*03.     Mr. Arif Mustafa Jatoi: Will the Minister for Energy be pleased to state:-

 What Steps being taken by the Government to promote usage of low wattage energy saver and LED bulbs in the Province alongwith any plans to subsidize the sale of such bulbs to reduce the load shedding?

ANSWER

 

            MR. IMTIAZ AHMED SHAIKH, MINISTER FOR ENERGY:

The Government of Sindh is working on promoting the use of LED bulbs through its Directorate of Power Development (PDS) as per the guidelines of National Energy, Efficiency and Conservation Authority (NEECA) for creating awareness amongst consumers on the effective use of energy efficiency.

In order to circulate the awareness in the public, Power Development Sindh (PDS) in collaboration with Indus University conducted a joint Seminar on 14th May, 2018. The Government has no plan for giving subsidy on the sale of LED bulbs, however, it is planning to establish a full-fledged Directorate of Sindh Energy Efficiency & Conservation at Provincial level for facilitating, creating awareness & enforcing energy efficiency & conservation.

What steps, if any are being taken to provide relief to the residents of Karachi from Load Shedding?

 

ANSWER

 

            MR. IMTIAZ AHMED SHAIKH, MINISTER FOR ENERGY:

The K-Electric was privatized by the Federal Government in 2006 with the core objective to reduce losses and provide relief to the people of karachi. It is independently working under the administrative control of Federal Government.

 

At present, Federal Government has 3 Directors in the K-Electric Board of Directors. Government of Sindh has requested that at least one Director from Provincial Government may be included to monitor the operational capabilities of the KE, which has not yet been considered.

 

Govt. of Sindh has established 100 MW Gas turbine power project for supply of electricity to K-Electric. For this a 95 kilo meters transmission line has also been built by Sindh Transmission Dispatch Company (STDC) Govt. of Sindh. 

In addition to this, for electrification of villages under K-Electric licensed area, Rs.1584.00 million have been allocated for installation of infrastructure and providing electricity supply to remote areas of K-Electric.

The Energy Department, Govt. of Sindh with the support of World Bank has launched Sindh Solar Energy Project wherein all public sector buildings will be solarized through roof top solar program within next five years.

Further as reported by K-Electric, they have invested US$ 2 billion and added 1057 MW power generation since its privatization and have reduced losses from 36% to 20%.

In their future planning, they will invest 450 M USD for up gradation of transmission system and also planned to add 100 MW renewable energy projects.

As per their claim, there is no load shedding in industrial connections and upto 70% of City is out of load shedding area. These claims needs to be verified by Federal Government as we have no any administrative control on K-Electric

(a)      Whether it is fact that there is a plan to generate 2400 M.W electricity from Thar coal;

(b)      If answer to (a) above is affirmative, the details thereof along with cost and present status of the same?

 

ANSWER

             MR. IMTIAZ AHMED SHAIKH, MINISTER FOR ENERGY:

 Yes, Energy Department is facilitating Tharcoal project and in the coming years production of electricity through coal would increase to 2574 MW as per plan given below.

 

Sindh Engro Coal Mining Company (SECMC) - A joint venture project with Sindh Government is working at Thar upto the mark and completed 97.8% of  its first phase of construction of 3.8 Metric Ton Per Annum (MTPA)  coal mine for supply of coal  to  Engro Powergen Thar Limited (EPTL) , setting up  2 x 330 MW  plants to be completed by June, 2019. Sindh Engro Coal Mining Company's (SECMC's) 3.8 Metric Ton Per Annum (MTPA) mine construction is carried out at a cost of USD 1.1 Billion. After the completion of phase-I, the future plan are as under:

SECMC and Engro Powergen Thar Limited (EPTL) achieved financial close of 3.8 Mt/a mine and power plants in April, 2016 respectively. Thereafter the site work was accelerated and now 95% of its construction work has successfully completed and they are en-route to adding the first electron generated on Thar Coal to the grid very soon.

(b)   If answer to (a) above is affirmative, the details thereof along with present status of the same?

 

ANSWER

 

            MR. IMTIAZ AHMED SHAIKH, MINISTER FOR ENERGY:

 The role of Energy Department is of facilitating private entities in establishing electricity generation projects.

 

 In the first phase of the project Engro Powergen Thar Limited (EPTL) is setting up 2x330 MW power plants which will be completed by June or early July, 2019 . Engro Powergen Thar Limited (EPTL) achieved its financial close on 4th April, 2016 and thereafter the project made rapid progress by achieving 97.8% of the total plan at the year-end 2018. The project is currently in its commissioning phase and expected to add its first unit in the grid very soon and start  commercial operation upto the end of June or early July, 2019 .

 

However, other private electricity generation projects in progress are as under:

 

-    Lucky Electric Power Company Limited has achieved financial close of their 660 MW plant in

     June, 2018.

-   Thar Energy Limited & Thal Nova Power Company Limited will be achieving the same in early 2019.

-   Siddiqsons Energy Limited (330 MW) are targeting financial close in early 2019.

-   Jamshoro Power Company (330 MW).

-   Black Gold (a subsidiary of Arif Habib Group) 660 MW - -  -  Liberty Thar Power Company Limited    550 MW are in discussions with SECMC to finalize their Coal Supply Agreement.

 

In addition to above, a Chinese Firm M/s Sino-Sindh Resource (SSR) is also at the advance stage at Block-I and almost completed requirements to have financial close. The total cost of this project is estimated to US$ 1.1 billion for 2x660MW power plants with initial mine capacity of 7.8 metric tons per annum (mtpa).
