(a)    Is it a fact that the Government intends to establish primary schools in all Juvenile jails of the Province to educate prisoners;

ANSWER

 

            SYED MURAD ALI SHAH (CHIEF MINISTER) MINISTER FOR PRISONS:

A Primary school is already operational since 1995 in Youthful Offenders Industrial School Karachi. Besides a Secondary School (as Branch Children Home) is also operating under the control of Sindh Education Department, where prisoners are receiving Primary education by school teachers / NGOs teachers.

The detail of student / offenders studying in the Primary School at Youthful Offenders Industrial School Karachi is at Annexure placed on the Table of the House.

(a)  Is it a fact that steps have been taken for the security of prisons;

Yes, technical courses are offered to Juvenile offenders confined in Youthful Offenders industrial School Karachi by Prison Staff and NGOs in below trades.

i.                    Computer course.

ii.                  Painting.

iii.                Tailoring

iv.                Carpentry.

(a)    Is it a fact that skill development programs are being arranged for women prisoners in Sindh as they can be independent person / self-help in the society after completing their imprisonment;

            SYED MURAD ALI SHAH (CHIEF MINISTER) MINISTER FOR PRISONS:

 

Skill Development Programs / Educational Training are being imparted to women prisoners at Central Prison for Women Karachi as under:-

1.      Computer courses.

2.      Beautician’s courses.

3.      Tailoring courses.

4.      Fine Arts.

5.      Communication / Criminal Course.

6.      Adult Basic Literacy Programs.

 

Besides, tailoring training to female inmates at Special Prison for Women Hyderabad are also being imparted.

The detail of women Prisoners enrolled in various training programs at Central Prison for Women Karachi & Special Prison for Women Hyderabad is at Annexure-A & B placed on the Table of the House.

Name of prisons in Sindh currently declared sensitive alongwith details of security measures taken there?

ANSWER

            SYED MURAD ALI SHAH (CHIEF MINISTER) MINISTER FOR PRISONS:

 

Three prisons namely Central Prison Karachi, Central Prison Hyderabad and Central Prison Sukkur are rated as sensitive. Special efforts have since been taken encompassing ‘Men, Machines and Management’ to ensure optimum level of security, which includes:-

Construction of high security bomb proof R.C.C. walls around said prisons.

Mobile phone signal jamming system.

CCTV Cameras to cover the inside/outside premises.

Installation X-Ray baggage machines to sweep goods brought in the prisons.

Walkie Talkie sets for internal communications for staff.

Procurement of Arms and Ammunition.

Metal detectors.

Procurement of GSM Locator.

Walk through gates.

Training of officers in Pakistan and abroad.

 

 

 

*1454. Mr. Kanwar Naveed Jamil: Will the Minister for Prisons be pleased to state:-

 

(a)   Is it a fact that steps have been taken by the Government to solve the complaints of patient prisoners of Karachi Central Prison Hospital;

(b)   If answer to (a) above be in affirmative, the details thereof?

 

ANSWER

            SYED MURAD ALI SHAH (CHIEF MINISTER) MINISTER FOR PRISONS:

 

It is submitted that at present 05 doctors are posted at Central Prison Karachi inclusive of 01 as Senior Medical Officer, 04 Medical Officers with 09 No .Para-Medical Staff. Besides various Consultants from Government of Sindh Health Department frequently regularly visit Prison Hospital to take care of ailing Prisoners in the Prison Hospital three Programs are also operating / running in the Prison by Government of Sindh Health Department i.e Enhanced HIV/AIDs Control Program, T.B Control Program Sindh and Hepatitis prevention & Control Program giving a wide range of health cover to prisoners held inside Central Prison Karachi. Besides, in certain cases, prisoners are also referred to outside hospital for surgical/medical treatment. 

 

*1648. Mr. Khuwaja Izhar-ul-Hassan: Will the Minister for Prisons be pleased to state:-

 

(a)    Is  it a fact that there are technical education centers exist in the prisons in Karachi;

(b)   If answer to (a) above is affirmative, the Number/subject wise details along with the details of teachers and other staff working therein?

Apart from above, various consultants are deputed by Health Department to visit on periodical basis at Central Prison Hospital Karachi for checkup and treatment of prisoners. They include General Physician, General Surgeon, ENT Specialist, Eye Specialist, Dental Surgeon, Orthopedic Surgeon, Skin Specialist, Cardiologist Sinologist from Civil Hospital Karachi, Cardiologist from NICVD Karachi, Neurosurgeon from JPMC Karachi and Skin Specialist from Institute of Skin Diseases Karachi. Physiotherapist also visits from CHK and JPMC Karachi on daily basis alternatively. A psychiatrist from CHK is also deputed to visit on daily basis to Central Prison Karachi.
