*829. MS. NUSRAT SEHER ABBASI: Will the Minister for Health be pleased to state:-

Number of Hepatitis ‘A’ patients presently in the province along with the steps taken by the government to control the same?

 ANSWER

JAM MEHTAB HUSSAIN DAHAR, Minister for Health:

Hepatitis “A” occurs due to Hepatitis A virus. This virus spreads through contaminated food stuffs and contaminated water and spreads through oro-fecal route. Hepatitis A is self-limiting disease hence no data of Hepatitis A patients is being maintained. Though vaccine is available but main stay of treatment is hygiene and health education which is being imparted through awareness sessions in community and schools. Such education is also being given to patients visiting Hepatitis clinics for their treatment.

 *830. MS. NUSRAT SEHER ABBASI: Will the Minister for Health be pleased to state:-

(a)   Is it a fact that there exist Institute of Leprosy Infection at Manghopir, Karachi;

(b)   If answer to (a) above is affirmative, the nature of patients being treated there?

 ANSWER

JAM MEHTAB HUSSAIN DAHAR, Minister for Health:

(a)      Yes it is a fact.

(b)      The present Leprosy Institute was established in 1986. Now it is in process of transformation from Leprosy hospital to “Institute of Leprosy and other infectious diseases”.

The constructions work, under ADP funds, is near to complete as 85% work has been done so far. However, the matter of re-organization of Leprosy Hospital to Institute of Leprosy requires Council Resolution (from Karachi Metropolitan Corporation) which is under process. Apart from Leprosy, the services are extended to Hepatitis, T.B. and other infectious Diseases. After Complete transformation, treatment and diagnostic facilities shall be provided for all infectious diseases.

 *2036. MS. NAHEED BEGUM: Will the Minister for Health be pleased to state:-

Aims and objects of mother and child health program (M.N.C.H) initiated with the              co-operation of USAID along with the grant to be received from USAID for the same as well as the components of the program?

 ANSWER

JAM MEHTAB HUSSAIN DAHAR, Minister for Health:

Aims & Objects of Mother and Child Health (MCH) Program initiated with the               co-operation of USAID are as under:

1.    Increase modern contraceptive prevalence by 10% resulting in 1.6 million more women using family planning.

2.    Prevent estimated 1.25 million unintended pregnancies.

3.    Increase in Antenatal Care from 35-50% and increase in delivery through Skilled Birth Attendant (SBA) from 55-70%.

4.    Decrease in Infant Mortality Rate (IMR) from 78-68%/1,000 live births.

5.    Institutionalize investments in supply chain and human resources.

6.    Increase Public Sector’s accountability and ownership of health and population sectors (with increased budget allocation).

The MCH Program has five (05) main components:

1.    Family Planning and Reproductive Health Services.

2.    Maternal, Newborn and Child Health Services.

3.    Health Communication.

4.    Health Commodities and Supply Chain.

5.    Health System Strengthening.

The total fund amount for MCH program is $400 million spread over five years. It is to mention that most of the program interventions are focused on Sindh however part of the funding two components (Health System Strengthening and Health Commodities) support Federal and other province’s activities.

 *3115. MR. KAMRAN AKHTAR: Will the Minister for Health be pleased to state:-

(a)   Is it a fact that the residence of Civil Surgeon, Civil Hospital, Thatta has been occupied by some other doctor;

(b)   If answer to (a) above is affirmative, the details and reasons thereof?

 ANSWER

(a)      Yes, it is a fact.

(b)      The official residence of Civil Surgeon, Civil Hospital, Thatta needs repair work. In view of services provided by Dr. Abid Imam Zaidi, Orthopedic Surgeon (BS-19) he is allowed verbally to occupy one room for his residence and get it repaired by himself. After repair from his own pocket he is residing in the said premises and delivering services to the ailing community.

 *3156. MR. KAMRAN AKHTAR: Will the Minister for Health be pleased to state:-

(a)   Is it a fact that 5.3 million rupees have been spent on procurement and installation of a Telephone Exchange in Chandka Medical College, Larkana;

(b)   If answer to (a) above is in affirmative, the details thereof?

(a)      No, it is not a fact.

The Medical Superintendent Liaquat University Hospital/Jamshoro stated that the CT Scan Machine in Civil Hospital (city) Hyderabad is working/functioning properly.

(b)      As machine is already working, question of repair does not arise.

 *3341. MR. RASHID KHILJI: Will the Minister for Health be pleased to state:-

(a)   Is it a fact that SNE of some hospitals of district Hyderabad have not been approved as yet;

(b)   If answer to (a) above is affirmative, the details thereof?

 ANSWER

(a)      Yes, it is a fact. Following are the newly completed Health facilities in district Hyderabad alongwith he names of the schemes which have yet not been approved:

(a)   Is it a fact that SNE of Civil Hospital Mirpurkhas is lying in finance department for approval;

(b)   If answer to (a) above is affirmative, whether directions have been given for its approval before lapse to meet the shortage of doctors?

 ANSWER

(a)      No, it is not a fact.

(b)      The SNE amounting to Rs. 3,678,300/- for creation of post at Civil Hospital Mirpurkhas has been approved by Finance Department and reflected in the budget book of 2014-15.

 *3372. MS. KHAIRUNISA MUGHAL: Will the Minister for Health be pleased to state:-

(a)   Is it a fact that Tuberculosis (T.B) is a harmful disease;

(b)   It answer to (a) above is affirmative, steps taken by the government to control the same?

 ANSWER

JAM MEHTAB HUSSAIN DAHAR, Minister for Health:

(a)      Yes, it is a fact.

(b)      Following steps are taken by the Government for the prevention & control of Tuberculosis.

(i)     Compulsory TB Case Notification Act passed by Sindh Assembly in 2014.

(ii)    Diagnosis & treatment of TB patients through 273 TB Diagnositc centers and 940 treatment centers established at health facilities in Sindh.

(iii)  Free TB drugs through support of Global Fund through 716 trained General Practitioners for treating TB patients.

 *3373. MS. KHAIRUNISA MUGHAL: Will the Minister for Health be pleased to state:-

(a)   Is it a fact that epilepsy is a harmful disease;

(b)   If answer to (a) above is affirmative, steps taken to get rid of it?

 ANSWER

JAM MEHTAB HUSSAIN DAHAR, Minister for Health:

(a)      Yes. It is a fact.

(b)      The Epilepsy is not harmful disease if it is properly diagnosed and treated. Epileptic seizures usually cause no harm, the danger lies in the situation where epileptic seizures reoccur, e.g. during driving, taking bath, swimming etc. where risk of head and other injuries, fractures and trauma increase many folds.

Epileptic patients especially children outgrow their epilepsy and live normal and healthy life. Overall majority of patients with epilepsy live normal, healthy and productive life if they comply the treatment and maintain regular medical follow up.

However, the Health Department, GOS is ensuring that uninterrupted supply of new and conventional anti-epileptic drugs, availability of epilepsy diagnostic machines and health education for visiting patients in the community.
