When the Liyari Expressway is to become fully operational?
ANSWER
Mr. Saeed Ghani, Minister for Local Government:
The matter does not pertain to Local Government and Housing Town Planning Department. It pertains to National Highway Authority.
*115. Mr. Arif Mustafa Jatoi: Will the Minister for Local Government be pleased to state:-
(a) Is it a fact that Shershah Colony Katchi Abadi spread over 80 acres in SITE Karachi has still not been regularized;
(b) If answer to (a) above be in affirmative, the reasons thereof?
ANSWER
Mr. Saeed Ghani, Minister for Local Government:
It is submitted that Sher Shah Colony spread over 90 acres land and become in the limit of SITE- Sher Shah, Keamari Zone, Karachi and 40% regularization lease work has been completed by the Katchi Abadis, Karachi Metropolitan Corporation, Karachi.
It is further submitted that the Sindh Katchi Abadis Authority, Government of Sindh, vide Notification No.SKAA/DG/HOT/KAR-1/87, dated 14th November- 1987 has allotted 90 acres land to Karachi Metropolitan Corporation, Karachi. Annexure is placed on the Table of the House

(a) Is it a fact that Gizri Village Katchi Abadi comprising over 70 acres in Karachi has been regularized and leases issued to the resident;
(b) If answer to (a) above be in affirmative, fees/charges for the same?
ANSWER
Mr. Saeed Ghani, Minister for Local Government:
It is submitted that Gizri Katchi Abadis divided into two side one Upper Gizri and other is Lower Gizri situated at Clifton district South, Karachi.
It is further submitted that in pursuance of Housing Town Planning, Local Government and Rural Development Department, Government of Sindh’s Notification No.SOVIII/KA-I(25)/81, dated 10th February- 1985, that 85.00 acres land in (Gizri Village comprising upper and lower Gizri including Gizri Bagh Colony) were declared as Katchi Abadis. (Annexure is placed on the Table of the House). Out of 85.00 acres land, 66.00 acres land of upper and lower Gizri has been regularized / leased by the Katchi Abdis Department, Karachi Metropolitan Corporation, Karachi.
*262. Ms. Nusrat Sehar Abbasi: Will the Minister for Local Government be pleased to state:-
(a) Is it a fact that a project of greater Karachi sewerage plan (S-111) with cost of Rs. 7982.000 millions with federal share of Rs. 3991.000 millions Karachi was to be completed by June, 2018;
(b) If answer to (a) above is affirmative, present position of the same?
ANSWER
Mr. Saeed Ghani, Minister for Local Government:
It is submitted that the Competent Forum, ECNEC has approved the Revised PC-I of the Project for a cost of Rs:36,117.459 million with Federal Share capped to Rs:3991.00 million, however, ECNEC further decided that the request for increasing Federal Share towards the cost of the Project would be contingent upon the Project progress.
The completion date for the work proposed under Revised PC-I of S-III Project is August- 2020.
In the month of June- 2018, Stage-I of Sewerage Treatment Plant No.III at Mauripur has been completed Under which 77MGD Sewage is treated before dispose into Sea.
*263. Ms. Nusrat Sehar Abbasi: Will the Minister for Local Government be pleased to state:-
(a) Is it a fact that a project of greater Karachi water supply scheme (K-iv) phase-1 260 MGD with cost of Rs. 25.551 billion with 50% by government of Sindh was to be completed by June 2018 ;
(b) If answer to (a) above is affirmative, detail of work completed to date?
ANSWER
Mr. Saeed Ghani, Minister for Local Government:
Yes.
It is submitted that the PC-I cost of K-IV Project is Rs: 25.551 billion to be share 50% between Federal Government and Provincial Government. However, the Project was awarded to M/s. Frontier Works Organization (FWO) for Rs: 28.186 billion (bifurcated into Packages A & B).
The original completion date of Package-A works was June- 2018, whereas original completion date of Package-B is June- 2019.
Due to major issues in planning and execution stages, the Project has been delayed. Major issues of the Project are:-
1. K-IV RO Land issues due to frequent route re-alignments and resultant court litigations;
2. Frequent changes in Design;
3. Several missing essential components, which have not be included in the Original PC-I/contract of K-IV Project such as Road and Pedestrian Bridges, Staff Colonies etc., which have now been initiated for approval;
4. Essential supplementary s such as Augmentation Project and Power Supply Project were missing, which have now been initiated for approval;
5. Revision of project due to massive differences in Actual quantities (vs) BOQ quantities, as well as necessary works that are not included in PC-I FWO work contract.
The K-IV (Phase-I) Project was awarded to M/s. FWO for Rs:28.186 billion (bifurcated into Packages- A & B). Till date, considerable work on Package-A has been completed while Package-B is in Design stage.

*569. Mr. Khurram Sher Zaman: Will the Minister for Local Government be pleased to state:-
(a) Is it a fact that all health facilities of KMC are likely to receive Rs. 170 million funds approved by the Chief Minister;
(b) If answer to (a) above is affirmative, the details thereof?
ANSWER
Mr. Saeed Ghani, Minister for Local Government:
It is submitted that the Karachi Metropolitan Corporation, Karachi is running following thirteen major Hospitals:-
* Abbasi Shaheed Hospital
* Karachi Institute of Heart Diseases
* Sobhraj Maternity Hospital
* Sarfraz Rafique Shaheed Hospital
* Leprosy Hospital
* Landhi Medical Complex
* Spencer Eye Hospital
* Gizri Maternity Hospital
* Gazderabad General Hospital
* Cardiac Emergency Centre, Landhi
* Cardiac Emergency Centre, Shah Faisal
* Homoeopathic Hospital, Nazimabad
* Primary Health Care Centre, Lyari
It is further submitted that in response of request of Mayor, Karachi Metropolitan Corporation, the Sindh Government released an amount of Rs:177.00 million as special grant-in-aid on account of purchase of medicines and allied items for these Hospital. The Karachi Metropolitan Corporation, were purchased medicines and allied items for above named hospitals through Tender as per SPPRA Rules and the same were distributed among all Hospital of KMC as per their requirements/ demand.
