Yes, it is.

 Functions & Aims

 ·      Unfit vehicles on roads is a major reason of road accidents and environmental pollution.

·         Establishment of state of the art vehicle inspection and certification system complying with the international standards and specifications.

·       Keeping unfit vehicles off the road, with the intention to improve road safety by reducing road accidents due to mechanical malfunction.

·        Improve ambient air quality through controlled vehicular emissions

·         Reductions of costs / property damage due to road related incidents.

·         Increase public trust and safety of Public Transport in Sindh.

·         A strict and effective enforcement mechanism keeping unfit vehicles off the road.

 

Progress:

TMTD signed the contract with M/s OPUS Inspection Pvt Ltd on14thJuly 2017.

 

17 sites were allocated on this project. Three (3) sites (i.e. Manghopir,Korangi and Hyderabad) were given to Concessionaire on license basis.

(a)      Is it a fact that there is lack of proper transport mechanism for commuters in the province specially in Karachi;

(b)      If answer to (a) above be in affirmative,measures being taken by the department to provide safe & efficient mass transit system?

 ANSWER

SYED AWAIS QADIR SHAH, MINISTER FOR TRANSPORT AND MASS TRANSIT:

 

 a.      Yes, it is a fact that there is lack of proper transport mechanism especially in Karachi.

 b. The primary goal of Transport and Mass Transit Department is to deliver safe, affordable and reliable public transport for the commuters. In this regard, Japan International Cooperation Agency (JICA) conducted a study in 2012 wherein JICA proposed 6 Bus Rapid Transit Systems (BRTS) 2 Mass Rapid Transit (MRT) and Karachi Circular Railway (KCR).

 

   In order to execute these projects, SMTA had been established for the purpose of planning, coordinating, constructing, developing, operating, maintaining, monitoring and regulating mass transit systems in the Province of Sindh. The list of key projects is mentioned below:

 

i.  Karachi Circular Railway (All approvals have been accorded to execute the project, however, the issue of Right of Way (ROW), transfer of KUTC to Govt. of Sindh  and Sovereign Guarantee are pending on the part of Federal Government.

 

ii. BRT Abdul SattarEdhi Line (70% work completed)

 

iii. BRT Green Line funded by the Federal Government (90% infrastructure has been completed)

 

iv. BRT Red Line (detailed design completed, cleared from Central Development Working Party-CDWP and forwarded to ECNEC)

 

v. Yellow Line (PC-I has been submitted for Planning Commission, Government of Pakistan for approval)

vi. Blue Line ( will be initiated soon)

 

vii.Intracity bus project (Tender has been floated and bid received from bidders, MOU will be signed soon with the successful bidder.

(a)   Is it a fact that estimated total buses operating in the province are outdated;

(b)   If answer to (a) above be in affirmative, number of same along with steps taken to curb the situation?

ANSWER

SYED AWAIS QADIR SHAH, MINISTER FOR TRANSPORT AND MASS TRANSIT:

 

No, the buses operating on intercity and inter provincial routes are comfortable and latest model vehicles. However, most of vehicles operating on intra-city routes within the city limit of Karachi and other cities are outdated.

 

 

The present peoples Govt. is taken major steps to resolve the transport issues in the province.

 

Recently, under the project of “Shaheed Benazir Intercity Pilot Bus Project” M/s Daewoo Pakistan started operation of their Air-conditioned Buses from Dawood Chowrangi to Tower.

 

Further, the Govt. of Sindh intends to operate 1000 new buses phase wise on the different routes of the province under the above project.
