(a)    Is it a fact that the Government is not providing any subsidy for installation of wind turbines and solar panels;

(b)   If answer to (a) above be in affirmative, the reasons thereof?

 

ANSWER

 

            MR. IMTIAZ AHMED SHAIKH, MINISTER FOR ENERGY:

 The Government of Sindh is not providing any subsidy for the installation of wind turbines because wind power produced by private investors is being purchased by CPPA-G (A Federal entity) under a Power Purchase Agreement in lieu with tariff determined by NEPRA.

1845.   *Dr. Seema Zia: Will the Minister for Energy be pleased to state:-

 Number of coal extracting and electricity generating companies working in Thar including details of terms of agreements with the same as of May 30, 2018?

ANSWER

           MR. IMTIAZ AHMED SHAIKH, MINISTER FOR ENERGY:

 (i)                 Only M/S Sindh Engro Coal Mining Company (SECMC) is involved in the construction of 3.8 million metric tons per anum (mtpa) at Thar Coal Block-II.

(ii)               M/S EngroPowergen Thar Limited (EPTL) having capacity of 660 MW power generation is functioning.

District-wise estimated coal, Gas and Oil reserves in the Province?

 

ANSWER

           MR. IMTIAZ AHMED SHAIKH, MINISTER FOR ENERGY:

 

Sindh has enormous energy potential resources of Oil, Gas and coal. It produces 73% Gas & 40% Oil for the Country besides 184.798 billion tons Coal in Thar, Jamshoro (Lakhra), Thatta& Badin District as per detail as at Annexure-I&II placed on the table of the House.

 Total number of Coal reservoirs found in District Badin?

 

ANSWER

             MR. IMTIAZ AHMED SHAIKH, MINISTER FOR ENERGY:

 

The total coal reservoirs in District Badin are 1,358 Billion Metric Tons, which are spread over an area of 1,110 sq. kms.

 2033.   *Mr. Arif Mustafa Jatoi: Will the Minister for Energy be pleased to state:-

 

(a)   Is it a fact that in future phases of the Thar coal project, a company namely Thal Nova shall be producing power;

(b)   If answer to (a) above is affirmative, name of Chief Executive and terms and conditions of the contract?

 

ANSWER

             MR. IMTIAZ AHMED SHAIKH, MINISTER FOR ENERGY:

 (a)    Yes, after the successful achievement of Commercial Operation Date (COD) of Phase-I, Sindh Engro Coal Mining Company (SECMC) is working diligently towards the expansion of its Mine Phase II. SECMC will provide additional coal to Thal Nova Power Limited and Thar Energy Limited (IPPs of 330 MW each). Both IPPs are currently working to achieve their Financial Close by the end of the year 2019.

(b)   Mr. SaleemullahMemon is the Chief Executive Officer of Thal Nova Power Thar Limited. The terms and conditions are given as under:

(a)    Is it a fact that Sindh Government has paid for all transmission line constructed by STDC;

(b)   If answer to (a) above is affirmative, details of each transmission line and cost incurred on each?

 ANSWER

      MR. IMTIAZ AHMED SHAIKH, MINISTER FOR ENERGY:

 

Yes, Government of Sindh has paid for transmission line constructed by Sindh Transmission & Dispatch Company (STDC).

 

Total funding for the project was Rs.2030 million, out of which Rs.1,957 million  were incurred on Engineering Procurement & Construction (EPC) Cost of 132 KV Double Circuit Transmission Line Project is Rs.1,957 million.

 2122.   *Ms. Rana Ansar: Will the Minister for Energy be pleased to state:-

 (a)   Is it a fact that Government has any plan to control over KESC/HESCO to ensure adequate supply of electricity in Karachi and Interior Sindh;

(b)   If answer to (a) above is affirmative, the details thereof?

 

ANSWER

      MR. IMTIAZ AHMED SHAIKH, MINISTER FOR ENERGY:

 No. Government of Sindh has no plan to control over the KESC/HESCO to ensure adequate supply of electricity in Karachi and interior Sindh.

The K-ELECTRIC, HESCO AND SEPCO are regulated by NEPRA through the Ministry of Energy, Government of Pakistan. However, Sindh Government is making all out efforts to ensure that short fall of demand and supply is reduced to the maximum possible extent. The recent production of 660 MW is a first achievement of Thar Coal whereas the next phases are in progress and expected to reduce the electricity crisis.

Thal Nova Power Limited and Thar Energy Limited (HUBCO) are working under Phase-II for establishment of 330 MW each power plants. In Phase-III Lucky Power Company and Siddiq Sons Energy Limited for production of 330 MW each while in Phase-IV Bitra Group, China Machinery Engineering Company (CMEC) &Arif Habib Group are in the field at Thar with a plan of 330 MW each project/projects. This will bring 2310 MW production in the national grid and expected to bridge the maximum gap in the demand and supply and reduce the electricity crisis in the Province and the country ultimately.
