Number of criminals whose punishment converted from capital punishment to life imprisonment in the province during 2008 to 2013?

Capital punishment of 38 criminals has been converted into life imprisonment during 2008 to 2013 in the prisons of Sindh Province.

 *1607. MS. HEER SOHO: Will the Minister for Home be pleased to state:-

(a)     Is it a fact that Shuja Sheikh S/O Dr. Shams Sheikh has been kidnapped from Benazirabad in 2013;

(b)     If answer to (a) above is affirmative, the steps taken by the government to recover him?

 ANSWER

MR. SOHAIL ANWAR SIYAL, Minister for Home:

Yes, it is fact that Mr. Shuja Shaikh S/o Dr. Shams Sheikh aged 12/13 years was kidnapped on Sakrand road near Ali Shah Bunglows Deh 44 Dad Taluka Shaheed Benazirabad on    17-08-2013.

In this regard case was registered on 16-09-2013 at Taluka Police Station Shaheed Benazirabad on behalf of state. On receipt of spy information the Senior Superintendent of Police Shaheed Benazirabad alongwith SHOs, PS Qasimabad, Latifabad Hyderabad and I/C CIA Matiari conducted raid on the house of Fateh Muhammad Keerio at Qasimabad, Hyderabad. After encounter Police succeeded in the releasing of kidnapee Shuja Din S/o   Dr. Shamsuddin Shaikh from the clutches of the kidnappers and arrested/killed the kidnappers alongwith unlicensed weapons. The case has been challaned and sent to concerned court, where pending trail.

 *1653. MS. RANA ANSAR: Will the Minister for Home be pleased to state:-

Location-wise number of new police stations established in the province since 2010 to date?

 ANSWER

The Inspector General of Police Sindh has intimated that 101 new police stations have been established in the Province since 2010 to date. The range wise details are as under:

Number of weapon smugglers apprehended from 2008 to 2012 as well as action taken against them?

 ANSWER

MR. SOHAIL ANWAR SIYAL, Minister for Home:

It is submitted that total 14 (fourteen) weapon smugglers have been arrested during 2008 to 2012. In this regard, 07 (seven) cases have been registered and challaned in the Honourable Courts of Law.

 *2195. MR. KHURRAM SHER ZAMAN: Will the Minister for Home be pleased to state:-

(a)     Is it a fact that the Sindh Police officials given shoulder promotions have been reverted to their pre-shoulder promotion position;

(b)     If answer to (a) above is affirmative, the district-wise details thereof?

MR. SOHAIL ANWAR SIYAL, Minister for Home:

In compliance to the order of the Honorable Supreme Court of Pakistan passed in Criminal Original Petition No.89/2011 and in other cases, the Services General Administration & Coordination Department, Government of Sindh vide Notification No. SO III (SGA&CD) POL-7-43/2013, dated 13-07-2013, has withdrawn all the promotions made on out of turn basis since 2002 at Annexure, placed on the table of the House.

 *2210. MR. KHURRAM SHER ZAMAN: Will the Minister for Home be pleased to state:-

 *2260. MR. KHURRAM SHER ZAMAN: Will the Minister for Home be pleased to state:-

The current designed capacity for prisoners in each jail along with number of male and female prisoners and underage prisoners (under 16 years) imprisoned in each jail of Sindh?

 ANSWER

MR. SOHAIL ANWAR SIYAL, Minister for Home:

The authorized capacity for prisoners are 12416 in total 25 jails of Sindh Province. However, presently 20724 prisoners are imprisoned. The jail wise details of male/female prisoners may be glanced at Annexure, placed on the table of the House.

Moreover, the capacity for underage prisoners is 30 in Remand Home, whereas, 13 underage prisoners are imprisoned, presently.

 *2442. DR. SEEMA ZIA: Will the Minister for Home be pleased to state:-

(a)     Is it a fact that according to traffic regulations its mandatory for all motor-cyclists and those sitting with them to wear helmet but the same is not implemented;

(b)     If answer to (a) above is affirmative, the reasons thereof?

 ANSWER

MR. SOHAIL ANWAR SIYAL, Minister for Home:

Yes, it is fact that according to traffic laws, it is mandatory for all Motorcyclists and those who are sitting with them to wear helmet.

In this regard, special awareness campaign has been launched through print and electronic media. Whereas, Traffic Police is also advising to motorcyclists to wear helmet.

Moreover, traffic violation tickets have been issued to 85013 motorcyclists for ridding without safety helmet and an amount of Rs. 17,272,800/- fine has been impose thereon. Besides, all concerned have been strictly directed to take action against the defaulters under section 89-A of the Motor Vehicle Ordinance-1965.

 *2817. MS. NUSRAT SEHER ABBASI: Will the Minister for Home be pleased to state:-

District-wise number of police officials suspended on account of remaining absent from duty during 2009 to August, 2013?

 ANSWER

MR. SOHAIL ANWAR SIYAL, Minister for Home:

It is submitted that total 592 (five hundred ninety two only) police officials have been suspended during 2009 to August, 2013, due to remaining absent from duties.

 *2818. MS. NUSRAT SEHER ABBASI: Will the Minister for Home be pleased to state:-

(a)     Is it a fact that there is illegal parking at various places in Karachi;

(b)     If answer to (a) above is affirmative, the steps taken by the government in this regard?

 ANSWER

MR. SOHAIL ANWAR SIYAL, Minister for Home:

Yes, it is fact that there are illegal parking at various places in Karachi. it is fact that due to the illegal parking of vehicles and encroachment on main arteries particularly in commercial areas, the general road users facing difficulties and create awkward situation, especially in peak hours.

The Traffic Police has also identified 27 commercial buildings for the use of parking at various location of city. Further, the Traffic Police has taken legal action against the vehicles, which found parked in violation of parking rules or creating hindrance in the smooth flow of traffic. In this regard, an amount of Rs. 8,033,000/- has been imposed as fine. Moreover, Traffic Police has also taken action against illegal parking mafia and car washing mafia. In this regard, 32 cases have been registered and 81 accused arrested and Challan submitted in the court of law.

 *2917. MR. SHIRAZ WAHEED: Will the Minister for Home be pleased to state:-

The Daily Prisoner Population Statement for Sindh as on December 31, 2012?

 ANSWER

MR. SOHAIL ANWAR SIYAL, Minister for Home:

The jail-wise details of prisoners as on December 31, 2012, may be glanced at Annexure, placed on the table of the House.

 *2953. MR. SHIRAZ WAHEED: Will the Minister for Home be pleased to state:-

(a)     Whether incidents of desecration of churches took place within the jurisdiction of Police Stations of Korangi and Darakhshan during December 2008 to January 2009;

(b)     If answer to (a) above is affirmative, the date-wise details thereof;

(c)      Whether the culprits involved in above incidents are arrested, if so, the details thereof, if not, the reasons thereof?

 ANSWER

MR. SOHAIL ANWAR SIYAL, Minister for Home:

Only one incident regarding desecration of church took place within the area of District Korangi, jurisdiction of Police Station Korangi in January, 2009. The involved accused was/were unknown and no one could be arrested and case disposed off as final report (A) class as untraced.

(a)     Is it a fact that I.G Sindh stated on 17-07-2013 that police have such handcuffs which can be opened easily so new handcuffs will be purchased;

(b)     If answer to (a) above is affirmative, whether the new handcuffs have been purchased?

MR. SOHAIL ANWAR SIYAL, Minister for Home:

It is submitted that total 9050 (nine thousand and fifty) new handcuffs of superior quality have been purchased, during the financial year 2013-14, which are being utilized.

(a)     Is it a fact that 6 persons including two children have been recovered from Ghotki during August, 2013;

(b)     If answer to (a) above is affirmative, the details thereof?

ANSWER

MR. SOHAIL ANWAR SIYAL, Minister for Home:

No. it is not fact that 6 persons including 2 children recovered from Ghotki during the month of August, 2013.

But, it is a fact that five (five) persons were kidnapped during the year 2013. All (05) have been recovered safely in 2013 from District Ghotki. The details may be perused at Annexure, placed on the table of the House.

(a)     Is it a fact that business community is in hopeless situation due to law and order situation;

(b)     If answer to (a) above is affirmative, steps taken to provide security to them?

ANSWER

MR. SOHAIL ANWAR SIYAL, Minister for Home:

The Inspector General of Police, Sindh has furnished a reply that the business community is not at all in hopeless situation due to the confidence which has emerged after launching of Karachi targeted operation to control law & order situation in entire Sindh especially in Karachi. This operation has been launched in Karachi in collaboration with sister agency (Pakistan Rangers, Sindh) to eliminate crime and hard core criminals, extortionist, kidnappers and other facilitators of crime. He has further stated that the law & order situation has been improved by the serious efforts of Sindh Police. The Police Department has also informed that the representatives of business community in Karachi have expressed their satisfaction and reported that 20/22 years old record of sales and purchase on the occasion of Eid-ul-Fitr as well as Independence Day has been broken. This position of sales and purchase reflects the peaceful environment in Karachi and business community including people of city are very happy and feeling secured due to well planned security system and ongoing operation against criminals, extortionist, targeted operation against outfits by the Police/Pakistan Rangers Sindh, under the National Action Plan.

(a)     Is it a fact that Badin Sports Complex constructed with cost of 30 crore rupees was used by the S.H.O, Badin for the marriage ceremony of his son;

(b)     If answer to (a) above is affirmative, the reasons thereof along with action taken by the government in this regard?

The Inspector General of Police Sindh has reported that the marriage ceremony of son of the then SHO Badin had not taken place inside the Sports Complex Badin. However, he has intimated that the same took place on the adjacent ground of Sports Complex, Badin. The report furnished by IG Police, Sindh.

 *3318. MR. MUHAMMAD SHAHARYAR KHAN MAHAR: Will the Minister for Home be pleased to state:-

(a)     Is it a fact that there are several colonies constructed for police personnel’s only in Garden East, Preedy Street and near P.S Saddar, Karachi;

(b)     Is it also a fact that outsiders are living or quarters have been occupied by some non-employees of Sindh Police;

(c)      If answer to (a) & (b) above is affirmative, measures taken by the government to vacate the same?

 ANSWER

MR. SOHAIL ANWAR SIYAL, Minister for Home:

(a)       There is no colony constructed for Police Personnel in South Zone Karachi, i.e. Garden, East, Preedy Street and P.S, Saddar, except Police Lines.

(b)       Neither any outsider is residing in police colony nor quarters have been occupied by outsider/non-employee of Sindh Police.
