ADEEL AHMED, MPA: Will the Honourable Minister for Local Government, Sindh may please to give answer/statement that why no alternate arrangement has been done of the only entry route of Drigh Road, Natha Khan, Shah Faisal Colony & adjoining areas that was blocked two years back?

2.   CALL ATTENTION NOTICE NO. 49 OF 2019;GIVEN NOTICE OF BY SYED HASHIM RAZA, MPA: Will the Honourable Minister for Local Government, Sindh may please to give answer/statement that in my Constituency, Landhi Zone, the Sewerage System is in deplorable condition. The Sewerage Water has entered in the houses. What steps are taken by Government to fix the above said issue?

4.   CALL ATTENTION NOTICE NO. 50 OF 2019;GIVEN NOTICE OF BY SYEDA MARVI FASEEH, MPA: Will the Honourable Minister for Irrigation, Sindh may please to give answer/statement that the reasons of immense shortage of water in Lundki Minor in District SBA and available water courses are broken due to which small farmers/tail enders are suffering a lot?

5.   CALL ATTENTION NOTICE NO. 47 OF 2019;GIVEN NOTICE OF BY MR. ARSLAN TAJ HUSSAIN, MPA: Will the Honourable Minister for Local Government, Sindh may please to give answer/statement that as there are no proper Garbage Transfer Stations (GTS) established throughout the city especially in District East Karachi; moreover, countless garbage dumping points are operational in residential areas. Why relevant authorities have failed to establish GTS in each District of Karachi?

*1170. Ms. Rana Ansar: Will the Minister for Prisons be pleased to state:-

(a)    Is it a fact that the Government intends to establish primary schools in all Juvenile jails of the Province to educate prisoners;

(b)   If answer to (a) above is affirmative, the details thereof?

ANSWER

            SYED MURAD ALI SHAH (CHIEF MINISTER) MINISTER FOR PRISONS:

A Primary school is already operational since 1995 in Youthful Offenders Industrial School Karachi. Besides a Secondary School (as Branch Children Home) is also operating under the control of Sindh Education Department, where prisoners are receiving Primary education by school teachers / NGOs teachers.

The detail of student / offenders studying in the Primary School at Youthful Offenders Industrial School Karachi is at Annexure placed on the Table of the House.

(a)  Is it a fact that steps have been taken for the security of prisons;

(b)  If answer to (a) above is affirmative, the details thereof including number of security personnel deployed?

ANSWER

            Yes, steps have been taken.

The details including number of security personnel deployed in various Prisons of Sindh Province is at Annexure placed on the Table of the House.

Number of prisons for women and children within the province alongwith number of women prisoners within the province?

(4) Numbers women Prisons established in Sindh Province, whereas the break-up of women prisoners and children with their mothers is appended as under:

(a)      Is it a fact that technical courses are being taught to kids aged from 14 and above in prisons of Sindh;

(b)      If answer to (a) above be in affirmative, the details thereof?

ANSWER

            SYED MURAD ALI SHAH (CHIEF MINISTER) MINISTER FOR PRISONS:

Yes, technical courses are offered to Juvenile offenders confined in Youthful Offenders industrial School Karachi by Prison Staff and NGOs in below trades.

i.                    Computer course.

ii.                  Painting.

iii.                Tailoring

iv.                Carpentry.

*1351. Ms. Sidra Imran: Will the Minister for Prisons be pleased to state:-

(a)    Is it a fact that skill development programs are being arranged for women prisoners in Sindh as they can be independent person / self-help in the society after completing their imprisonment;

(b)   If answer to (a) above is affirmative, the details thereof?

ANSWER

            SYED MURAD ALI SHAH (CHIEF MINISTER) MINISTER FOR PRISONS:

Skill Development Programs / Educational Training are being imparted to women prisoners at Central Prison for Women Karachi as under:-

1.      Computer courses.

2.      Beautician’s courses.

3.      Tailoring courses.

4.      Fine Arts.

5.      Communication / Criminal Course.

6.      Adult Basic Literacy Programs.

Besides, tailoring training to female inmates at Special Prison for Women Hyderabad are also being imparted.

The detail of women Prisoners enrolled in various training programs at Central Prison for Women Karachi & Special Prison for Women Hyderabad is at Annexure-A & B placed on the Table of the House.

*1417. Mr. Rabistan Khan: Will the Minister for Prisons be pleased to state:-

Name of prisons in Sindh currently declared sensitive alongwith details of security measures taken there?

ANSWER

            SYED MURAD ALI SHAH (CHIEF MINISTER) MINISTER FOR PRISONS:

Three prisons namely Central Prison Karachi, Central Prison Hyderabad and Central Prison Sukkur are rated as sensitive. Special efforts have since been taken encompassing ‘Men, Machines and Management’ to ensure optimum level of security, which includes:-

Construction of high security bomb proof R.C.C. walls around said prisons.

Mobile phone signal jamming system.

CCTV Cameras to cover the inside/outside premises.

Installation X-Ray baggage machines to sweep goods brought in the prisons.

Walkie Talkie sets for internal communications for staff.

Procurement of Arms and Ammunition.

Metal detectors.

Procurement of GSM Locator.

Walk through gates.

Training of officers in Pakistan and abroad.

*1454. Mr. Kanwar Naveed Jamil: Will the Minister for Prisons be pleased to state:-

(a)   Is it a fact that steps have been taken by the Government to solve the complaints of patient prisoners of Karachi Central Prison Hospital;

(b)   If answer to (a) above be in affirmative, the details thereof?

ANSWER

            SYED MURAD ALI SHAH (CHIEF MINISTER) MINISTER FOR PRISONS:

It is submitted that at present 05 doctors are posted at Central Prison Karachi inclusive of 01 as Senior Medical Officer, 04 Medical Officers with 09 No .Para-Medical Staff. Besides various Consultants from Government of Sindh Health Department frequently regularly visit Prison Hospital to take care of ailing Prisoners in the Prison Hospital three Programs are also operating / running in the Prison by Government of Sindh Health Department i.e Enhanced HIV/AIDs Control Program, T.B Control Program Sindh and Hepatitis prevention & Control Program giving a wide range of health cover to prisoners held inside Central Prison Karachi. Besides, in certain cases, prisoners are also referred to outside hospital for surgical/medical treatment. 

*1648. Mr. Khuwaja Izhar-ul-Hassan: Will the Minister for Prisons be pleased to state:-

(a)    Is  it a fact that there are technical education centers exist in the prisons in Karachi;

(b)   If answer to (a) above is affirmative, the Number/subject wise details along with the details of teachers and other staff working therein?

ANSWER

            SYED MURAD ALI SHAH (CHIEF MINISTER) MINISTER FOR PRISONS:

Yes it is correct that technical education centers are working in Prisons of Karachi Region wherein variety of technical courses are offered to the inmates of Prisons.

The number / subject wise details of teachers working in these centre’s of Prisons of Karachi are given hereunder;-

Central Prison Karachi

Following computer courses are being carried out through trained Prisoners.

District Prison Malir Karachi

There is only one Technical Education Centre established at District Prison Malir Karachi run by NGO i.e. SAHEE which provides following courses to the prisoners. Besides a number of skilled inmates who are playing role of instructor.

Youthful offenders Industrial School Karachi

Central Prison for women Sindh @ Karachi

*1649. Mr. Khuwaja Izhar-ul-Hassan: Will the Minister for Prisons be pleased to state:-

Number of doctors posted in hospital of central prison Karachi with their working rotations as well?

ANSWER

            SYED MURAD ALI SHAH (CHIEF MINISTER) MINISTER FOR PRISONS:

There are following five (5) Medical Officers posted at Central Prison Karachi. Their working rotations are as under:-

Apart from above, various consultants are deputed by Health Department to visit on periodical basis at Central Prison Hospital Karachi for checkup and treatment of prisoners. They include General Physician, General Surgeon, ENT Specialist, Eye Specialist, Dental Surgeon, Orthopedic Surgeon, Skin Specialist, Cardiologist Sinologist from Civil Hospital Karachi, Cardiologist from NICVD Karachi, Neurosurgeon from JPMC Karachi and Skin Specialist from Institute of Skin Diseases Karachi. Physiotherapist also visits from CHK and JPMC Karachi on daily basis alternatively. A psychiatrist from CHK is also deputed to visit on daily basis to Central Prison Karachi.
