“Yes, Government of Sindh has taken up the plan for Lining of Main Canals, Branch Canals, Distries and Minors to reduce water losses and allied water logging and salinity. The Government has providing as a Block Allocation in Budgetary grant detailed as under:-

The Project “Lining of distributaries & Minors in Sindh Province” was approved at the cost of Rs. 13828. 322 million for Lining of 109 Channels having length of 860 miles against which 53 Channels completed with length of 357 miles. After completion of the project, 950 Cusecs Irrigation Water will be saved for cultivation of additional land about 285871 Acres.

 

97.       *Mr. Arif Mustafa Jatoi:       Will the Minister for Irrigation be pleased to state:-

 

Shortage of water for Kharif, 2018 and how the same adjusted?

 

ANSWER

SYED NASIR HUSSAIN SHAH, MINISTER FOR IRRIGATION:

IRSA Advisory Committee in its meeting held on 29.3.2018 anticipated shortage of 31% during Early Kharif i.e. from 1st April to 10th June. Later on IRSA in its meeting held on 15.5.2018 revised the shortages to 42% during Early Kharif 2018.

However, Sindh Province has faced 58% shortages during Early Kharif.

·         To cope up with the situation Sindh Irrigation Department had formulated and implemented contingent plan prioritizing supply of water as under:-

·         Provision for drinking purpose as survival.

 

·         Provision to Cotton cultivation areas, as sowing season was limited to 31st May 2018.

 

·          Deferring supplies for sowing Paddy by one month i.e from 10th June 2018 for raising of seedlings and from 1st July for transplantation.

 

·         The canals were running on rotation.

·         The help of Ranger has been taken to control the theft of water and to provide water to tail end farmers.

Water availability position at Sindh Barrages has been improved from the month of July 2018.

108.     *Mr. Arif Mustafa Jatoi:       Will the Minister for Irrigation be pleased to state:-

 

·         District-wise acres actually irrigated by the canal system in Sindh as on 30-09-2018;

·         Is it a fact that all landowners drawing canal water have to keep a certain portion of land un-cultivated;

The irrigation System in Sindh is designed as extensive irrigation i.e. less water for more land. Each canal has a different intensity of cultivation in Kharif and Rabi season, which Ranges from 27% to 75% . Detail of intensity of cultivation canal wise is at Annexure placed on the table of the House

 

The main reason for extensive irrigation system is prevention from water logging and salinity.

 

 

356.     *Ms. Nusrat Sehar Abbasi:    Will the Minister for Irrigation be pleased to state:-

 

·              Is it a fact that a project of normal/emergent works for restoration for Irrigation drainage network Sukkur, Jacobabad, Thatta, Larkana, Dadu was to be completed by June, 2018 with cost of  Rs. 1027.000 millions;

·              If answer to (a) above is affirmative, present position of the same?

 

ANSWER

SYED NASIR HUSSAIN SHAH, MINISTER FOR IRRIGATION:

·         Yes, the project of Normal/ Emergent works for restoration of Irrigation and Drainage network for was approved under ADP No.1218/2014-15 with the cost of Rs.1027.00 Million was to be completed by June 2018

 ·         The project stands completed.

 357.     *Ms. Nusrat Sehar Abbasi:    Will the Minister for Irrigation be pleased to state:-

 ·         Is it a fact that a scheme of establishment of project management office for Barrages and development of early warning system of Irrigation Department Hyderabad with cost of Rs. 100.000 millions is to be completed by June 2019;

·         If answer to (a) above be in affirmative, present position of the same?

 ANSWER

SYED NASIR HUSSAIN SHAH, MINISTER FOR IRRIGATION:

Yes, the Scheme of Establishment Project Management Office for barrages and development of Early Warning System of Irrigation Department Hyderabad with the cost of Rs.100 million is to completed by June, 2019.

The ADP Scheme No. 854/2018-19, namely Scheme of Establishment Project Management Office for Barrages and development of Early Warning System of Irrigation Department Hyderabad has been established with upto date expenditure of Rs.25.38 million.

 358.     *Ms. Nusrat Sehar Abbasi:    Will the Minister for Irrigation be pleased to state:-

 

·         Is it a fact that a scheme of construction of Bridge over Dadu canal at RD-0 to 28+500 and pre- stressed bridge across RD-508-508 at village Paat, Dadu with cost of Rs. 99.918 millions is to be completed by 2019 ;

·         If answer to (a) above is affirmative, present position of the same?

 

ANSWER

SYED NASIR HUSSAIN SHAH, MINISTER FOR IRRIGATION:

In this scheme there are two No: Bridges constructing on Dadu Canal from which RD-0 to 428+500 is completed and Pre-Stressed Bridge across RD-508 at Village phat is in progress will completed by June, 2019.

901.     *Mr. Khurram Sher Zaman: Will the Minister for Irrigation be pleased to state:-

·         Is it a fact that for last several years, the Sukkur Barrage is being operated without proper compliance with crucial de-silting procedures and standards;

·         If answer to (a) above is affirmative, the reasons thereof?

 ANSWER

SYED NASIR HUSSAIN SHAH, MINISTER FOR IRRIGATION:

It is submitted that there is no any practice of operating Sukkur Barrage without Rules and Regulations.

 902.     *Mr. Khurram Sher Zaman: Will the Minister for Irrigation be pleased to state:-

 ·         Is it a fact that measures have been implemented to curtail water theft and water losses due to seepage and leakage in order to help small farmers;

·         If answer to (a) above is affirmative, the details thereof?

 ANSWER

SYED NASIR HUSSAIN SHAH, MINISTER FOR IRRIGATION:

(a)   Yes, Curtailing water theft and reducing water losses are fundamental priorities of Government and, thus, being pursued vigorously.

 

(b)   (i) To conserve water and reduce seepage losses, the government has undertaken a large-scale initiative for lining the system. During this ongoing initiative 1645 miles of canals, minors etc, have been cumutilively lined. Different reaches stretching over another 373 miles are in the process of being lined. It is estimated that, with already completed works of lining, about 2443.4 cusecs of water is already being saved. This would keep improving with further progress on lining.

 

 (ii) As for the action against water theft, about 180 FIRs have been lodged recently, 12000 water courses have been rectified, 4765 illegal pipes removed and 1703 illegal pumping machines dismantled. An intensive program is currently underway in Nara Canal System for rectifying the irregularities in water courses.

 903.     *Mr. Khurram Sher Zaman: Will the Minister for Irrigation be pleased to state:-

 

·         Is it a fact that cotton, red chili and other crops cultivated on 100,000 acres of land in Naokot Sub-Division were adversely affected by shortage of irrigation water;

·         If answer to (a) above is affirmative, the reasons thereof?

 

ANSWER

SYED NASIR HUSSAIN SHAH, MINISTER FOR IRRIGATION:

 (a)   Due to extreme shortage of water, like any other crop in the province, cotton, Red Chillies and other crops in the jurisdiction of Naukot Sub-Division were also affected by shortage of water.

  (b) The reason was extreme shortage of water (up to 58%).

1246.   *Ms. Rana Ansar:      Will the Minister for Irrigation be pleased to state:-

 Is there any quota of water devised for cultivators? What steps have been taken to implement the quota system for distribution of water?

ANSWER

SYED NASIR HUSSAIN SHAH, MINISTER FOR IRRIGATION:

       The water allocation for Sindh Province is 48.76% MAF annually as per water accord 1991, which is 41.55% of total volume of water allocated to all provinces, i.e. 117.35 MAF. As for the distribution of water, further in the system, there is a meticulously drawn pattern of allocations in each canal and so on. This pattern is continuously monitored. It is ensured that each Barrage and its canals get water proportionate to respective allocations.
