Summary of Proceedings

The Provincial Assembly of Sindh in its sitting held on Wednesday, the 16th December, 2015 has unanimously passed the following Resolution moved by Mr. Sohail Anwar Khan Siyal, Minster for Home, Sindh:-

“Whereas the Government of Sindh has entrusted certain functions to Pakistan Rangers (Sindh) to act in aid of Civil Administration and Police;


And Whereas the Provisio of Article 147 of constitution of the Islamic Republic of Pakistan makes it mandatory for all such decisions of the Government of Sindh to be ratified by the Provincial Assembly within Sixty (60) days;

 

And whereas the Law and Order situation in general has improved due to the joint efforts of Sindh Police and Pakistan Rangers (Sindh) and the Sindh Government is appreciative of the efforts and the sacrifices made by the Officers and Jawans of both the Law Enforcement Agencies;

 

Now, therefore, the decision of Sindh Government dated 16.07.2015 bearing No. SO(LE-I)/6-66/2015 regarding deployment of Pakistan Rangers (Sindh) for a period of twelve (12) months in aid of Police and civil Administration for maintenance of Law and Order is hereby ratified, subject to the following conditions:

 

1. That Pakistan Rangers (Sindh) will have powers in respect of the following only:

a)       Target Killing

b)       Extortion / Bhatta

c)       Kidnapping for Ransom

d)       Sectarian Killing

 

2. That any person, who is not directly involved in terrorism and is only suspected of aiding and abetting terrorists or by way of terror financing or facilitating terrorists shall not be placed under preventive detention under any law without prior written approval of the Government of Sindh i.e Chief Minister. It is clarified that in case a person is suspected of the above, cogent reasons with complete evidence justifying such preventive detention shall be provided to Government of Sindh, which will based on the available evidence, approve or reject such proposal of preventive detention.

 

3. That Pakistan Rangers (Sindh) shall not raid any Office of Government of Sindh or any other Government Authority without prior written approval of the Chief Secretary, Government of Sindh.

 

4. That Pakistan Rangers (Sindh) shall not assist any other Institution / Organization apart from Sindh Police in carrying out its actions as stated in Clause 1 above.

 

5. That it is further resolved that the Government of Sindh whilst granting any powers to Pakistan Rangers (Sindh) and Sindh Police shall take into account all of the above conditions”.

Four (4) Divisional Directorates are located each at Hyderabad, Mirpurkhas, Sukkur and Larkana 5th Divisional Directorate at Shaheed Benazirabad Division is also in offing. All these Directorates have a post of Director Information in BPS-19.

(a)          Tenders for the printing of weekly “Sindh Manzar” magazine (Urdu & Sindhi Language) were floated in newspapers on 09-07-2013, 10-07-2013 & 11-07-2013 for 2013-14 in various newspapers.

(b)         Three companies has participated in the tenders namely:-

(i)                 M/s. Crystal Printing Services, Karachi

(ii)               M/s. Naeem Printing Press

(iii)             M/s. City Press Karachi

The Contract was awarded to the lowest bidder M/s. Crystal Printing Services, 2B-28, Commercial Area, Nazimabad # 2, Karachi on merit basis in a transparent manner.

 

 

*2933. MR. SHIRAZ WAHEED: Will the Minister for Information be pleased to state:-

(a)     Is it a fact that the department conducted a public survey in December 2008 in the province in which 88% of polls stated that the country was heading in the wrong direction;

(b)     If answer to (a) above is affirmative, the details thereof?

(a)     Is it a fact that bunglow of lacs rupees has been taken on rent for a magazine “ Sindh Manzar” of 26 pages even Sindh Information Department is publishing two magazines of 64 pages already;

(b)     If answer to (a) above is affirmative, the reasons & details thereof?

(a)          A Bunglow has been hired on monthly rent of Rs. 132, 000/- (Rupee One Lac Thirty Two Thousand Only) in the Clifton area for Weekly “Sindh Manzar” Magazine, which comprises of 40 pages. Besides, it is a fact that the Information and Archives Department brings out two monthly magazines namely Izhar (Urdu) & Paigham (Sindhi) which have got 64 pages each.

(b)         The two magazines viz, Monthly “Izhar (Urdu) & Paigham (Sindhi) are primarily used for publication of Literature, Culture, Poetry etc. with a limited projection of Government achievements. A need was therefore felt that a exclusive magazine should be buplicize/Project policies, programmes and achievements of Sindh Government. Hence, the weekly magazine i.e. Sindh Manzar has been brought out.
