*208.   MS. NusratSeharAbbasi:       Will the Minister for Livestock & Fisheries be pleased to state:-

 

(a)    Is it a fact that a project of Surra (Try Panosomiasis) control programme in arid and coastal zone of Sindh at Thatta, Badin, Tharparkar, Umarkot, Sanghar, Khairpur and Jamshoro with cost of Rs.59.883 million was to be completed by June 2018;

(b)   If answer to (a) above is affirmative, detail of work completed and amount spent todate?

ANSWER

*210.   MS. NusratSeharAbbasi:       Will the Minister for Livestock & Fisheries be pleased to state:-

(a)    Is it a fact that a project of establishment of bio-safety level laboratories and quality enhancement cell for highly pathogenic virus vaccine development Karachi with cost of Rs.184.644 million was to be completed by June 2018;

(b)   If answer to (a) above is affirmative; whether the same has been completed alongwith total cost?

ANSWER

Mr. Abdul Bari Pitafi, Minister for Livestock & Fisheries:

Yes, the project “Establishment of Bio-safety Level Laboratories and quality enhancement cell for highly pathogenic virus vaccine development” was to be completed in June 2018 but due to late completion of civil works, the Revenue Component could not be utilized. Hence, the scheme has been allowed extension of 01 year i.e. up-to 30.6.2019.

The details of work / achievements are as under:-

*213.   MS. NusratSeharAbbasi:       Will the Minister for Livestock & Fisheries be pleased to state:-

 

(a)   Is it a fact that a project of  construction of veterinary center at Saeedpur Taluka Mehrabpur district NausheroFeroze with cost of Rs.6.000 million was to be completed by June 2018;

(b)   If answer to (a) above is affirmative, whether the same has been completed and amount spent?

 

ANSWER

Mr. Abdul Bari Pitafi, Minister for Livestock & Fisheries:Yes, it is fact that the project of “Construction of Veterinary center at Saeedpur Taluka Mehrabpur District N. Feroze”, with cost of Rs.6.000 million was to be completed by June 2018.

However; the same has not been completed within stipulated time due to less release of funds during 2017-18.

Hence, the execution period of the scheme has been extended for one more year and reflected in current year ADP 2018-19 @ serial # 1056.

Further only Rs.1.3097 million were utilized out of total release i.e. Rs.1.410 million during the last financial year 2017-18. However; main building is roof laid and 25% progress has been achieved so far. The scheme will be completed in the year i.e. 2018-19, subject to release of funds.

*474.   Mr. Khurram Sher Zaman:   Will the Minister for Livestock & Fisheries be pleased to state:-

 

(a)    It is a fact that federal government has not completely dissolved all functions to the province regarding Livestock and Fisheries department;

(b)   If answer to (a) above be in the affirmative, the reasons thereof?

ANSWER

Mr. Abdul Bari Pitafi, Minister for Livestock & Fisheries:

(a)    It is fact that the Federal government has not completely devolved all functions to the province regarding Livestock and Fisheries Department after 18th Amendment, these include: Korangi Fish Harbour, Shrimp Hatchery at Hawksbay, Livestock labs and premises etc

    (b)      The Government of Sindh has taken up the case with IPC ministry for devolution of the assets and assignments to province.

*480.   Mr. Khurram Sher Zaman:   Will the Minister for Livestock & Fisheries be pleased to state:-

 

(a)    Whether the Minister has discussed with his federal counterpart the issue of federal government spending money for the development of the fisheries sector;

(b)   If answer to (a) above is affirmative, the details thereof?

ANSWER

Mr. Abdul Bari Pitafi, Minister for Livestock & Fisheries:

The Minister has not discussed the matter with his federal counterpart so far. However, the Provincial Department is engaged with Federal government regarding money to be spent on the development of fisheries. In this regard, a meeting was held in the Ministry of food security and Research, Government of Pakistan, on 27-12-2018 where the case of provincial government presented for the development of fisheries sector and requested for sufficient funds from federal pool for the provincial fisheries sector. 

03 PC-1s in this regard will be submitted to federal government shortly. 

*482.   Mr. Khurram Sher Zaman:   Will the Minister for Livestock & Fisheries be pleased to state:-

Steps being taken by the Department to combat unlawful fishing practices by influential mafia?

ANSWER

Mr. Abdul Bari Pitafi, Minister for Livestock & Fisheries:

The fisheries department is continuously combating against influential Mafia in Coastal Brackish Water area and more than 350 illegal nets had been confiscated and challenged in the concerned court of law. About 120 illegal nets have been burnt after seeking the order from the honorable court.  As far as the inland water is concerned regarding the illegal possession of influential people on any public water areas, no any written complaint has been lodged by bonafide fisherman in the fisheries department.
