(a)   Is it a fact that a project to convert salty water into sweet water has been started in different districts of the province;

(b)   If answer to (a) above is affirmative, the details thereof along with the cost of the project?

 ANSWER

SYED MURAD ALI SHAH, Minister for Energy:

(a)      Yes, the Sindh Coal Authority initiated project(s) to convert salty water into sweet water through Reverse Osmosis (RO) technology in District Tharparkar, Umerkot, Badin and Thatta.

(b)      Detail of installed RO plants in various districts are as under:

*2261. MR. KHURRAM SHER ZAMAN: Will the Minister for Energy be pleased to state:-

(a)   Is it a fact that the government has any plan to control over KESC/HESCO to ensure adequate supply of electricity in Karachi and interior Sindh;

(b)   If answer to (a) above is affirmative, the details thereof?

 ANSWER

SYED MURAD ALI SHAH, Minister for Energy:

There is no such plan to control over K-Electric (a private entity) or DISCOs (HESCO & SEPCO) owned by the Federal Government. However, if and when CCI decides to handover DISCOs to the Provinces a detailed plan may be worked out.

 *2890. MR. KAMRAN AKHTAR: Will the Minister for Energy be pleased to state:-

Grounds on which Thar Coal Development Agreement made along with its aims and objects as well as names of projects to be carried out under Sindh Engro Agreement?

 ANSWER

SYED MURAD ALI SHAH, Minister for Energy:

A joint venture agreement was executed with Engro Corporation on 8th September 2009 to form a mining company namely M/s Sindh Engro Coal Mining Company.

The aims and objectives of the agreement are to develop a public private partnership company that can lead the development of Thar Coalfield and to create a model for other investors.

As a result of JV Agreement a company namely M/s Sindh Engro Coal Mining Company has been formed, initially to develop an open pit mine of 3.8 mtpa capacity in Thar Block-II that will be extended to 6.5 mtpa.

 *3294. MS. NUSRAT SEHER ABBASI: Will the Minister for Energy be pleased to state:-

(a)   Is it a fact that royalty charging contract on Lakhra Coal Mines has been lost resulting loss of 30 million rupees;

(b)   If answer to (a) above is affirmative, the reasons thereof?

 ANSWER

SYED MURAD ALI SHAH, Minister for Energy:

(a)      No, the auction for collection of royalty on coal was successfully conducted and finalized at Rs. 338,750,000/- for the year 2015-16. Hence, it is incorrect to say that the royalty contract on coal mines has been lost.

(b)      Answer to above (a) is negative.

 *3428. MS. NUSRAT SEHER ABBASI: Will the Minister for Energy be pleased to state:-

(a)   Is it a fact that required feasibility report for mining in Thar Coal block-2 could not complete within three years;

(b)   If answer to (a) above is affirmative, the reasons thereof?

 ANSWER

SYED MURAD ALI SHAH, Minister for Energy:

(a)      No, M/s Sindh Engro Coal Mining Company completed the bankable feasibility report in record time of nine (09) months for development of 6.5 mtpa coal production in Block-II of Thar coalfield.

(b)      Answer to above (a) is negative.

 *3468. MS. HEER SOHO: Will the Minister for Energy be pleased to state:-

Number of members in Thar Coal Energy Board along with number of meetings of the same held during last three years?

 ANSWER

SYED MURAD ALI SHAH, Minister for Energy:

There are fifteen (15) members of the Board as per Thar Coal Energy Board Act 2011. During the last three year five (05) meetings of TCEB have been held.

 *3471. MS. HEER SOHO: Will the Minister for Energy be pleased to state:-

Number of companies at present working on Thar Coal and when their projects have been started and when the same are likely to be completed?

 ANSWER

SYED MURAD ALI SHAH, Minister for Energy:

Following six companies are working on Thar coal:

(i)       M/s Sino-Sindh Resources (Private) Limited (SSRL)-Block-I

M/s Sino-Sindh Resource (Pvt.) Ltd (SSRL) was granted mining leases in Block-I for 30 years w.e.f. 24-05-2012 to 23-05-2042. SSRL will develop an open-pit coal mine of 6.5 MTPA, subsequently will install 2 x 330 MW power plants.

(ii)      M/s Sindh Engro Coal Mining Company (SECMC)-Block-II

M/s Sindh Engro Coal Mining Company (SECMC) was granted mining lease in Block-II for 30 years w.e.f 16-12-2014 to 21-06-2041. SECMC will develop an open-pit coal mine of 3.8 MTPA, subsequently will install 2 x 330 MW power plants.

(iii)    M/s Asia Power Thar Coal (Private) Limited (APTC)-Block-III (A&B)

M/s Asia Power Thar Coal Private Limited has been granted an exploration license for a period of one year w.e.f 06-03-2015. APTC will conduct feasibility study during this period.

(iv)    M/s Harbin Thar Energy (Private) Limited (HTEL)-Block-IV

M/s Harbin Thar Energy Private Limited has been granted an exploration license for a period of one year w.e.f 27-03-2015. HTEL will conduct feasibility study during this period.

(v)      Underground Coal Gasification and Power Generation Project-Block-V

Government of Sindh has allotted block-V for research & development of underground coal gasification and power generation. The project will demonstrate commercial production of Syngas by mean of underground coal gasification and will install 100 MW IGCC power plant based on Syngas. The project started in July 2012 and likely to be completed by 2017 subject to release of funds from federal government.

(vi)    Sindh Carbon Energy Limited (SCEL)-Block-VI

M/s Sindh Carbon Energy Limited was granted mining lease in Block-VI for a period of 30 years w.e.f. 11-04-2012 to 10-04-2042. SCEL will develop an open pit coal mine of 5 MTPA, subsequently will install 300 MW power plant.

 *3485. MS. HEER SOHO: Will the Minister for Energy be pleased to state:-

(a)   Is it a fact that Sindh Government has divided natural resources into three departments, while coal issues are being handed over to two departments at a time;

(b)   If answer to (a) above is affirmative, the reasons thereof?

 ANSWER

SYED MURAD ALI SHAH, Minister for Energy:

(a)      No, the Energy Department deals with coal issues exclusively while minerals other than coal are dealt by Mines and Minerals Development Department.

(b)      Answer to above (a) is negative.
