27. *Mr. Arif Mustafa Jatoi: Will the Minister for Cooperative be pleased to state:-
The number of Co-operative Banks currently licensed to operate in Sindh?
ANSWER
Mr. Abdul Bari Pitafi, Minister for Cooperative:
The Sindh Provincial Cooperative Bank was established in the year 1934 having its branches at district level and central office at Karachi. The Bank advanced loans to the farmers and other needy persons through agricultural Cooperative Societies in order to stream line their financial position by mortgaging agricultural pass books in favour of Bank. The Bank could not survive and finally it was put into liquidation in the year 2012 on account of Bankruptcy and its liquidator was appointed to run the affairs of the Bank. At present No any Cooperative Bank branch exists in Sindh therefore currently no any bank has been allowed/licensed to operate in Sindh.
200. *Ms. Nusrat Sehar Abbasi: Will the Minister for Cooperative be pleased to state:-
(a) Is it fact that a project of construction of Sindh Government Co-operative College at Hyderabad with cost of Rs.118.421 million was to be completed by June 2018;
(b) If answer to (a) above is affirmative, why the same has not been completed?
ANSWER
Mr. Abdul Bari Pitafi, Minister for Cooperative:
(a) The project for construction of Sindh Government Cooperative College at Hyderabad was approved on 23-01-2012 as per office record with total cost of Rs: 118.42 Millions but administratively sanction was accorded for Rs: 107.6 Millions for capital side whereas 10.728 Millions reserved for revenue cost.
(b) After going thoroughly into the contents of revised PC-I of the construction of Sindh Government Cooperative College, the project was to be completed in 2016-17, but same could not be materialized due to non release of funds in per planned period, therefore, cost of other components also increased.
In January 2007 to till date, there was abnormal increase in costs materials, therefore, Government of Sindh approved the price escalation in materials which are to be paid to the contractor. Such escalation was not added in the original rough cost estimate.
The rates of Revenue component are based on the prevailing market rates of year 2011 and still the revenue funds have not been released, therefore, the revenue component is re-designed on the basis of present prevailing market rates i.e. 17% G.S.T as per policy of FBR. Due to increase in plinth from 2’-0’’ to 4’-0’’ the cost of foundation is also increased which causes excess in cost of PC-I.
When revised PC-I (Capital side 157.919 Millions+Revenue side 18.219 Millions) submitted from the Cooperative Department, then Planning and Development Department raised six objections (copy is at Annexure placed on the Table of the House). Same letter of Planning & Development Department, dated 08-05-2018 was forwarded to XEN Provincial Building Division, Hyderabad vide this office letter of even No. dated 08-05-2018 followed by four reminders but all in vain. In addition to this DO letter was also sent to Secretary Works & Services Department to resolve the issue, response is still awaited (copy is at Annexure placed on the Table of the House)

Functions of Sindh Cooperative Housing Authority alongwith development work carried-out under same from 2013 to date?
ANSWER
Mr. Abdul Bari Pitafi, Minister for Cooperative:
The Sindh Cooperative Housing Authority was established in the year 1982 through ordinance. A Board based on eight (08) members i.e four officials and four non-officials to control/run the affairs of Authority.
The Secretary, Cooperative Department, Govt. of Sindh is Chairman of the Authority and the Managing Director, Sindh Cooperative Housing Authority is the Secretary of the Authority.
The Authority was established to control, regulate and supervise the activities of Cooperative Housing Societies which will be taken over by the Government/Authority under the said ordinance to protect the interest of the Societies.
The Authority appoints the Administrators / In-charge of the committee to manage the day to day affairs of Superseded Societies and update the record of the Societies and also point out the irregularities / illegalities committed by ex-management.
At present fourteen (14) Cooperative Housing Societies are superseded, out of which eleven (11) are processing the election and three (03) Administrators still working on stay granted by Honourable High Court of Sindh.

Number of Co-operative housing societies for MPAs established during last five years in the province along with money incurred and names of allottees?
ANSWER
Mr. Abdul Bari Pitafi, Minister for Cooperative:
No any Cooperative Housing Societies were established for MPAs during the last five years as reported by the concerned ARCS of Sindh.
