 (a)   Is it fact that a project of allocation of community development programme (CDP) for sustainable development Goals, Sindh was to be completed by June 2018;

 (b)   If answer to (a) above is affirmative, why the same has not been completed?


ANSWER

Syed Murad Ali Shah (Chief Minister), Minister for Planning and Development:

The scheme titled “Community Development Programme for Sustainable Development Goals” was included in ADP 2017-18 for one year, which has been completed by June 2018.

The said scheme stands completed hence not included in ADP 2018-19.

 (a)   Is it a fact  that size of ADP of highway component has increased during last five financial years;

(b)   If answer to (a) above is affirmative, year-wise increase in ADP size alongwith year-wise details of re-appropriation?

The size of ADP for Works & Services Department was increased in the financial years 2016-17 & 2017-18 however, on the contrary in the financial years 2014-15 & 2015-16 the size of their development portfolio was decreased due to financial constraints.  Moreover, the increase in fiscal years 2016-17 & 2017-18 is attributed to the fact that there was a high demand from general public and it was necessitated in order to create linkages between farms to markets and markets to major cities for generating economic activity and reaping benefits from development expenditure.

 (b)   If answer to (a) above is affirmative, year-wise increased in ADP size alongwith year-wise details of re-appropriation?


 ANSWER

Agriculture is the backbone of Sindh’s economy which is mainly dependent on the irrigated canal network system. In order to increase yield per acre and productivity, provision of water for the cultivated areas is inevitable. The emphasis of the Government of Sindh is to conserve water through lining of canals, construction of water courses and high efficiency irrigation system. Therefore, in order to give thrust to the agriculture economy, the size of development portfolio of Irrigation Department was augmented in the fiscal years 2015-16, 2016-17 & 2017-18 which has resulted in conserving irrigation water and bringing more area under cultivation to increase crop productivity. Moreover, it is further explained that the size of development portfolio for irrigation comprises of the following components;

1)      Schemes of Irrigation Department,

2)      Component for Lining of Main Canals,

3)      Matching Allocation for Federal PSDP Projects

4)      Water Sector Schemes under Thar Coal Infrastructure Development

Development of Thar Coal blocks for mining & production of electricity is the prime objective of the Government of Sindh as it would be a game changer for the country. In this regard availability of water for the cooling towers of the power plants and effluent disposal were the mandatory requirement to fully exploit the resources of this area. In order to provide enabling environment heavy investments were made which has resulted in a positive outcome as the Thar Coal Mining in Block-II is in full swing, furthermore, generation of electricity through 330x2 MW plants is now in sync with the National Grid. Similarly, through Federal PSDP many important flood control schemes etc. are being implemented in which the Government of Sindh contributes matching funds as counterpart funding.

 District-wise number of Education projects completed and under completion during 2017-2018?


ANSWER

Syed Murad Ali Shah (Chief Minister), Minister for Planning and Development:

That Education Department has reported that 122 schemes were completed till June, 2018. List of completed schemes during 2017-18 is attached as Annexure-I placed on the Table of the House, which indicates name of the district in the location column.

Moreover, there are 309 ongoing schemes, which are reflected as ongoing scheme ADP2018-19. The list of these schemes is also is attached as Annexure-II placed on the Table of the House.
