power supplied by HESCO. Due to frequent load shedding and interruption in power system of HESCO, the water supply and sewerage system of WASA, Hyderabad badly affected. The Consumers used Pressure Pumps for water during odd hours, the Pressure Pumps extracted ground water which is not fit for drinking purpose and also cause contamination in water supply system.
However, WASA, Hyderabad is trying its level best to continue to serve the general public through its available resources. The development work is in process which will bring improvement in the system.
840. *Mr. Khurram Sher Zaman: Will the Minister for Local Government be pleased to state:-
(a) Is it a fact that there are any plans for downsizing of staff at KMC and its related agencies;
(b) If answer to (a) above is affirmative, the reasons thereof?
ANSWER
Syed Nasir Hussain Shah, Minister for Local Government:
No. There is no plan for downsizing of staff in the Karachi Metropolitan Corporation, Karachi.
841. *Mr. Khurram Sher Zaman: Will the Minister for Local Government be pleased to state:-
(a) Is it a fact that illegal quarrying activities at Manghopir are posing a serious threat to water installations located there;
(b) If answer to (a) above is affirmative, steps taken to combat it?
ANSWER
Syed Nasir Hussain Shah, Minister for Local Government:
Yes, it was correct.
On the request of the Karachi Water and Sewerage Board, the Honourable Water Commission was pleased to direct the Deputy Commissioner (concerned) to impose ban under 144 Cr.PC and also directed to establish a Police Picket. These both directions have been complied with. Afterwards, no such incident of lifting of Reti/Bajri from Manghopir site has been reported.
1181. *Syed Abdul Rasheed: Will the Minister for Local Government be pleased to state:-
Explain procedure adopted for yearly budget approval of union councils?
ANSWER
Syed Nasir Hussain Shah, Minister for Local Government:
It is submitted that whole procedure of approval of Budget of the Local Councils including Union Councils is defined in the Sindh Local Government Act- 2013 as well as the Sindh Councils (Budget) Rules, 2017.
The Section-110 (Approval of Budgets) of the Sindh Local Government Act- 2013 is reproduced as under:-
(1) The Council shall, in the prescribed manner, prepare and sanction before the commencement of each financial year, a statement of its estimated receipts and expenditure for that year, hereinafter referred to as the budget, and forward a copy thereof to Government.
(2) If the budget is not prepared or sanctioned by a Council before the commencement of any financial year, Government may have the necessary statement prepared and certify it and such certified statement shall be deemed to be the sanctioned budget of the Council.
(3) If in the opinion of Government, the budget prepared and sanctioned by Council is in violation of provisions of this Act, Government may by order, modify it, and the budget so modified shall be deemed to be the sanctioned budget of the Council.
(4) At any time before the expiry of the financial year to which a budget relates, a revised budget for the year may, if necessary, be prepared and sanctioned and such revised budget shall, so far as may be, be subject to the provisions of this section.
(5) Where any Council assumes office under this Act for the first time, its budget relating to the remaining period of that financial year shall be prepared by the Council after resumption of office, as far as may be, in accordance with the provisions of this section.
(6) If any officer at whose disposal funds have been placed by a Council, considers it necessary to incur expenditure on sanctioned activities in excess of the amount duly sanctioned or provided in the budget by way of re-appropriation, he shall submit such proposal to the Council for order:-
Provided that no expenditure on any item shall be incurred by re-appropriation if it was specially reduced by the Council or the Government at the time of sanctioning the budget or it has not been included in the budget;
Provided further that no saving from the pay of the employees of the Council shall be spent by re-appropriation nor saving from other units of appropriation shall be re-appropriated for payment of salary to the employees of the Council.
1222. *Mr. Jamaluddin Siddiqui: Will the Minister for Local Government be pleased to state:-
(a) Is it a fact that there is shortage of water in Jamshed Town, Karachi;
(b) If answer to (a) above is affirmative, steps taken to tackle the issue?
ANSWER
Syed Nasir Hussain Shah, Minister for Local Government:
It is submitted that there is general shortage in Karachi due to big gap between demand and supply of water. Thus weekly closure system has been enforced in each Town including Jamshed Town to augment water pressure in other areas. This may result in a sort of shortage in the areas whose supply is suspended for a day or two. However, water supply has been improved to some extent after restoration of supply through Hub Dam after recent rainfalls in the catchment areas of Hub Dam.
1520. *Syed Abdul Rasheed: Will the Minister for Local Government be pleased to state:-
(a) Is it a fact that various officers have been posted in upper grade in KMC in violation of judgment of Supreme Court;
(b) If answer to (a) above be in affirmative, the details & reasons thereof?
ANSWER
Syed Nasir Hussain Shah, Minister for Local Government:
There is no any officer posted in upper grade in Karachi Metropolitan Corporation, however few officers are allowed to work on administrative ground as stop gap arrangement due to shortage of staff.
1637. *Ms. Ghazala Siyal: Will the Minister for Local Government be pleased to state:-
Number of new sweeping machines provided to KMC from January 1, 2016 to August 31, 2018?
ANSWER
Syed Nasir Hussain Shah, Minister for Local Government:
From 1st January-2016 to 31st August- 2018, no Sweeping Machine has been provided to Karachi Metropolitan Corporation, Karachi.
1731. *Ms. Rana Ansar: Will the Minister for Local Government be pleased to state:-
Number of sweeping machines available in KMC and how much the same are in working condition?
ANSWER
Syed Nasir Hussain Shah, Minister for Local Government:
At present only one Sweeping Machine is available with Karachi Metropolitan Corporation, which is out of order.
Further, during the year 2007-08, 16 Sweeping Machines were procured by the City District Government Karachi (defunct) under Tameer-e-Karachi Programme out of which 15 Sweeping Machines including some other garbage collection vehicles were distributed amongst the District Municipal Corporations on 15th April- 2016. The details of distribution of Sweeping Machines amongst the various District Municipal Corporations are appended below:-
