(a)   Is it a fact that only Rs. 3.09 billion were released out of Rs. 25.89 billion allocated for the schemes running in the province under Federal Development Program during 2009-10;

(b)   If answer to (a) above is affirmative, the reasons thereof?

 ANSWER

(a)      No, it is not correct that only Rs. 3.09 billion were released out of Rs. 25.89 billion allocated for the schemes running in province under Federal Development Program during 2009-10.

(b)      Not applicable.

 *1904. MS. NUSRAT SEHER ABBASI: Will the Minister for Finance be pleased to state:-

(a)   Is it a fact that micro credit loans provided to 33000 women at union council level in district Shikarpur and Kashmore during 2009-10;

(b)   If answer to (a) above is affirmative, the details thereof?

 ANSWER

SYED MURAD ALI SHAH, Minister for Finance:

With the approval of the Chief Minister, Sindh Union Council Based Poverty Reduction Program was launched as a pilot project in districts Shikarpur and Kashmore@Kandhkot. The Project was approved as non-ADP (2008-2009) scheme funded through Sindh Social Relief Fund.

The overarching objectives of this program was to reduce poverty, improve the quality of life of the poor and marginalized communities.

The main beneficiaries of the interventions of the Program were the poorest women indentified through World Bank recognized Poverty Score Card. As such no loans is given under term “micro credit”. However similar arrangement of no interest loan termed as Community Investment (CIF) is given. Moreover the poorest of poor women are also given Income Generating Grants (IGG) which are disbursed through community organization. The details of CIF and IGG are given as under:-

IGG:- Is a cash grant amounting to Rs. 12000/- given to those women who were extremely poor as per poverty score card.

CIF:- Is an interest free loan given to poor women with amount varies from Rs. 12000 to   Rs. 20,000/- as per case based on poverty level.

 *3538. MS. NUSRAT SEHER ABBASI: Will the Minister for Finance be pleased to state:-

(a)   Is it a fact that after 18th amendment the powers to collect capital value tax have been devolved to the provinces;

(b)   If answer to (a) above is affirmative, amount of the same collected by Sindh as yet?

 ANSWER

SYED MURAD ALI SHAH, Minister for Finance:

(a)      Yes. It has been devolved through 18th amendment but only for the immovable property. The C.V.T on movable property is still with the Federal Government.

(b)      Year wise collection of Capital Value Tax (CVT) collection of Government of Sindh is shown as under:

 *3825. MR. KHAWAJA IZHAR UL HASSAN: Will the Minister for Finance be pleased to state:-

(a)   Is it a fact that government issued notification/instruction to different Sindh Government departments to shift their savings/current accounts to Sindh Bank;

(b)   If answer to (a) above is affirmative, the details & reasons thereof?

 ANSWER

SYED MURAD ALI SHAH, Minister for Finance:

(a)      Yes.

(b)      Sindh Bank Limited is wholly owned by Government of Sindh. It is fully equipped to service the entire banking needs of any governmental or private sector client and has an extensive network across not just in the province of Sindh but also across other provinces of Pakistan. Secondly other banks are not willing to offer such personalized service or attention to GoS accounts.

Furthermore, there are several special schemes and initiative like distribution of Zakat through ATM cards to thousand of beneficiaries across the province that the Sindh Bank is managing without extra consideration, as a matter of support to GoS. Sindh Bank is also facilitating Benazir Income Support Program since April 2012. Sindh Bank has so far established 137 branches (out of total of 225 branches) in the province including 72 in the Interior Sindh, many of which are at remote locations. The decision to shift banking needs from other banks to Sindh Bank is because other banks were not able to cater the requirements of GoS as stated above.
