448.     *Mr. Arsalan Taj Hussain:  Will the Minister for Health be pleased to state:-

Any legal operation against the doctors practicing without license?

ANSWER

DR. AZRA FAZAL PECHUHO, MINISTER FOR HEALTH:

As per Sindh Health Care Commission (SHCC) Regulations -2017 under section 35 (i) the Health Care Providers (HCPs) whether MBBS Doctors , Homeopaths, Tabibs and LHVs are not allowed to practice until they are registered with their respective councils and will be considered as Quacks under section 39 (g,h) of SHCC regulations.

So far, 193 health facilities, including 04 facilities run by doctors, have been sealed due to quackery practice in 04 divisions of Sindh i.e Hyderabad, Mirpurkhas, Larkana and Karachi and more than 500 warning letters have been issued to non-compliant doctors without license.

 

 

624.     *Mr. Khurram Sher Zaman:           Will the Minister for Health be pleased to state:-

(a)   Is it a fact that only seven dialysis machines out of sixteen are operational at Dialysis Center of Chandka Medical College Hospital ;

(b)   If answer to (a) above is affirmative, the reasons thereof?

 

ANSWER

DR. AZRA FAZAL PECHUHO, MINISTER FOR HEALTH:

a)   In fact, twelve dialysis machines are operational out of eighteen at CMCH, Larkana. Moreover, twelve new Dialysis machines have been provided to CMCH, Larkana. The relevant company (NEPRO) has been approached by the concerned Medical Superintendent for installing these new machines.

667.     *Mr. Khurram Sher Zaman:           Will the Minister for Health be pleased to state:-

(a)   Is it a fact that the cases of HIV are rising in Larkana;

(b)   If answer to (a) above is affirmative, any plan to begin an awareness campaign?

 

ANSWER

DR. AZRA FAZAL PECHUHO, MINISTER FOR HEALTH:

a)      Yes, it is a fact. The data of referral HIV /  AIDS lab at Larkana reveals that increase in number is due to increase in diagnosis which is primarily due to regular awareness services being provided to general population for getting tested for HIV.

 

b) In the light of outbreak among Injecting Drug Users (IDUs) at Larkana, the awareness sections / camps are regularly being arranged among most at risk and general population by distributing Information, Education & Communication (IEC) material, focal group discussions and other activities.

 

682.     *Mr. Khurram Sher Zaman:           Will the Minister for Health be pleased to state:-

(a)   Is it a fact that Karachi is the second highest number of injecting drug users in Pakistan living with HIV;

(b)   If answer to (a) above is affirmative, strategy of the Department in this regard?

ANSWER

DR. AZRA FAZAL PECHUHO, MINISTER FOR HEALTH:

No, it is not a fact.  The Karachi is not the second highest but first having highest number of Injecting Drug Users (IDUs) in Pakistan which estimates to be more than 27000 IDUs. This is according to Integrated Behavioral and Biological Surveillance (IBBS) Round V (2016-17) conducted by National AIDS Control Program (NACP) in collaboration with Global Fund & UNAIDS.

The enhanced HIV / AIDS Control Program has incorporated exclusive Service Delivery Package (SDP) for IDUs in Karachi providing complete packages targeting at awareness, registration, testing, treatment, counseling and social harm reduction services. 

 

982.     *Ms. Nusrat Sehar Abbasi:  Will the Minister for Health be pleased to state:-

(a)   Number of Polio patients in the province; whether there is any plan to declare province polio-free;

(b)   If answer to (a) above is affirmative, the details thereof?

ANSWER

DR. AZRA FAZAL PECHUHO, MINISTER FOR HEALTH:

Number of Polio patients in the province.

     The last Polio case in the Province occurred in Gadap Town Karachi in September 2018. Whereas, so far, rest of the Sindh (except Karachi) is Polio free since November 2016.

 

·     02 Polio cases occurred in the Province during the year 2017. Both were from Karachi (UC-4, Gadap Town and UC-13, Gulshan Town).

·     08 Polio cases occurred in the Province before November 2016. One in Karachi and Seven in interior Sindh {Jacobabad (1), Shikarpur (2), Sujawal (2), Badin (2)}

Plan to declare Province Polio free

As per National Emergency Action Plan (NEAP) 2018-19, the program will continue to implement the basic core strategies that have delivered substantial progress, comprehensive vaccination through 04 NIDs and 05 SNIDs, sensitive Polio Virus Surveillance and, if required, mop up activities and to stop all wild Polio Virus transmission which will help to ensure reaching strategic global polio eradication by the year 2021.

ANSWER

DR. AZRA FAZAL PECHUHO, MINISTER FOR HEALTH:

a)      No, it is not a fact.

In fact total 42878 patients of Hepatitis (14868-Hep B & 28010-Hep C) were got registered at hepatic sentinel sites during 2016. Out of these 24569 patients of Hep C were treated. Whereas, the treatment of Hep-B patients is lifelong. Currently, 12321 patients of Hep-B are under treatment. Else. 665 patients of Hep-D were also treated in 2016.

b)     As above.

(a)    Is it a fact that the province has achieved its yearly targets for polio eradication campaigns from 2008 to date;

(b)   If answer to (a) above is in affirmative, the details thereof?

DR. AZRA FAZAL PECHUHO, MINISTER FOR HEALTH:

Total 164 Government health facilities of the Province have been handed over to 05 NGOs to run the same under Public Private Partnership and are mentioned at Annexure placed on the Table of the House.

(a)   Is it a fact that the cases of dengue virus were reported in Province during July 2018 to August 2018;

(b)   If answer to (a) above is in affirmative, number of cases which cause of deaths?

 

ANSWER

DR. AZRA FAZAL PECHUHO, MINISTER FOR HEALTH:

a)      Yes, it is a fact. Total 244 cases of dengue virus were reported during July’18 (120 cases) and August’18 (124 cases) in the Province.

b)     However, ‘NO’ death is reported due to dengue during July and August 2018.
