Many students have graduated from here and are serving humanity.

It is so sad that the faculty and employees of 564 from grade 16 to 21 have not received salaries since last 4 months. Will the concerned ministry inform this house when this issue will be resolved?

207.     *Ms. Nusrat Sehar Abbasi:    Will the Minister for Livestock & Fisheries be pleased to state:-

(a)    Is it fact that a project of  provision of modal veterinary centers in Arid Zone of Sindh at Tharparkar, Khairpur, Jamshoro, Dadu, Ghotki, Hyderabad, Umarkot and Tando Allahyar with cost of Rs.49.302 million was to be completed by June 2018;

(b)   If answer to (a) above is affirmative whether the same has been completed and its benefits?

ANSWER

Mr. Abdul Bari Pitafi, Minister for Livestock & Fisheries:

The project “Provision of Model Veterinary Centers in arid zone of Sindh at Tharparkar, Khairpur, Jamshoro, Dadu, Ghotki, Hyderabad, Umerkot and Tando Allahyar” was approved on 04.5.2015 for 03 years i.e. 2015-16 to 2017-18 and was likely to be completed by the June 2018 but due to less releases it could not completed and extended for 01 year.

The scheme has been completed on 30.6.2019. Utilization 46.380 million

With the completion of these Veterinary Centres, the livestock raisers will be benefited to get their ailing animals treated and animals will be saved from different bacterial and viral diseases. Thus; Livestock farmer will be saved from heavy losses. 

 

209.     *Ms. Nusrat Sehar Abbasi:    Will the Minister for Livestock & Fisheries be pleased to state:-

(a)   Is it a fact that project of improvement of artificial insemination services in Sindh is at purview of your department;

(b)   If answer to (a) above is affirmative, cost and date of completion of the same?

ANSWER

Mr. Abdul Bari Pitafi, Minister for Livestock & Fisheries:

Yes. This department executed a project for improvement of artificial insemination services in Sindh with the name i-e Improvement of Artificial Insemination Services and Utilization Trained Artificial Insemination Technician of Public as well as Private sector, through Incentives”  The scheme was launched in 2015-16 in five districts namely Jamshoro, Khaipur, Shaheed Benazirabad, Sanghar and Hyderabad in Sindh.

The total cost of the project was Rs. 59.800 Million and the same was completed on 30-06-2018. Till completion i-e up to 30-06-2018, Rs. 26.360 Million were utilized and Rs. 15.00 Million were transferred to another scheme i-e Rehabilitation and Renovation of Liquid Nitrogen Gas Plant at Hyderabad.

 

 

268.     *Mr. Arif Mustafa Jatoi:       Will the Minister for Livestock & Fisheries be pleased to state:-

(a)   Is it a fact that no survey of fish has been done in the Sindh EEZ ever?

(b)   If answer to (a) above is affirmative, how are fishing stocks assessed when granting fishing permits/licenses?

 

ANSWER

Mr. Abdul Bari Pitafi, Minister for Livestock & Fisheries:

(a)Yes; no survey of fish has been done in the Sindh Exclusive Economic Zone (EEZ). All the activities in EEZ fall under the domain of Federal Government and carried out by Marine Fisheries Department (MFD), Government of Pakistan. The survey / study was carried out by MFD in collaboration with FAO during the year 2008 to 2012.

269.     *Mr. Arif Mustafa Jatoi:       Will the Minister for Livestock & Fisheries be pleased to state:-

 

(a)    Is it a fact that fisher folk in Keenjher lake is unable to earn a living because fish stock has been depleted and no assistance is offered to them to earn a livelihood;

(b)   If answer to (a) above is affirmative, the reasons thereof? 

ANSWER

Mr. Abdul Bari Pitafi, Minister for Livestock & Fisheries:

  1. The Fisheries department has stocked more or less about 2.4209 million Fish Frys of Indian major carps i-e Rahu, mori, Thaila and Gulfam during the period 2016-17, 2017-18 & 2018-19 through a development scheme “Development of Public Waters (Lakes) and surveillance of coastal water to improve productivity and enhance availability of Fish” which has ended in June, 2018. This department playing a vital role in uplifting the livelihood of the fishermen of Keenjhar lake from time to time by providing modern fishing gears, ice boxes, fish carats, boats, boat engine, bicycle etc to them free of cost. More over WWF has also supplemented fish seed in Keenjhar Lake since 2016-17 & 2018-19.
  2. The fishermen were provided Boats, Nets, Crats, Ice boxes, Bicycles etc  under development Scheme  “Provision of Fishing Gears, Modification of Boats, Provision of Ice Boxes & Plastic Carts to fishermen in Sindh, During the year 2006-07 to 2010-11”.
  3. 0.2 million fish seed was stocked in Keenjhar Lake under the program of Accelerated Action Plan (AAP) for Reduction of Stunting Malnutrition in Sindh (Fisheries Sector) during the year 2017-18. Further 2.5 million fish seed was stocked in Keenjhar Lake and the program AAP Fisheries during the year 2018-19.

 

478.     *Mr. Khurram Sher Zaman: Will the Minister for Livestock & Fisheries be pleased to state:-

Action so far taken by the department regarding the fraud related to

Bhambore Dairy Village project?

ANSWER

Mr. Abdul Bari Pitafi, Minister for Livestock & Fisheries:

-       Case has been referred to Anti-corruption Establishment against 02 Ex-Secretaries.

-       The Consultant namely M/S Zaheeruddin Consultant had been blacklisted by the Department.

-       Matter is also under litigation with the Honorable High Court of Sindh, Karachi.

-       The matter is under Arbitration with Justice (R) Nasir Aslam Zahid.

 

479.     *Mr. Khurram Sher Zaman: Will the Minister for Livestock & Fisheries be pleased to state:-

(a)    Whether the department has developed any incentives for private investors to establish livestock and dairy industries in Tharparkar;

(b)   If answer to (a) above is affirmative, the details thereof?

ANSWER

Mr. Abdul Bari Pitafi, Minister for Livestock & Fisheries:

The answer to (a) is No.

The department has not developed any program of incentives for private investors to establish livestock and dairy industries in Tharparkar.

481.     *Mr. Khurram Sher Zaman: Will the Minister for Livestock & Fisheries be pleased to state:-

Steps being taken by the Department to tackle the issue of ghost employees,

especially in the fisheries department?

ANSWER

Mr. Abdul Bari Pitafi, Minister for Livestock & Fisheries:       

Through careful scrutiny of staff record, it was found that there is no ghost employee in the Fisheries Wing of Livestock & Fisheries Department.

Working staff was recognized through the appointment orders /service books and pay Slips against the sanctioned strength.

 

 

1939.   *Ms. Ghazala Siyal:   Will the Minister for Livestock & Fisheries be pleased to state:-

Total catchment of freshwater fish in the Province of Sindh during September, 2017 to 2018?

ANSWER

Mr. Abdul Bari Pitafi, Minister for Livestock & Fisheries:

The Total catchment of Fresh Water Fish of Inland Fisheries in the Province of Sindh from September-2017 to 2018 was 149,252 (M.Ton).

 

The detail of catchment of Fresh Water Fish of Inland Fisheries in the Province of Sindh during September-2017 to 2018 is at Annexure Placed on the Table of the House.

 

2146.   *Ms. Rana Ansar:      Will the Minister for Livestock & Fisheries be pleased to state:-

 

Type of fish being exported annually along with revenue generated as well as detail of its utilization?

ANSWER

Mr. Abdul Bari Pitafi, Minister for Livestock & Fisheries:

The question does not pertain to Fisheries Department. The export of fish and related commodities is a mandate of Federal Government.

           

2497.   *Ms. Sarwat Fatima:  Will the Minister for Livestock & Fisheries be pleased to state:- 

     (a) Is it a fact that Carp Fish Hatchery is being established at Sanghar;

(b)  If answer to (a) above is in the affirmative, the details thereof including its cost and benefits?

 

ANSWER

Mr. Abdul Bari Pitafi, Minister for Livestock & Fisheries:

a)      Yes.

b)     The Carp Fish Hatchery is established in Deh Bakhoro District Sanghar under the area of 25 acres and at the cost of Rs.  55.303 Million.  However, the civil works of hatchery has not been completed by the works & services Department therefore it has been not taken over by this department as yet.

 

Benefits:

*  The main objective of the project is to full-fill the demand of fish seed of Sanghar District and adjacent area.

*  To supply quality fish seed on subsidized rates.

*  Transfer of hatchery technology to the farmers.

*  To improve the Protein deficiency through increase of fish production.

*  Replenishment of fish seed into Chotiari reservoir.

*  Total 10 million fish hatchlings (2.0 million fish fry) of different indigenous & Chinese carps will be produced per year.
