*1949. MS. NUSRAT SEHER ABBASI: Will the Minister for Fisheries be pleased to state:-

(a)       Arrangements made at Fish Harbour Karachi;

(b)       Is it a fact that they are kept in contact through wireless system;

(c)       If answer to (b) above is affirmative, the details thereof?

(a)           No.

(a)           The boats going for fishing in the sea have no contact with Karachi Fisheries Harbour Authority (KFHA)

However, Number of boats owners installed 02 way VHF communication system at their own, about 70% fishing boats are equipped with 02 way VHF communication system, some boats also use satellite phone system (Thruway). All arrangements & the expenses are the made by owners.

 *2472. MR. KHURRAM SHER ZAMAN: Will the Minister for Fisheries be pleased to state:-

Steps taken by the government to improve export of sea food?

 ANSWER

To maintain the hygienic conditions and improve the quality of fish and fisheries products a number of large and small fishing boats were up-graded under the ADP scheme “Rehabilitation & Renovation of Karachi Fish Harbour”. It was a successful story for Pakistan. The fishermen community accepted the modern technology of lining of fish holds with fiberglass coating. During course of time significant number of boats have been modified by boat owners on their own expense. As a result the EU lifted the ban in 2013 which was imposed in 2007 for export of seafood from Pakistan.

A scheme has been approved by the government with a total cost of Rs. 1,438.021 million for improvement & up-gradation of Karachi Fish Harbour. The salient features are:

a)       Fire Fighting System.

b)       Under Ground water tank & pump room

c)       Water supply system RO Plant.

d)       Sewerage network system.

e)       External electrical works.

f)        Rehabilitation of steel bridge.

g)       Rehabilitation of floating pontoons.

h)       RCC roads & stone pitching.

i)         Floating check post.

j)        CCTV system for harbour.

k)       Fixed Jetties.

l)         Main KFHA Boundary wall.

 *2502. DR. SEEMA ZIA: Will the Minister for Fisheries be pleased to state:-

Type of fish being exported annually along with revenue generated as well as detail of its utilization?

 ANSWER

1.             156000 metric tons fish (fish, shell fish, shrimps, lobsters, crabs, molluscs) and fish meal have been exported in the year 2013-2014.

2.             The export earnings value is 367 million US$.

Utilization of fish catch is as under:

a)       Export 21%.

b)       Local consumption. 40%.

c)       Fish meal. 29%.

d)       Subsistence. 10%.

Whether any schemes are going on to bring betterment in boats, cargo lifting and supply of fisheries and fish related materials from different locations in Sindh towards Karachi as well as construction of cold storage; if so, the current status of the said schemes and details thereof?

(a)       Is it a fact that any scheme of government is in vogue under which boats and various materials are being provided to the fishermen;

(b)       If answer to (a) above is affirmative, the details thereof?

 *2869. DR. SIKANDAR SHORO: Will the Minister for Fisheries be pleased to state:-

Total number of boats daily come/go at Karachi port along with the income accrued from it to Sindh Government?

 ANSWER

Average 30 numbers of large boats (Gill-netter, Trawler) daily go for fishing from Karachi Fish Harbour. KFHA is charge Rs. 200/- per boat for verification of crew list.

Approximately 70 small boats go for fishing daily. They do not approach KFHA for verification of crew list.

Approximately 65 large, small, Hora & Dhonda boats daily land their catch at Karachi Fish Harbour.

 *2886. MR. KAMRAN AKHTAR: Will the Minister for Fisheries be pleased to state:-

(a)       Is it a fact that no any change has been made in Karachi Fisheries since its establishment;

(b)       If answer to (a) above is affirmative, does government intend to construct it according to international standard?

(a)           No.

Karachi Fisheries Harbour Authority (KFHA) was established under the KFHA Ordinance 1984. Since its inception following major works have been carried out at Karachi Fish Harbour to meet the international standards.

Project-1. (1988-1992)

The project “Rehabilitation & Expansion of Karachi Fish Harbour” funded by European Union started in September 1988 and completed in September 1992 at a total cost of Rs. 268.500 million. The salient features are:

 

                a) Widening of Harbour Channel                                  120,000 sq. m

                b)   Auction Hall (02 Nos.)                                               5,000 sq. m

                 c) Landing Pier                                                                  424 x 11 m

                 d) Floating Pontoons (Waiting Berths)                                  10 Nos.

Project-2. (FY 2007-08 to 2011-12)

An ADP Scheme namely “Rehabilitation & Renovation of Karachi Fish Harbour” completed in June 2012 at a total cost of Rs. 507.865 million. The salient features of the project are;

(b)           A Survey & Feasibility Study was carried out by M/s NESPAK. The study revealed that a major up-gradation work is required to modernize the Harbour and bring it up to international standards.

A Master Plan has been developed and stands approved by the Board of Directors, KFHA.

Keeping in view the quantum of works, the entire work has been divided in two packages.

 Project-3. (FY 2014-15 to 2015-16)

ADP scheme namely “Rehabilitation & Renovation of KFH-External Services” has been approved by the PDWP, Government of Sindh for the total cost of Rs. 1,438.021 million. It contains the most important features for up-gradation of Karachi Fish Harbour (KFH). The Salient Features are:

 a)       Fire fighting system

b)       Under Ground Water Tank & Pump Room

c)       Water Supply System + 0.5 MGD RO Plant

d)       Sewerage Network System + STP’s

e)       External electrical works

f)        Rehabilitation of Steel Bridges

g)       Rehabilitation of Floating Pontoons

h)       RCC Roads and Stone Pitching

i)         Floating Check Post

j)        CCTV System for Harbour

k)       Fixed Jetties

l)         Main KFHA Boundary Wall

Project Yet To Be Financed

Project-4.

The survey & feasibility study for the proposed project Rehabilitation & Renovation of KFH- Infrastructure” has been carried out by M/s NESPAK. Total cost of the project is                Rs. 5155.460 million (Yet to be finance). The salient features are:

a)       Demolition Works (K-III & Turning Basin Jetty)

b)       New Jetty

c)       New Auction Halls K-III, K-IV & K-V (completely equipped) with total area of 7,800 sq m

d)       Shrimp Peeling Units (5 Nos.) with total area of 5,500 sq m

e)       Solar System for Auction Halls

f)        KFHA Office Complex

 

*2887. MR. KAMRAN AKHTAR: Will the Minister for Fisheries be pleased to state:-

Number of fish harbors at present working in the province along with the number of registered boats in each?

 ANSWER

SYED QAIM ALI SHAH JILLANI, (Chief Minister) Minister for Fisheries:

There are two fish harbour i.e. Korangi Fish Harbour and Karachi Fish Harbour working in the province.

Registered boats in Karachi Fish Harbour are 2769 since 2004. Out of which 1350 fishing boats are in operation.

(a)       Is it a fact that net shade has been sold to some foreign country’s company;

(b)       If answer to (a) above is affirmative, the details thereof?
