(a)Is it a fact that two LHWs Mst. Noshaba Memon and Zulekha Khatoon were tried to kidnap at village Andal Mehar near Lakhi Ghulam Shah when they were on duty to give polio drops during June, 2013 and after cries to help, villagers rescued them;
(b)If answer to (a) above is affirmative, the action taken in this regard?

(b)The ICU at RBUT (Civil) Hospital, Shikarpur was sanctioned in the year 2005 but could not became functional due to non-availability of staff and necessary equipment.
However, under the project “Rehabilitation of DHQ/THQ Hospitals of Sindh” new ICU block comprising of 08 bedded surgical ICU & 10 bedded neo-natal ICU is under construction and will be completed soon.

Following medicines are provided in each district of the Province under Hepatitis Prevention & Control Program Sindh (C.Ms initiative)
1.Injection Interferon 3 MIU (For Hepatitis “C” & “D” patients)
2.Cap. Ribavarin 400 mg (For Hepatitis “C” patients)
3.Tab. Entacavir 0.5 mg (For Hepatitis “B” patients)
4.Tab. Sebio 600 mg (For Hepatitis “B” patients)
5.Vaccine for prevention of Hepatitis “B”
6.Inj. Immunoglobulin to prevent new born child of Hepatitis “B” positive mothers.

The detail of district wise (including Umerkot) number of patients who have completed their treatment and are currently under treatment along with newly registered patients is at Annexure, placed on the table of the House.

However, no any patient is waiting for treatment at any sentinel site of Hepatitis Control Program.


*3260. ENGINEER SABIR HUSSAIN KAIMKHANI: Will the Minister for Health be pleased to state:-
Steps taken by the department for the prevention of epidemic diseases?
            ANSWER

The requisite information is as under:

        *Early diagnosis through collection of blood samples of suspected fever cases.
        *Prompt supply of anti-malarial drugs for prophylaxis and treatment.

Dengue Program    *Fogging/fumigation in coordination with local government.
        *Larvicidal activities.
        *Indoor Residual Spraying (IRS) i.e. around case specific house.
        *Provision of Dengue diagnostic kits & mega unit platelets for diagnosis & management of Dengue cases at health facilities.
        *Active involvement of print & electronic media for mass awareness purpose.
        *Integration with major public/private hospitals for data sharing and surveillance activities.
        *Provision of Impregnated bed nets to all major hospitals.

Hepatitis Program *Screening of high risk population for Hepatitis through rapid diagnostic kits and confirmation through Elisa & PRC method.
        * Vaccination against Hepatitis “B” virus.
        * Awareness regarding Hepatitis and adapting preventive measures.

HIV/AIDS    *21 Voluntary Confidential Counseling & Testing Centers (VCCT) have been established.
                     *Likewise, 46 clinics have also been established at teaching and district head quarter hospitals for screening of sexually transmitted infections and for screening of HIV/AIDS cases.
                     *A referral lab has been established at Civil Hospital Karachi for confirmation of HIV/AIDS cases and Sexually Transmitted Infections.
                    *Prevention of parent to child transmission centers have also been established for HIV/AIDS at Civil Hospital Karachi & Sheikh Zayed Women Hospital Larkana.
                   *05 HIV treatment & Care Centers have been established i.e. 03 in public sector {Civil Hospital Karachi (for adults), Paeds wards Civil Hospital, Karachi (for children), Chandka Medical College Hospital, Larkana} and 02 in private sector Hospital, Karachi}.
                  *Information resource center at Head Quarter, Karachi for public awareness and research purpose.
                  *Mobile resource unit for mass awareness for unreadable community.

Expanded Program on Immunization   *Routine immunization against 09 vaccines preventable diseases;
                    1.Polio
                    2.TB
                    3.Diphtheria
                    4.Pertussis
                    5.Tetanus

                    *Special campaigns to counter epidemic of Measles in vulnerable group.

Tuberculosis    *100% coverage against Tuberculosis in the province through case detection and providing free of charge drug through Diagnostic & Treatment centers established at health facilities which is the main stay of prevention of transmission thus to protect the healthy population.
        *Provision of Free lab testing at all health facilities.

National Program for FP & PHC    *Health Education sessions & distributions of Information Education Communication (IEC) Material in community.
                *Community Support group meetings to spread the awareness among community regarding Diarrhea, Malaria & other epidemic disease in Lady Health Workers (LHWs) covered/catchment areas through Provincial Health Education Cell.
                *Early identification & referral to reduce chance of epidemic through LHWs in their covered areas.


*3338. MR. MUHAMMAD RASHID KHILJI: Will the Minister for Health be pleased to state:-
(a)Whether any department exist to check the quality of medicines being provided in government hospitals;
(b)If answer to (a) above be in the affirmative, the details thereof?
            ANSWER
JAM MEHTAB HUSSAIN DAHAR, Minister for Health:
(a)Yes, in Health Department, Government of Sindh under provision of section 11 of the Drugs Act 1976, there exists “The Provincial Quality Control Board” to monitor overall quality of drugs manufactured & sold in the Province.
(b)Provincial Inspectors of Drug are appointed in each district for the purpose of sample collection and sending the same to the Provincial Testing Laboratory Sindh at Karachi for its analyzing & reporting.
Furthermore, in case of adverse test report the case is referred to the Provincial Quality Control Board for further necessary action including prosecution in the Drugs Court, Sindh against the responsible persons for manufacturing or selling sub-standard drugs.


*3339. MR. MUHAMMAD RASHID KHILJI: Will the Minister for Health be pleased to state:-
Steps taken by the Health Department in respect of medicines whose quality do not fulfill the required criteria of W.H.O?
            ANSWER
JAM MEHTAB HUSSAIN DAHAR, Minister for Health:
The Health Department, Government of Sindh has taken concrete steps on health procuring agencies in respect of procurement, or importing drugs/medicines, while implying strict criteria as per WHO international guidelines, standards and norms in the area of quality control and quality assurance.
The department shows no compromise on procurement of WHO approved drugs/medicines and issues instructions to all of its concerned Institutions from time to time to comply the same.
There is a well-established system in the Province to address the issues of spurious medicines, counterfeit medicines, misbranded & unregistered drugs. This system works under the provision of Drug Act 1976.
In each district of the Province the Drug Inspectors are posted through the Health Department, Government of Sindh, who regularly take samples of suspected drugs form the market as well as from the manufacturing units and send these sample to the Provincial Drug Testing Laboratory for further analysis and report.
If the sample is declared substandard or any other contravention to any rule of the Drug Act 1976 is proved, the inspectors refer the case to Provincial Quality Control Board Sindh, where, after deliberation if warrants, the concerned Drug Inspector file prosecution complaint in the Drug Court Sindh for decision.


*3351. MS. KHAIRUNISA MUGHAL: Will the Minister for Health be pleased to state:-
(a)Whether the facility of cure against biting by snake and scorpion is available in government hospitals of Tharparkar;
(b)If answer to (a) above is affirmative, the details thereof?
            ANSWER
JAM MEHTAB HUSSAIN DAHAR, Minister for Health:
(a)Yes, following government hospitals of district Tharparkar has the facility to provide treatment against Snake & Scorpio bite.
    (i)    Civil Hospital Mithi.
    (ii)   Taluka Hospital Nagarparkar.
    (iii)  Taluka Hospital Chachro.
    (iv)   Taluka Hospital Diplo.
    (v)    Rural Health Center Islamkot.
    (vi)   Rural Health Center Kheensar.

(b)Snake Bite is treated through administrating ASV (Anti Snake Venom) which is available in the district While for Scorpio bite, symptomatic treatment is given with available pain killers and tranquilizers as till yet no vaccine for Scorpio bite has been invented.

(a)Is it a fact that CCU facility in cardio in Civil Hospital Mirpurkhas not exist;
(b)If answer to (a) above be in the affirmative, whether there is any plan to provide the said facility from the budget of Health Department?
            ANSWER

(a)No. it not a fact. However, the facilities available at CCU Civil Hospital Mirpurkhas are not upto mark and need urgent attention to improve the services.
The Health Department considering the same has proposed construction of a new CCU block at DHQ Mirpurkhas Hospital under its plan on expansion and improvement of hospitals in Sindh for further strengthening its existing CCU facilities as under:

(a)No, it is not a fact. The trend of confirmed Polio Cases in Sindh for the last 05 years is as under:
