The House resolves to condemn the violation of airspace at Line of Control and is of the opinion that the Indian brutalities in Indian Occupied Kashmir stand exposed and such tactics at the Line of Control only reflect Indian War hysteria and its aggressive nature.

Mobile Service Units

MSU provide reproductive health services to remote areas where other facilities are bit available. The MSU operate from specially designed vehicles, which posses all the facilities of a mini clinic. MSU ensure complete privacy for gynecological procedures. Each

MSU require the organization of 10-12 outreach camps every month. Due to resource constraints MSUs are not fully functional.

No-scalpel vasectomy (NSV)

The five no-scalpel vasectomy (NSV) centers are situated at Karachi, Hyderabad, Larkana, Nawabshah and Moro NSV is preferred methods for male CS and is more simple and safe.

Social Male Mobilizers

Social Male Mobilizers are union council based workers. They are supposed to establish their office in their home. Two Male Mobilizers are to be recruited at each FWC. The mandate of Male Mobilizers is to increase acceptance of FP among the male population and use of male contraception methods. Male Mobilizers dispense condoms and pills. Most of the mobilizers are non-functional. (Reference from National Standard for FP).

 *25.     Mr. Arif  Mustafa Jatoi:        Will the Minister for Population Welfare be pleased to state:-

 Number of Population Planning Centers in Sindh as on April 29, 2008 alongwith steps being taken to improve education and awareness through the media?

 ANSWER

DR. AZRA FAZAL PECHUHO, MINISTER FOR POPULATION WELFARE:

There were 590 Family Welfare Centers, 72, Mobile Service Units, & 74 RHS-A Centers functioning in Province of Sindh as on April 29, 2008.

 

The Department in collaboration with other stakeholders arranges public walk and seminar every year on special days like 11th July (world Population Day), 26th September (World Contraceptives Day) ensuring participation of Media persons for the media coverage. The department takes on board to information Department to run media campaign through print and electronic media especially on 11th July, every year subject to availability of funds.

(a)   Is it a fact that contraceptive usage has decreased in 2018 as compared to 2008;

(b)   If answer to (a) above is affirmative the reasons thereof?

 ANSWER

DR. AZRA FAZAL PECHUHO, MINISTER FOR POPULATION WELFARE:

No. The fact is that actual usage of contraceptive in Sindh has increased in the year 2017-18 as per the Pakistan Demographic Health Survey (PDHS) from 29.5% (2012-13) to 30.9% in 2017-18.

 *611.   Mr. Khurram Sher Zaman:   Will the Minister for Health be pleased to state:-

 (a)    Is it a fact that naegleria fowleri or “brain eating” amoeba found in the Karachi water supply;

(b)   If answer to (a) above is affirmative, steps being taken to tackle it?

 ANSWER

DR. AZRA FAZAL PECHUHO, MINISTER FOR HEALTH:

a).    Yes, it is a fact.

b).   Naegleria Fowleri is the micro-organism which is killed by Chlorine. The Chlorination of water supply in Karachi is one of the essential responsibilities of Karachi Water & Sewerage Board (KW&SB). Naegleria Fowleri Infection (NFI) has ‘no cure’ but ‘prevention’ which can only be achieved through chlorination of water and other measures for leak proof water supply by KW&SB.

            Hence, the role of Health Department is limited to impart health education, conduct public awareness sessions through print & electronic media for maintaining hygiene and to share the chlorination of water status with Karachi Water & Sewerage Board for taking pre-emptive measures so as to avoid deaths due to NFI.

 

However, Health Department has taken following steps for limiting the disease:

·         Constituted a focal group to formulate strategy for control of NFI for water sampling and testing from Pumping Stations / Reservoirs of KW&SB., monitoring of swimming pools of hotels, farm houses and recreational water parks for assessing chlorination status and its functional system. 

·         To promote optimum chlorination of water in the community in accordance with WHO standards through KW&SB.

·         To mitigate and implement the best preventive strategies specific for the disease.

·         To investigate and verify the case and probable cause(s).

·         To ascertain presence of more cases of Naegleria Fowleri in the area.

·         To provide the awareness to public.

·         Health Education regarding precautionary measures to the community and how to chlorinate the water tanks with tablets and bleaching powder.
