330. *Mr. Arif Mustafa Jatoi: Will the Minister for Prisons be pleased to state:-
The age-wise population of the Youthful Offenders and Industrial School Karachi along with the type of training being given?
ANSWER

5. Tailoring & Sewing courses.
6. Carpentry & Electricity.
7. English Language Course.
8. Hair cutting.
9. Fine Art/Painting /Drawing.
331. *Mr. Arif Mustafa Jatoi: Will the Minister for Prisons be pleased to state:-
(a) Is it a fact that there is a Sindh Prisons Training Institute, Hyderabad;
(b) If answer to (a) above be in affirmative, functions of the same?
ANSWER
SYED NASIR HUSSAIN SHAH, MINISTER FOR PRISONS:
Yes there is a training Institute called as (Sindh Prisons Staff Training Institute at Nara Hyderabad)
The Sindh Prisons Staff Training Institute Nara Hyderabad is functioning since 2008 to impart trainings to the officers/officials of Sindh Prisons Department. More than 2650 officers/ officials of Sindh Prisons Department have successfully passed out different Basic/ Promotion Courses.
333. *Mr. Arif Mustafa Jatoi: Will the Minister for Prisons be pleased to state:-
(a) Is it a fact that no facilities are given to prisoners on their release such as clothing, transport allowance, training etc;
(b) If answer to (a) above be in affirmative, the reasons thereof?
ANSWER
SYED NASIR HUSSAIN SHAH, MINISTER FOR PRISONS:
It is a fact that prisoners are not given clothing or transport allowance at the time of release however, training / rehabilitation of inmates to the Prisons of Sindh Province by the Prisons by the Prisons Staff and different NGOs as under:-
a) Quran Education & Dars.
b) Learning in school upto secondary classes.
c) SAHEE (Psychology) classes.
d) Computer courses
e) Tailoring &sewing courses.
f) Carpentry & Electricity.
g) Beautician courses.
h) English language Course.
i) Hair cutting.
j) Fine Art / Painting / Drawing.
k) Legal Aid of poor and deserving prisoners by legal aid office as well as different philanthropists.
l) Indoor and outdoor games.
m) Educational facilities from Allama Iqbal Open University and different education Boards of Sindh province.
Currently, there is no budget head that would provide such allocation for the prisoners. However, new law that is under consideration and the rules thereof will cater for such allocation / facilities.
1032. *Ms. Nusrat Sehar Abbasi: Will the Minister for Prisons be pleased to state:-
Detail of the Prison Manual and facilities provided to prisoners under same alongwith steps taken to improve prison standards during last five years?
ANSWER
SYED NASIR HUSSAIN SHAH, MINISTER FOR PRISONS:
a) Prisoners are dealt with under prison act 1894 prisoners act 1900 and Pakistan Prisons Rules 1978.
b) Following improvements have been made:-
I. The living standard/facilities are being imparted through repaired renovation of existing infrastructure.
II. Diet menu has been improved /revised by the Government of Sindh Home Department Karachi twice vide notification No. SO (PRI-I) 11-44/2010(Pt-II) dated 11-06-2018 (copy is at Annexure placed on the table of the House) to provide hygienic, healthy and balance diet to the prisoners as well as clean drinking water.
III. Court production has since been improved and 99% under-trial prisoners are produced before the trial courts concerned on an average day of hearing.
IV. Health care system in prison hospital has been upgraded by providing X-Ray machines, ECG machines, hospital bedding lab services have been provided for required medical treatment and providing necessary treatment.
V. Interviews are held through glass booths and intercom with due regard to privacy.
VI. Skill trainings imparted to the inmates in prison industry e.g carpet, darries, handicraft, tailoring, carpentry, cloth manufacturing (convict clothing and uniforms for the staff) on power looms for the laboring prisoners are provided necessary wedges for the work done by them.
VII. Vocational / Educational training e.g Computer Training, English Language courses, Beauticians training for female prisoners, Stitching Training, Skill Development and communication Courses Fine Arts, Adult education training are provided in different prisons of Sindh province. Psychological classes run by Society for Advancement of Health, Environment and Education (SAHEE) in Central prison Karachi, Hyderabad. Central Prison for Women Karachi and Youthful Offenders Industrial School Karachi.
VIII. Early Learning Centre School are running in Central Prison for Women Karachi and Special Prison for Women Hyderabad for children of inmates for nursery and primary education with the assistance of NGO and Prisoners Welfare Committee Government of Sindh.
Oversight committees have also been notified to monitor and oversee the welfare of prisons of Sindh Province.
1132. *Ms. Adeeba Hassan: Will the Minister for Prisons be pleased to state:-
(a) Is it a fact that NADRA has started registration and to conduct a survey in the jails aimed to maintain a record of criminal prisoners;
(b) If answer to (a) above is affirmative, the details thereof?
ANSWER
SYED NASIR HUSSAIN SHAH, MINISTER FOR PRISONS:
NADRA authorities have not started any registration nor conducted survey in the Jails aimed to maintain record of criminal prisoners. On the contrary criminal record offices (CRO) have since been established in various Prisons under auspicious of Sindh Police for maintaining necessary criminal records.
1134. *Ms. Adeeba Hassan: Will the Minister for Prisons be pleased to state:-
How many prisoners currently confined in the jails in the entire province under the pretext of kidnapping for ransom case?
ANSWER
SYED NASIR HUSSAIN SHAH, MINISTER FOR PRISONS:
301 prisoners have since been convicted on account of charges of kidnapping are serving terms in various Central Prisons of Sindh.
