District wise position of demand and collection of all Jamabandi items viz; Land Tax, Abiana, Local Cess, Drainage Cess and Mutation fee assessed on cultivated Land in Agriculture Sector during 2008-2013 is at (Annexure, placed on the table of the House). as regards Agriculture Income Tax, the information received from Deputy Commissioner is being reconciled with concerned District Accounts Officers and the actual details thereof as to assessment and recovery shall be submitted very shortly after doing the requisite needful.

Is it a fact that illegal promotions have been made in Revenue department during 2010 to 2012?

 ANSWER

MAKHDOOM JAMEEL UZ ZAMAN, Minister for Revenue:

1.             No it is not a fact that any illegal promotion has been made in the Revenue Department during 2010 to 2012 as there is no any complaint, appeal, petition pending in any Court of law made, presented or preferred by any aggrieved employee thereto.

2.             However, it is further clarified that all the promotions during the above referred period have been made after due process of law and rules, fulfillment of all codal formalities and after due consideration by the Departmental Promotion Committee on seniority-cum-fitness basis, by the competent authority under the Appointment, Promotion and Transfer Rule, 1974, the detail at Annexure, placed on the table of the House.

Number of posts filled in Board of Revenue department on urban quota during 01-01-2008 to 15-03-2013 along with name, post, BPS and domicile of each employee?

 ANSWER

MAKHDOOM JAMEEL UZ ZAMAN, Minister for Revenue:

It is clarified that the method of appointment in Revenue Department is done in consonance with the procedure prescribed/laid down in the Sindh Civil Servants (Appointment, Promotion & Transfer) Rules 1973. The number of posts falls under the category of Urban Quota from the period 2008 to 2010 at (Annexure-I).

It is further informed that the recruitments made in Revenue Department after the              31 December 2010 uptodate is under enquiry vide Notification dated 02-10-2015  (Annexure-II). Therefore, the remaining required information will be submitted after completion of enquiry.

 *3203. ENGINEER SABIR HUSSAIN KAIM KHANI: Will the Minister for Revenue be pleased to state:-

Steps being taken to secure the record of land in the province?

 ANSWER

MAKHDOOM JAMEEL UZ ZAMAN, Minister for Revenue:

Board of Revenue has undertaken computerization of land record of the Province to secure it from forgery, theft, fire or any other incident, salient initiatives taken and achieved by the department in this regard are listed here as under:-

·         A provincial Record Cell is established at Shahbaz Building, Thandi Sarak, Hyderabad wherein all mutations in record are scanned, Indexed and made available to an online portal namely www.sindhlarmis.gos.pk and on mobile app namely “Sindh Zameen” where all mutations in record since 2010 can be viewed.

·         A Data Center of computerized record has been established at Revenue House, Clifton Block-6, Karachi wherein land record of the Province is not only available in scanned format, but its data entry has also been completed upto 90%. The Data Center is based on Tier III technology which provides three consecutive power backup options. The building is secure with surveillance, monitoring and High Sensitivity Smoke Detection based Fire Suppression System to provide maximum level of safety to land records of the province.

·         A Disaster Recovery Center has been established at Directorate of Settlement Survey & Land Records Office, Thandi Sarak, Hyderabad to provide a backup facility for scanned, indexed and computerized record in case of any unfortunate incident to the Data Center at Karachi. The building is also secured with similar surveillance, monitoring and fire suppression system as Data Center at Karachi.

·         The computerized land records are being made online accessible to all 27 Districts of the Province through a Service Center in each District, will be equipped with fire fighting, surveillance and monitoring system.

·         A part from above, Board of Revenue Sindh has also undertaken scanning, indexing and draft entry of all records of registration under ADP scheme namely “Automation of Stamps & Registration” in all Districts of Sindh Province which is in process and will be completed within one year.

·         Moreover, Maps of Districts, Dehs and Talukas of the Province have also been computerized completely under the scheme namely “Creation of Geo-Database for LARMIS” which are secure now and readily available through the GIS Unit of Board of Revenue Sindh established at Revenue House, Karachi.

·         Lastly, the old & archival land records available with the Department has also been taken care of through its chemical & digital preservation which is underway under the scheme namely “Preservation of Old Revenue Record”.

 *3217. MR. MAZAHIR AMIR KHAN: Will the Minister for Revenue be pleased to state:-

Districts/domicile-wise number of recruitments made in Board of Revenue Sindh during    01-01-2012 to 31-10-2013?
