The current designed capacity for prisoners in each jail in Sindh and current population as it stood on 17.09.2018 is at Annexure “A” placed on the table of the House.

The District wise Daily Prisoners Population Statement for Prisons of Sindh as on December 31, 2017 is at Annexure “A” placed on the table of the House.
*504. Mr. Khurram Sher Zaman: Will the Minister for Prisons be pleased to state:-
(a) Is it a fact that prisons department has demanded at least 2,900 guarding staff and formation of a separate special prison security force (SPSF) to effectively safeguard the 25 detention facilities across the province;
(b) If answer to (a) above is affirmative, the details thereof?
ANSWER
SYED NASIR HUSSAIN SHAH, MINISTER FOR PRISONS:
Worldwide the staff managing the inmates inside the Jails is separate from the security staff which perform duties outside. It is felt that while the managing staff of the Sindh Prisons Department is quite short as compared to the existing Prison population, therefore 3289 posts of guarding staff including 1000 posts for formation of a separate special Prison Security Force (SPSF) were demanded through SNE 2017-18 out of which 921 posts of guarding staff including 624 posts of SPSF have been sanctioned.

(a) Is it a fact that the Rs1.5 billion project of the Sindh government for a high-security prison has not gone beyond paperwork in two years as the land acquired for it has not been transferred to the prisons department;
(b) If answer to (a) above is affirmative, the reasons thereof?
ANSWER
SYED NASIR HUSSAIN SHAH, MINISTER FOR PRISONS:
It is submitted that, it is not a fact that Rs.1.5million project of Sindh Government of Sindh, for a High Security Prison has not gone beyond paper work in 02 years, as the land acquired for it has not been transferred to the Prison Department.
The fact is that schemes for construction of High Security Prison in Sindh for 1000 Prisoners. (PC-II cost) has been approved at the cost of Rs.4.800 million in the DDWP meeting held on 14-03-2018. Home .
Department Government of Sindh (copy of administration approval is as Annex-A.placed on the table of the House.
A 300 acres piece of Government land for this project has been identified / selected in Deh Kohistan 7/2 TapoJhampir Taluka District Thatta and Home Department, Government of Sindh has requested that Member (LU) Board of Revenue, Government of Sindh vide Home Department letter No.SO (Dev)HD/01(04)/2014 dated 22-11-2017 (Copy enclosed) for transfer of said land to this Prison Department(Annex-B.)placed on the table of the House.
*508. Mr. Khurram Sher Zaman: Will the Minister for Prisons be pleased to state:-
(a) Is it a fact that two jails in Karachi are reported to be the most overcrowded among the 25 prisons of Sindh as both house close to three times the inmates than their actual capacity;

(b) If answer to (a) above is affirmative, the reasons thereof?

ANSWER
SYED NASIR HUSSAIN SHAH, MINISTER FOR PRISONS:
Yes, it is fact that the existing capacity of Central Prison Karachi is 2400 inmates. The present population of Central Prison Karachi is 4846. Thus prison is over populated by 2446 inmates. District Prison Malir Karachi’s existing capacity is 1800 inmates. The present population of District Prison Malir Karachi is 5249.Thus Prison is over populated by 3449 inmates.
Main reason is increase in crime rate in the society and another more important reason is non-availability /construction of district-wise prisons. There is need to have a District Prison in each district of Karachi, but unfortunately only two main prisons (Central Prison Karachi & District Prison Malir Karachi) are accommodating the prison of a city of more than 2 million population. It is imperative to construct one district prison in each district of Karachi on priority basis to reduce the overcrowding of inmates and provide them better living facilities inside the prisons.
