*22. Mr. Arif Mustafa Jatoi: Will the Minister for Irrigation be pleased to state:-
The current expected short-fall of water for Rabi 2018-19 along with the measures being taken by the Government to meet the shortfall, if any?
ANSWER
Syed Murad Ali Shah (Chief Minister), Minister for Irrigation:
The IRSA Advisory Committee in its meeting held on 1.10.2018 has anticipated 38% shortages during Rabi Season 2018-19. Accordingly, Sindh share has been anticipated as 9.291 MAF against Accord allocations of 14.82 MAF.
· To manage the anticipated acute shortage of water during Rabi Season 2018-19, Sindh Irrigation Department has formulated contingent plan by prioritizing supply of water as under:-
o Provision for drinking purpose as survival.
o Provision of water to late sown Kharif crops during the month of October 2018.
o Supplies for sowing of wheat crop during the months of November and December 2018.
· The supply of water in the canals will be made as per Rotation
· Plans chalked out by the concerned field officers.

The expected commissioning date of the RBOD project?
ANSWER
Syed Murad Ali Shah (Chief Minister), Minister for Irrigation:
The completion date of RBOD-II Project as per 2nd Revised PC-I is November, 2019. However the task can only be achieved by provision of the funds by the Federal Government being a PSDP Scheme.

What steps the Government is taking to recharge the Manchar lake in Dadu District with fresh water?
ANSWER
Syed Murad Ali Shah (Chief Minister), Minister for Irrigation:
With present demarcation Manchar Lake is located in Jamshoro District.
The Government of Sindh has planned to recharge Manchar with fresh water from escape channels of Rice Canal and Dadu Canal enlisted as under:-
i. Rawat escape from Rice Canal.
ii. Dhamrao escape from Rice Canal.
iii. Prechard escape from Dadu Canal.
Fresh water is being released in MNV Drain through these channels which will ultimate be discharge into Manchar Lake and will mitigate the problem of pollution.
Besides these additional sources, the traditional feeding Canal i.e Aral Wah and DanisterWah are also functional but subject to adequate discharge in River Indus.
*264. Ms. Nusrat Sehar Abbasi: Will the Minister for Irrigation be pleased to state:-
(a) Is it a fact that a project of Makhi farash link canal (chotiari phase-2) for water supply to Thar Coal project with cost of Rs. 10.612 billion with 50% share by government of Sindh is to be completed by 2020 ;
(b) If answer to (a) above is affirmative, detail of work completed and amount spent to date?
ANSWER
Syed Murad Ali Shah (Chief Minister), Minister for Irrigation:
a) Yes the project of Makhi Farash Link Canal (Chotiari Phase-2) for water supply to Thar Coal Project with cost of Rs.10.612 Billion with 50% share by Government of Sindh is planned to be completed by June, 2020.
(b) The subject scheme is an on-going scheme. The Physical Progress of work is 39% & the Financial Progress of the project is 19%.
*265. Ms. Nusrat Sehar Abbasi: Will the Minister for Irrigation be pleased to state:-
(a) Is it a fact that a project of construction of fall structures on Nara Canal and strengthening to NIP of Jamro canal mile 17 to 49 with federal funding is to be completed by 2020;
(b) If answer to (a) above is affirmative, detail of amount spent by federal and Provincial Government?
ANSWER
Syed Murad Ali Shah (Chief Minister), Minister for Irrigation:
(a) The PSDP project of construction of Fall Structures on Nara Canal and Strengthening to NIP of Jamrao Canal Mile 17 to 49 will be completed during 2020, subject to release of funds from Government of Pakistan as well as Government of Sindh.
(b) The original cost of project was Rs.1086.15 million fully funded by Govt. Of Pakistan. The revised PC-I was approved at the cost of Rs.2274.449 million. The scheme is shared 1/3rd by GOS and 2/3rd by the GOP for the remaining balance. The releases of funds and expenditure are as under:-

*266. Ms. Nusrat Sehar Abbasi: Will the Minister for Irrigation be pleased to state:-
(a) Is it a fact that there is project construction of Nai Gaj dam project at Dadu with total cost of Rs. 26,236.030 million Government of Sindh share Rs. 1899.20 million Dadu;
(b) If answer to (a) above is affirmative, detail of work completed to date?
ANSWER
Syed Murad Ali Shah (Chief Minister), Minister for Irrigation:
(a) The project was prepared by WAPDA and is under execution with them.
(b) The Sindh Government share is Rs.1899.200 million which is for purpose of Land Acquisition., No releases is made up to 30th June 2018 pertaining to GOS share. However, Rs.188.000 million allocated in ADP 2018-19.

*898. Mr. Khurram Sher Zaman: Will the Minister for Irrigation be pleased to state:-
(a) Is it a fact that Department has introduced education / training programs to help farmers to improve irrigation water management;
(b) If answer to (a) above is affirmative, the details thereof?
ANSWER
Syed Murad Ali Shah (Chief Minister), Minister for Irrigation:
a) Yes the Department has introduce education training programs to help farmers to improve irrigation water management under SIDA, Hyderabad;
(b) SIDA have provided training to 1835 Farmers Members of 175 Farmers Organizations (FOs) in all three Area Water Boards.
*899. Mr. Khurram Sher Zaman: Will the Minister for Irrigation be pleased to state:-
(a) Is it a fact that Department has designed low-cost drip irrigation program for farmers in areas outside Indus basin;
(b) If answer to (a) above is affirmative, the details thereof?
ANSWER
Syed Murad Ali Shah (Chief Minister), Minister for Irrigation:
No. the department has not designed any kind of low cost drip Irrigation Program.
*900. Mr. Khurram Sher Zaman: Will the Minister for Irrigation be pleased to state:-
(a) Is it a fact that 13 out of 65 gates of Sukkur Barrage are dysfunctional;
(b) If answer to (a) above is affirmative, steps taken to address the issue?
ANSWER
Syed Murad Ali Shah (Chief Minister), Minister for Irrigation:
a) The factual status of operation of Gate is that ten gates of Sukkur Barrage are permanently closed, since 1944 as a follow up action of Hydraulic model studies conducted in pre-partition days at Punna to eradicate entry of excessive entry of silt in right bank canals. An island has been formulated to convert right side pocket into a silt excluder by construction of submerged weir at entry point of narrowed channel.
Three gates had been stuck up during operation season of 2018.
b) i) Closure of ten gates is strategic and as a remedial action as such not liable to be operated.
ii) Three stuck up gates has been rendered operational during closure 2019.
iii) Complete rehabilitation of Sukkur Barrage including gates has been taken up in assistance of the World Bank at a cost of Rs.16 Billion under Sindh Barrage Improvement Project Phase-II.
