This House also demands that the Sindh Government bound the owners of Print and Electronic Media to stop the termination from jobs and deduction in the salaries of Reporters/ Cameramen and other employees of Media Houses in the name of financial crisis.”.

(a) Is it a fact that the former Hotel Metropole has been notified as ‘protected heritage” site;
(b) If answer to (a) above be in affirmative, how has it been partially demolished?
ANSWER

Yes, it is protected heritage building under Sindh Cultural Heritage (Preservation) Act, 1994.
The building has not been demolished but it was neglected by the owner, which often contributes towards their bad maintenance. However, it is responsibility of the owner to maintain his building.

(a) Is it a fact that the a provincial censor board is operating concurrently with a federal censor board ;
(b) If answer to (a) above be in affirmative, the reasons thereof?

After 18th Amendment in the Constitution of Islamic Republic of Pakistan, the subject “Motion Picture” was devolved to the Provinces. The Province of Sindh has enacted its own law titled as Sindh Motion Picture Act, 2011 (Sindh Act.No.IV of 2012)”
Now the Sindh Board of Film Censor is working independently at Provincial level and the Central Board of Film Censor is limited only to the Capital of the Country i.e Islamabad.
551. *Mr. Khurrum Sher Zaman: Will the Minister for Culture, Tourism & Antiquities be pleased to state:-
(a) Is it a fact that NAB has been investigating Rs. 160 million corruption case since 2014 regarding preservation of Moenjodaro archaeological site;
(b) If answer to (a) above is affirmative, the details thereof?

It is to state that no investigation pertaining to Rs.160 million corruption case is being conducted by the National Accountability Bureau regarding preservation of archaeological site Mohenjo-Daro.
552. *Mr. Khurrum Sher Zaman: Will the Minister for Culture, Tourism & Antiquities be pleased to state:-
(a) Is it a fact that the department is taking measures to preserve Makli necropolis;
(b) If answer to (a) above is affirmative, the reasons thereof?
ANSWER
SYED SARDAR ALI SHAH, MINISTER FOR CULTURE, TOURISM & ANTIQUITIES:
Before the 18th amendment Federal Department of Archaeology ignored the site for long time despite the warnings from delisting given by the UNESCO. So the condition of monuments was very deplorable.
However, after the 18th amendment the Culture, Tourism and Antiquities Department, Government of Sindh has taken various measures for the protection and preservation of the site. Such as:
i. Holding of 1st International Conference on Makli Hill Monuments in January, 2018
ii. Imposition of ban under Section 144 CrPC for stopping the new burials.
iii. Installation of three weather stations, so as to identify the environmental impact on the site.
iv. Construction of 80% boundary wall around the Makli necropolis has been completed.
v. Provision of shuttle service vehicles for the visitors so as to stop the other traffic movement which causes damages to the Archaeological structures.
vi. Conservation of very fragile monuments.
vii. Installation of Crack Monitors so as to know the movement of the fragile structures.
viii. Souvenir shop has been set up at the site.
ix. Publication of two Books titled as Epigraphy of Makli by Dr. Kaleemullah Lashari, Makli Monuments Islamic Architecture by Ahmed Hassan Dani and Brochures on Makli.
x. Documentary on Makli monuments for highlighting the significance of the site.
xi. Sound measures have been taken for beefing up the security round the clock
xii. Master Plan for Makli Necropolis has been prepared for future conservation and preservation of the site.
xiii. Cleaning of the graffiti from the monuments and removing wild bushes from the site
xiv. Future Plans are in progress such as more conservation on the fragile monuments, installation of huge SMD for the screening the documentary and safeguarding messages on Makli, improvement of land scape of Makli Necropolis in line with the international standards, the Plantation campaign on the site, installation of CCTV camera for the better security of the site and Installation of very precise high tech spot lights to illuminate the monuments on the site in the night.
All the above steps have been taken in the light of guidelines given by World Heritage Committee for protection and preservation of the site. This is why the site of Makli was saved from delisting of UNESCO due to the efforts of the department.
553. *Mr. Khurrum Sher Zaman: Will the Minister for Culture, Tourism & Antiquities be pleased to state:-
(a) Is it a fact that the department is taking action against illegal construction by land grabbers in the premises of an archaeological site, situated in the Chelhar town, causing destruction of a Fort of Mirs;
(b) If answer to (a) above is affirmative, the details thereof?

It is to state that measures have already been taken against illegal construction by land grabbers with the help of local administration. As the department has zero tolerance for encroachment on the archaeological sites.

There are many temples located in Nagarparkar area but following six temples are declared as protected heritage under Antiquities Act, 1975 and fall within the purview of CT&AD.

v. Bhodessar Temple-III
vi. Gori Temple
The conservation and preservation work of the aforesaid temples has been done. However, the responsibility of remaining Mandars, not declared as protected heritage do not lie with Culture, Tourism & Antiquities Department.
