Number of programmes allocated in ADP 2012-13 and how much the same has been implemented up to June?

SYED MURAD ALI SHAH, Minister for Planning & Development:

There were 18 programmes included in the ADP 2012-13. The Sector/department-wise position of Projects as on 30-06-2013 is at Annexure, placed on the table of the House.

(a)     Is it a fact that the government has started a programme namely “Marble City”;

(b)     If answer to (a) above be in the affirmative, the details thereof?

(a)       Yes, the scheme of Marble City is an approved scheme of ADP 2012-13 is at Annexure, I.

That North Sindh Urban Service Corporation has not moved any summary regarding collection of Rs. 250/- per home in five cities of Sindh province to the DCs.

Aims and functions of “Sindh Coastal Community Development Project along with the areas for which the same has been launched as well as the present status of the same?

It is clarified that the Project titled “Sindh Coastal Community Development Project (SCCDP)” was funded by Asian Development Bank (ADB).

The Scheme titled “Sindh Coastal Development Project (SCCDP)” was approved on             15-01-2007 at an estimated cost of Rs. 2406.00 million (revised cost Rs. 3195.00 million) with an implementation period 2006-07 to 2012-13. The details of funds utilized upto June, 2013 are as under:-

Aims & Functions:

The project was launched in eight coastal talukas of Thatta & Badin Districts with the objective to uplift the socio-economic condition of the designated coastal community of Thatta and Badin which are the poorest districts of the province where the poverty extends to 79% of which 54% are the poorest (ADB 2006). Historically Thatta and Badin are the two major hazard-prone districts of Sindh, which frequently face cyclones, heavy rainfall, droughts, and floods in quick succession.

The said project was completed on 31-12-2013. The following were the targets achieved under the Project:

 As per design of the Project, the said Project was implemented through line Departments of Sind Government i.e. Forest & Wildlife, Fisheries & Livestock, Works & Services, Public Health Engineering Departments. Consequently, on completion of the Project on 30th June, 2013, the interventions were transferred to concerned line Departments for operation & maintenance of the completed interventions.

 Note: The Sindh Coastal Development Authority has jurisdiction over Coastal areas of Thatta & Badin as such the location of the aforementioned project was eight coastal taluka of Thatta & Badin Districts (Six Taluka of Thatta District i.e. Mirpur Sakro, Ghorabari, Keti Bunder, Kharochan, Shah Bunder & Jati and 02 Talukas of Badin District i.e. Badin & S.F. Rahu).

(a)     Is it fact that a poverty survey is being conducted in the province;

(b)     If answer to (a) above is affirmative, the details thereof?

As far as Planning & Development Department, Government of Sindh is concerned, a poverty survey under the Union Council Based Poverty Reduction Program of Planning & Development, in 4 districts of Sindh was done, i.e. (i) Kashmore @ Kandhkot, (ii) Shikarpur, (year 2010-11 statistics) (iii) Tharparkar and (iv) Jacobabad (year 2013 statistics) with the help of the implementing partners which are Sindh Rural Support Organization (SRSO) and Tharparkar Rural Development Program (TRDP). No development funds have been allocated to the MPA’s Priority Program for the Annual Development Program 2014-15.

 *3300. MR. MUHAMMAD SHAHARYAR KHAN MAHAR: Will the Minister for Planning & Development be pleased to state:-

(a)     Is it a fact that “Community Development Project” works under Planning & Development Department;

(b)     If answer to (a) above is affirmative, number of EOJs called and which NGOs have been given projects with amounts and its criteria during 2009-10 and 2010-11?

 ANSWER

SYED MURAD ALI SHAH, Minister for Planning & Development:

(a)       Yes, it is a fact that “Community Development Project” is under Administrative Control of Planning & Development Department.

(b)       During 2009-10 & 2010-11, two EOIs were called. Eligibility Criteria is at Annexure-I.

47 NGOs/CSOs were given an amount of Rs. 572.288 million (CDP share) for implementing projects in 2009-10 & 2010-11. The details are at Annexure-II.
