Number of societies as have been registered during the year 2011-13 as well as procedure of registration and phase also be stated?

 30 promoter/persons not below 18 years are required for registration of the Cooperative Society under Section 10 of the Cooperative Societies Act, 1925.

The Chief Promoter submitted the application for registration of proposed Cooperative Society along with detail of 30 promoters including the copies of their CNIC, proposed Byelaws and other relevant documents to the concerned officer. The concerned officer deputes a Government Cooperative Inspector/Sub-Inspector Cooperative Societies to hold a meeting with all 30 promoters to check and verify the genuineness of the particular submitted by the Chief Promoter and after being satisfied submit a report to the concerned officer with a recommendation for registration of the proposed Cooperative Societies. The concerned officer after making necessary confirmation of proposed name in order to avoid similarity in name registers the Cooperative Society in exercise of powers vested under Section 10 of the Cooperative Societies Act, 1925.

After registration of the society, first Annual General Body Meeting of all 30 promoters is held wherein the election for the post of President, Chairman, Hon: Secretary, Treasurer and Member Managing Committee as per registered byelaws is conducted after holding the meeting /election the minutes of meeting are sent to the Cooperation Department, for information and thereafter, the Cooperative Society starts proper functioning.

 *2617. MS. NUSRAT SEHER ABBASI: Will the Minister for Co-operation be pleased to state:-

Date of establishment and functions of Sindh Co-operative Housing Society and name of authority that look after it along with managers?

 ANSWER

SYED QAIM ALI SHAH JILLANI, (Chief Minister) Minister for Co-operation:

The Sindh Cooperative Housing Authority has established under the Sindh Cooperative Housing Authority Ordinance 1982. The Governor Sindh has pleased to reconstitute the Sindh Cooperative Housing Authority vide Notification No. SO(C-I)16(46)86(Pt-IV) dated      24-05-2013.

Presently, the Authority comprised on eight members among them 04 are Government officials whereas remaining 04 are private representatives. The Secretary Cooperative by virtue of his designation is the Chairman of the Authority whereas the Managing Director is the Secretary of the Authority who exercises powers and performs such duties assigned to him from time to time. If the Management of the Cooperative Housing Society remains fail to perform its duties in accordance with the provisions of Cooperative Societies Act, 1925. Cooperative Societies Rules 1927 and registered byelaws of the society. The authority taken over the charge and control of the affairs of the society and appoint Administrator. The Managing Director plays the controlling/supervising officers over all the Administrators of the Superseded Cooperative Societies. There is no post of manger existed in the Authority. The Administrators appointed by the Government in the superseded Cooperative Societies manage and control the affairs of the superseded Cooperative Housing Societies by way of exercising the power of Managing Committee.

 *2618. MS. NUSRAT SEHER ABBASI: Will the Minister for Co-operation be pleased to state:-

(a)   Is it a fact that the department has taken steps to computerize all the record of the societies;

(b)   If answer to (a) above is affirmative, the details thereof?

 ANSWER

SYED QAIM ALI SHAH JILLANI, (Chief Minister) Minister for Co-operation:

No record has been computerized in the Cooperative Department so far. However Department is preparing a feasibility study to computerize record of all the societies.

 *2620. MS. NUSRAT SEHER ABBASI: Will the Minister for Co-operation be pleased to state:-

Number of arbitration cases appeared during 2009 to 2013 out of them number of cases solved out by the department to date?

 ANSWER

SYED QAIM ALI SHAH JILLANI, (Chief Minister) Minister for Co-operation:

During the period 2009 to 2013 total 623 Arbitration cases have been registered and all have been solved out by the Cooperation Department, details is at Annexure, placed on the table of the House.
