 SYED SARDAR ALI SHAH, MINISTER FOR EDUCATION:

 

No. Aisha Bhawani School, Karachi has not taken over by the Government of Sindh and it is functioning as a private school.

 

336.     *Mr. Arif Mustafa Jatoi:       Will the Minister for Education be pleased to state:-

 (a)   Whether the terms of service for Teachers in Grade-16 and below allow their transfer from home District to another District;

(b)   If answer to (a) above be in affirmative, does the same also apply to those teachers on contractual appointments?


 ANSWER

 SYED SARDAR ALI SHAH, MINISTER FOR EDUCATION:

 

The transfer/posting of teachers of Grade-16 and below is not allowed from their home district to another district except in the case of mutual transfer or under wedlock policy, and that too after taking NOC from both the District Education Officers/Directors School Education.

 

406.     *Ms. Rabia Azfar Nizami:     Will the Minister for Education be pleased to state:-

 

What is the monitoring & evaluation system of teachers? Any KPI’s defined so far?

 

ANSWER

 SYED SARDAR ALI SHAH, MINISTER FOR EDUCATION:

 

There are total 144,262 teachers registered/employed with School Education & Literacy Department, Sindh. Taking the basic profile data through biometric system, these teachers are monitored by Directorate General (Monitoring & Evaluation) on monthly basis.

 (a)   Is it a fact that under STEDA the teacher licensing policy is yet to be devised despite government has been claiming for the past five years that it is going to be implemented;

(b)   If answer to (a) above is affirmative, what are other assessments licenses which deem them fit to teach?

ANSWER

 SYED SARDAR ALI SHAH, MINISTER FOR EDUCATION:

 

Sindh Teachers Development Authority (STEDA) has developed draft Teachers’ Licensing Policy with the collaboration of researchers of AKU-IED Research team and conducted various consultative seminars with stake holders. Now, STEDA has initiated the process of hiring consultancy about teachers’ licensing mechanism and implementation plan. The other aspects to be catered for the assessments, appointments on merit through competitive process, induction and professional development trainings, pre and post training performance evaluation.    

  584.     *Ms. Rabia Azfar Nizami:     Will the Minister for Education be pleased to state:-

 

(a)      Is it fact that during 2018-19 C.M mentioned that 2632 Primary/ elementary and high schools having all the essential facilities will be brought into the system;

(b)      If answer to (a) above is affirmative, breakdown of the same and number of PCIs approved?

 

ANSWER

 SYED SARDAR ALI SHAH, MINISTER FOR EDUCATION:

 

Government of Sindh had taken initiative for rehabilitation & provision of missing facilities i.e toilet, boundary wall, drinking water, electricity, furniture, construction of 9,582 additional class rooms in 4,202 existing schools having high enrolment. The initiative is expected to provide   space for over 550,000 additional students. This  additional enrolment at primary and post primary level will be a major achievement of Government  of Sindh other than  improving  school infra-structure  which will gradually  provide  conducive environment for better schooling . To implement the initiative 57 development schemes were approved on 24-02-2018 at the cost of Rs. 20.109 billion.  

 During the financial year 2017-18, the Finance Department released Rs. 3750.000 million.  During the current financial year,   2626 schools will be completed subject to provision of the total funds amounting to Rs. 11648.454 million during current financial year 2018-19 (Abstract of 2626 schools is at Annexure placed on the Table of the House.

 

726.     *Mr. Khurram Sher Zaman: Will the Minister for Education be pleased to state:-

 

(a)            Is it a fact that as per Alif Ailaan report 76% students in schools cannot read English, 55% Urdu book and about half are unknown to Math and English;

(b)            If answer to (a) above be in affirmative, the reasons thereof?

 

ANSWER

 SYED SARDAR ALI SHAH, MINISTER FOR EDUCATION:

 

            No. This is not fact. The department does not confirm this statistics of Alif Ailaan.

 

However, the findings of most recent SAT exam reveal that learning outcomes of students across the province are not satisfactory. Efforts are being made to improve the quality of education. School based professional development programs have been started to improve the subject based knowledge and pedagogical skills of the teachers throughout province.

  729.     *Mr. Khurram Sher Zaman: Will the Minister for Education be pleased to state:-

 (a)             Is it a fact that most teachers employed by Department are political workers not genuine teachers;

 (b)            If answer to (a) above be in affirmative, the reasons thereof?


 

ANSWER

 SYED SARDAR ALI SHAH, MINISTER FOR EDUCATION:

 

This is not a fact. The teachers employed by the department are not political workers but are genuine teachers only. Their appointment is merit based for which proper recruitment policies are formulated and got approved by competent authority i.e. Chief Minister Sindh. The third parties (Iqra University, Sukkur IBA, Sindh University & NTS) are assigned the task of conducting written tests as in 2006, 2008, 2009 & 2012 respectively. 

 763.     *Mr. Khurram Sher Zaman: Will the Minister for Education be pleased to state:-

 

(a)   Is it a fact that several students denied admission into Government Degree Science and Commerce College Lyari due to non-availability of space;

(b)   If answer to (a) above is affirmative, the reasons thereof?

 

ANSWER

 SYED SARDAR ALI SHAH, MINISTER FOR EDUCATION:

 

It is not fact that any student was denied of admission in degree college Lyari. It is further clarified that college is included in the Centralized Admission policy, where the admission is centralized. At present the enrolled students are 820 in XI and 680 in last year. 

920.     *Ms. Nusrat Sehar Abbasi:    Will the Minister for Education be pleased to state:-

 

(a) Number of sanctioned posts of female lecturers in Science and Arts Colleges of the province along with number actually working as on July 2018;

(b) Is there any plan to recruit more female lecturers in near future?

 College Education Department Govt. of Sindh has sent the requisition to the Sindh Public Service Commission to advertise and recruit the vacancies of lecturers. 

 947.     *Ms. Nusrat Sehar Abbasi:    Will the Minister for Education be pleased to state:-

 

(a) Whether the teachers are trained after selection?

(b)  If answer to (a) above is affirmative, the details thereof?

  (c)  Whether there is any plan for sending teachers for acquiring further training to abroad or other provinces?

ANSWER

 SYED SARDAR ALI SHAH, MINISTER FOR EDUCATION:

 The teachers are trained after the recruitment. School Education & Literacy Department has notified the Continuous Professional Development (CPD) Model which is based on following in-service trainings:

1.      Compulsory Education & Training  related to improve teachers’ skills in:

·         Subject Matter Knowledge (SMK)

·         Multi Grade Teaching (MGT)

·         Disaster risk Reduction (DRR)

·         Life Skill Based Education (LSBE)

2.      Mandatory Education & Training related with the promotion of HMs & Subject Specialists.

3.      Academic / Professional Progression Training in which either department or teacher prefer specific course/training for professional growth. At present any plan to send teachers to other provinces/abroad for further trainings is not in process.

 952.     *Ms. Nusrat Sehar Abbasi:    Will the Minister for Education be pleased to state:-

   (a) Is it a fact that government is providing financial assistance to primary schools through school management committees;

(b) If answer to (a) above is affirmative, district-wise financial assistance provided from 2015 to 2018 along with criteria?

ANSWER

 SYED SARDAR ALI SHAH, MINISTER FOR EDUCATION:

 The School Education & Literacy Department provides funds to Primary Schools through School Management Committee on annual basis.

The criteria for the disbursement of funds is as below:-

  • The school should be main & functional having valid SMC account.                    
  • SMC Application Form with relevant documents (CNIC of Co-Signatories i.e. HM & Chairman and Bank Statement).

 The details of SMC Funds provided to the Primary Schools district-wise is placed at Annexure placed on the Table of the House.
