 *11.     Mr. Arif Mustafa Jatoi:         Will the Minister for Labour and Human Resources be pleased to state:-

 The number of workers employed in industrial and commercial undertakings in Sindh as on September 30, 2018 and how the term “unemployed” is defined by the Sindh Government?

ANSWER      

Mr. Ghulam Murtaza Baloch, Minister for Labour and Human Resources:

The Directorate, Labour is not registering the workers employed in Industrial and Commercial Establishments. However, Sindh Employees Social Security Institution (SESSI) is registering the Workers according to Sub Section 9 of Section 2 of the SESSI Act, 2016. SESSI has registered 635,970/- workers up to 30th September, 2018.

Directorate of Manpower was attached department of Labour and HR department, wherein, employment exchanges were working throughout Sindh to register unemployed who were seeking jobs. Employment Exchanges have now been transferred from Labour Department to STEVTA.

 *159.   Mr. Arif Mustafa Jatoi:         Will the Minister for Labour and Human Resources be pleased to state:-

 (a)   Is it a fact that SESSI has over three billion in surplus funds as on 31-10-2018;

(b)   If answer to (a) above is affirmative, details of their investment and return on the funds during 01-01-2018 to 31-10-2018?

ANSWER      

Mr. Ghulam Murtaza Baloch, Minister for Labour and Human Resources:

No, SESSI, has invested Rs.24000.00 millions in various banks.

   Details given as under:-

 (1)  An amount of Rs. 2,000.00 millions have been invested in Sindh Bank Ltd on 24.09.2018 at 7.93% p.a after approval from the Investment Committee, headed by Commissioner, (SEESI), and 2 Members of Governing Body (SESSI).

 (2)  An amount of Rs. 400.00 millions of SESSI PG&GPF Board have    been invested in MCB Bank Ltd on 24.09.2018 at 7.50% p.a after approval from the Investment Committee, headed by Commissioner, (SEESI) and 2 Members of Governing Body (SESSI).

 (3)   Total profit received on Investment from 01.01.2018 to 31.10.2018 from MCB Bank Ltd is Rs.45.77 millions, and Sindh Bank Ltd Rs. 48.736 million.

 (4)    Hence total profit received from 01.01.2018 to 31.10.2018 is Rs.94,508 millions.

 *491.   Mr. Khurram Sher Zaman:   Will the Minister for Labour and Human Resources be pleased to state:-

 (a)         Is it a fact that the department is set to make hundreds of recruitments without following the merit-based recruitment procedures;

(b)                         If answer to (a) above is affirmative, the details thereof?

ANSWER      

Mr. Ghulam Murtaza Baloch, Minister for Labour and Human Resources:

NO.

The department has not made any appointments without codal formalities.

 *492.   Mr. Khurram Sher Zaman:   Will the Minister for Labour and Human Resources be pleased to state:-

 (a)     Is it a fact that the department is taking steps to tackle corruption in Sindh Employees' Social Security Institution (SESSI) and Sindh Workers Welfare Board (SWWB) ;

(b)   If answer to (a) above is affirmative, the details thereof?

 ANSWER      

Mr. Ghulam Murtaza Baloch, Minister for Labour and Human Resources:

Yes, it is the priority of Government of Sindh to eradicate corruption and to ensure good governance, transparency, check & balance and also provision of all medical facility as well as other welfare facility to the secured workers. There is also comprehensive system of pre and post audit in SESSI as well as WWBS.

 *915:   Ms. Nusrat Sehar Abbasi:      Will the Minister for Labour and Human Resources be pleased to state:-

 (a)    Whether there is any mechanism for monitoring the adequate salary is being provided to the domestic women workers;

(b)   If answer to (a) above is affirmative, provide details of policy/laws?

ANSWER      

Mr. Ghulam Murtaza Baloch, Minister for Labour and Human Resources:

There is no any mechanism for monitoring the salary being provided to domestic women worker.

 (a)        Is it a fact that different training courses/programme are conducted for the employees;

(b)        If answer to (a) above is affirmative,   number of same conducted with purpose during 2013 to 2018?

 ANSWER      

Mr. Ghulam Murtaza Baloch, Minister for Labour and Human Resources:

Yes, the different training programmes were conducted by Director, Labour, WWBS, SESSI and NILAT to enhance the capacity, skills and knowledge of the employees.  The detail is given as under:-

1.      International Labour Organization (ILO) has provided training to 120 officers of Directorate of Labour.

2.      National Institute of Labour Administration and Training (NILAT) has conducted 25918 training courses / Programmes to employers, workers and officers of Directorate of Labour.

3.      39 training programs were conducted by SESSI to medical officers, paramedic staff and officers/officials of admin side.

4.      WWBS has provided training to 1538 teachers of Workers Model Schools.

 *1009: Ms. Nusrat Sehar Abbasi:      Will the Minister for Labour and Human Resources be pleased to state:-

 (a)   Is it a fact that contractual employees were regularized during 2013 to 2018;

(b) If answer to (a) above is affirmative; the details thereof and criteria for the same?

 ANSWER      

Mr. Ghulam Murtaza Baloch, Minister for Labour and Human Resources:

No contractual employees were regularized during 2013 to 18. Hence, report is treated as NIL.
