معصوم و بیگناھ نمرہ بیگ جو میڈیکل کے فائنل ایئر کی طالبہ تھی۔ جو پولیس اور ڈاکوؤں کی کراس فائرنگ سے اپنے اور اپنے اہلِ خانہ کے مستقبل کے سنہرے خوابوں سمیت شہید ہوگئی۔ یہ ایوان متفقہ طور پر نمرہ بیگ کی شہادت پر انتہائی افسردہ ہے۔ اور ان کے اہلِ خانہ کے غم میں برابر کا شریک ہے۔ اور نمرہ بیگ شہید کی مغفرت و درجات میں بلندی کی دعا کرتا ہے۔

یہ ایوان متفقہ طور پر مطالبہ کرتا ہے کہ ایک ہونہار طالبہ جو اس ناگہانی حادثہ کی وجہ سے اپنی تعلیم مکمل نہ کر سکی۔ اس معصوم طالبہ کو میڈیکل کی ڈاکٹر کی اعزازی ڈگری عطا کی جائے۔

“This House condemns the appalling death of final year medical student, NIMRA BAIG of Dow University of Health Sciences after being shot in the Police-Robbers Crossfire on Friday in North Karachi.

 

This House shares its deep condolence with the aggrieved family and demands an immediate action against the involved culprits in the incident.”.

 The population of cattle in Sindh as on September 30, in the year 2008 and 2018?

 ANSWER

Mr. Abdul Bari Pitafi, Minister for Livestock & Fisheries:

Livestock census has been conducted in the year 2006, whereas the same was fixed on 2016, but yet not conduct so far. However estimated Cattle population is mentioned below.

Is it a fact that a contract/license system is currently in vogue for freshwater fishing in  Sindh?  If so on what terms and conditions are contracts/licenses awarded and total revenue earned this Fiscal Year?

 ANSWER

Mr. Abdul Bari Pitafi, Minister for Livestock & Fisheries:

There are three parts of this questions which are replied as under:

i)                    There is no contract system currently in vogue for freshwater fishing in Sindh. We have a “License system”. Only the bonafide fishermen receive the licenses under Rule 3, 4 & 5 of Sindh Fisheries Rules 1983 and Section 2 (1-C) of Sindh Fisheries (Amendment) Act 2011.

 ii)                  Terms and conditions for fishing licensing are attached as Annexure placed on the Table of the House.

Fisheries Department has earned Rs.1.074 Million against 4856 issues licensed in current fiscal year from July 2018 to January 2019.

 

 *151.   Mr. Arif Mustafa Jatoi:         Will the Minister for Livestock & Fisheries be pleased to state:-

 (a)   Is it a fact that the shrimp farm set up in Gharo at a cost of Rs. 40 million is currently non-functional;

(b)   If answer to (a) above is affirmative, the reasons thereof?

ANSWER

Mr. Abdul Bari Pitafi, Minister for Livestock & Fisheries:

 (a)   The pilot shrimp farm was established in Garho at the cost of Rs. 32.689 million in 1986-87 and it is currently non-functional.

 (b)   A cyclone hit this area which resulted in collapsing of jetty. Sea water intake pump system stopped functioning since 1990. The pilot shrimp farm was abandoned.


 *202.   Ms. Nusrat Sehar Abbasi:      Will the Minister for Livestock & Fisheries be pleased to state:-

 (a)   Is it fact that a project of  provision of sheds, improved Laboratory for Semens collection, preparation and preservation for genetically improved animals Hyderabad with cost of Rs.243.657 million is to be completed by June 2019;

(b)   If answer to (a) above is affirmative, detail of work completed and amount spent todate?

ANSWER

Mr. Abdul Bari Pitafi, Minister for Livestock & Fisheries:

No; as per revised PC-I, the scheme was to be completed by 30.6.2019; however due to non-completion of civil works under the scheme, it has been given extension and now will be completed by June, 2020. The total cost of the scheme is Rs. 243.567 million (Cap: 150.528 & Rev: 93.039). The details and progress of the scheme is at Annexure placed on the Table of the House.  Till date Rs. 110.917 has been utilized so-far.


*203.   Ms. Nusrat Sehar Abbasi:      Will the Minister for Livestock & Fisheries be pleased to state:-

(a)    Is it fact that a project of  surveillance and characterization of circulating Pathogens of Poultry in Sindh including avian influenza containment programme Karachi, Sukkur, Larkana, Hyderabad, Mirpurkhas, Tharparkar, Thatta Sindh with cost of Rs.198.422 million was to be completed by June 2018;

(b)   If answer to (a) above is affirmative, detail of work completed and amount spent todate?

ANSWER

Mr. Abdul Bari Pitafi, Minister for Livestock & Fisheries:

Yes, the subject scheme was executed by this Department in seven districts i.e. Karachi, Sukkur, Larkana, Hyderabad, Mirpurkhas, Tharparkar, Thatta with a total cost of Rs. 198.422 million. The project was to be completed in June 2018 but due to late completion of civil works, the Revenue component was not fully utilized. The scheme is under revision and will be completed by June, 2020.Till date Rs. 175.775 million have been utilized so-far. The details of work completed is as under:-

(a)    Is it fact that a project for establishment of stationary and mobile veterinary diagnostic laboratory units for disease confirmation and control in milk and meat zone of Sindh Province Badin, Hyderabad, Thatta is to be completed by June 2019;

(b)   If answer to (a) above is affirmative amount spent todate?

ANSWER

Mr. Abdul Bari Pitafi, Minister for Livestock & Fisheries:

No; the subject scheme has already been completed in June, 2018.The Scheme has been completed on June, 2018 at expenditure of Rs. 48.096. (in million).


*475.   Mr. Khurram Sher Zaman:   Will the Minister for Livestock & Fisheries be pleased to state:-

Programs developed to impart training to Livestock farmers on the problems of Livestock management, animal breeding, animal nutrition and feeding, aquaculture, pond management etc. to enhance productivity?

ANSWER

Mr. Abdul Bari Pitafi, Minister for Livestock & Fisheries:

Below mentioned Programs are currently providing training to Livestock farmers on the problems of Livestock Management, Animal Breeding, feeding, aquaculture, pond management etc to enhance productivity.

 

1.   Project on Sustainable Livestock Development for rural Sindh (in collaboration with JICA Grant).

2.   Accelerated action plan for reduction of stunting (Sehatmand Sindh) Program (Livestock & Fisheries Components).

 3.   Benazir Bhutto Shaheed Youth Development programme (BBSYDP) – Livestock & Fisheries.

 4.   World Bank Assisted Sindh Agriculture Growth Project (livestock component).


*476.   Mr. Khurram Sher Zaman:   Will the Minister for Livestock & Fisheries be pleased to state:-

(a)             Whether there are any plans/proposals by the department to establish Livestock estates or villages;

(b)             If answer to (a) above is affirmative, the details thereof?

ANSWER

Mr. Abdul Bari Pitafi, Minister for Livestock & Fisheries:

The answer to (a) is No. There are no any plans / proposals to establish the Livestock estates / villages.


*477.   Mr. Khurram Sher Zaman:   Will the Minister for Livestock & Fisheries be pleased to state:-

(a)               Whether there any plans/proposals to establish dairy colonies on Super and National Highways to  minimize waste of milk production;

(b)               If answer to (a) above be in the affirmative, the details thereof?

 ANSWER

The answer to (a) is No. There are no any plans / proposals to establish the Cattle colonies on Super and National Highways.
