ARIF MUSTAFA JATOI, MPA: Will the Honourable Minister for Local Government, Sindh may please to give answer/statement on the fact that despite the elected General Councilor’s of Padidan Town, District Naushero Feroze requesting freezing of the Town Committee Account due to rampant corruption of by the Chairman, Account remains open?

THE RULES OF ONLY 9 ACTS HAVE BEEN FRAMED AND VETTED BY THE LAW DEPARTMENT, GOVERNMENT OF SINDH. IT IS ALARMING THAT THE PROVINCIAL ASSEMBLY OF SINDH IS PASSING LAWS BUT THE DEPARTMENTS CONCERNED DON’T IMPLEMENT THE SAME.

The District wise Daily Women Prisoners Population Statement for Prisons of Sindh as on June 30, 2018 is at Annexure placed on the Table of the House.

*90. Mr. Arif Mustafa Jatoi: Will the Minister for Prisons be pleased to state:-

 

(a)   Is it  a fact that foreign nationals are kept in Jails in interior Sindh;

(b)   If answer to (a) above is affirmative, the reasons thereof?

ANSWER

SYED NASIR HUSSAIN SHAH, MINISTER FOR PRISONS:

 

(a)   Yes, 35 foreign national prisoners are kept in prisons in interior Sindh. Prison-wise summary is at Annexure placed on the Table of the House.

 

(b)   These prisoners have been remanded to the Prisons by Courts of that Districts and their case are also tried / pending for trial there.

*312. Mr. Arif Mustafa Jatoi: Will the Minister for Prisons be pleased to state:-

The grade-wise number of people given jobs in the Department between July 1, 2017 and June 30, 2018 including those on contract and on regular basis?

ANSWER

SYED NASIR HUSSAIN SHAH, MINISTER FOR PRISONS:

It is stated that 23 jobs were provided between 01-07-2018 to 30-06-2018 to the candidates applied against deceased quota in Sindh Prisons Department on regular basis. The grade-wise details thereof are as under:

1.    BS-11         = 05

2.    BS-09         = 06

3.    BS-06         = 01

4.    BS-05         = 10

5.    BS-04         = 01

*431. Mr. Arsalan Taj Hussain: Will the Minister for Prisons be pleased to state:-

 

Efforts being made to improve the prisons in province and to control corruption in department specially selling of food, bed and other necessary items for prisoners?

ANSWER

SYED NASIR HUSSAIN SHAH, MINISTER FOR PRISONS:

 

1). The efforts being made for rehabilitation of inmates to the Prisons of Sindh Province by the Prisons Staff and different NGOs as under:-

a)      Quran Education & Dars.

b)      Learning in School up to secondary classes.

c)      SAHEE (Psychology) classes.

d)      Computer courses.

e)      Tailoring & sewing courses.

f)       Carpentry & Electricity.                   

g)      Beautician courses.

h)      English Language Courses.

i)        Hair cutting.

j)       Fine Art/Painting /Drawing.

k)      Legal Aid office as well as different philanthropists.

l)        Indoor and outdoor games.

m)    Educational facilities from Allama Iqbal open University and different education Boards of Sindh Province

II. The Following measures are/ have been taken to control corruption in the Sindh   Prisons:-

a)      Any complaint against any officer/officials received from any corner is got enquired and disciplinary action against defaulter is initiated under the rules, if someone found involved in corruption.

 

b)      All the superintendent Prisons have been directed vide this office letter No. EB-1/26233/61 dated 19.09.2018 for shuffling the duties of staff performing their duties inside the jails, particularly interview, searches of the prisoners as well as the main gate.

 

c)      The officers/ officials especially guarding staff who have been posted at one station for more than 3 years has since been / transferred and posted at other Prisons.

 

(d) On daily basis three times fresh cooked food (breakfast, midday & evening meals) standardized, balanced, healthy and nutritional is being provided to the prison inmates according to the prescribed diet, menu & scale prepared by professionally, Skilled/Trained Chef with appropriate manner under proper hygienic conditions in a dedicated cook houses situated inside the prisons where fly proofing and ventilation arrangements has been made. In this regard, there is no way for selling of food.

*927. Ms. Nusrat Sehar Abbasi: Will the Minister for Prisons be pleased to state:-

(a) Number of children with their mothers in Karachi and Hyderabad prisons?

(b)Whether there is any school/rehabilitation/psychological programme for these           children?

(c) If the answer to (b) above be in the affirmative, details thereof?

16/7 children are kept at Central Prison for Women Karachi and 07 children are kept in Special Prison for Women Hyderabad with their mothers.

The present designated capacity of Central Prison Karachi is 2400   against which 4956 prisoners are held on 13-12-2018 as under:
