Indebtedness of Sindh Government to Federal Government as on 31/03/2018 including the interest rate, tenor and purpose of loan currently outstanding?

SYED MURAD ALI SHAH (CHIEF MINISTER) MINISTER FOR FINANCE:

 

There are currently 23 Federal CDLs (Cash Development Loans) outstanding amount to Rs. 14,132 million as of June 30, 2018. The interest rate varies from 7.42% to 17.71% per annum for the period of 25 years including 05 years grace period.

The total Sindh Government borrowings outstanding from the State Bank of Pakistan as on  September 15, 2016 and September 15, 2018?

It is submitted that on September 15, 2016 and September 15, 2018 there were no outstanding borrowings from State Bank of Pakistan.

(a)       Is it a fact that right to education is considered as a fundamental human right by Government;

(b)      If answer to (a) above be in the affirmative, steps being taken to ensure this right for all citizens.

(a)    Everyone has the rights to education. Education shall be free, atleast in the elementary and fundamental Stages. Education shall be directed to the full development of the Human personality and to the strengthening of respect of Human Rights and fundamental freedom.

 

(b)  The Department has working on Rights of Education and has close link with Education Department to the Strengthening the mechanize of recruitment system, total attendance of the teachers, Operation against the ghost school and full support on the text book curriculum.

  • The Human Rights Department, Government of Sindh has taken measure to provide complains redressal steps all over Sindh thought various means.
  • The Department has toll free Number i.e 0800-00011, which is being operated 24 hrs.
  • The Department has addressed daily different cases of Karokari, Rap, murder, domestic violation, acid thrown etc.

(a)    Efforts made by the Department to create public awareness about  human/individual rights;

(b)   Is there any provision for imparting knowledge of human constitutional rights of citizen addedin curriculum at any level;

The Human Rights Department has conducted variety programs throughout Sindh for different international human Rights day to join hands with government for protection and promotion of human rights such as:

·         Open Katchery

·         Distribution of Financial Aid

·         Peace Walk on Human Rights Day

·         Seminars/Workshop/Conferences in connection of International Human Rights Day.

·         Variety Program in connection of International Human Rights Day

·         Visit to different Government School to aware Human Rights Issues regarding to Children and distributed different gift for children.

·         Arrangement of Free Medicals Camps

·         Literature on the following topics were distributed to 4806 pesh imams throughout Sindh:-

  1. Human Rights
  2. Rights of Women
  3. Rights for Orphan
  4. Our Rights and Responsibilities
  5. Zakat, Haqooq-ul-Allah and Haqooq-ul-bad
  6. Islamic Brotherhood
  7. Human Community
  8. Education for women.

 

·      Organized stage dramas for three days in the occasion of Urs of HazratSachalSarmast on the topic of “Importance of Girls Education and Discourage of minor age marriage” for awareness to the masses.

·      Free Medical camps all over the Sindh to facilities poor and needy people to provide free medical assistance and standard medicines.

·      Masses Advertisement (Tv Cable, Radio Commercial, Mobile Smsetc and Souvenir distributed throughout the Sindh.

 

*608.   Mr. Rabistan Khan:   Will the Minister for Finance be pleased to state:-

 

Volume of development budget allocated to food and Labor Department during 2017-18 along with the details of expenditure made by each Department?

Food Department

In the Annual Development Programme, 2017-18, there were only two approved ADP schemes with total allocation of Rs.85.00 million.  The Finance Department released Rs.85.00 million and expenditure reported was Rs.84.986 million.

Labour Department

In the Annual Development Programme, 2017-18, there were four ADP Schemes of Labour Department with total allocation of Rs.120.00 million.   The Finance Department released Rs.32.172 million in respect of three approved schemes and expenditure reported was Rs.8.688 million.
