This House vehemently condemns the largest and worst ever incident of child abuse case in Pakistan in Kasur, Punjab. The barbarity involves more than 300 children from the age of 6 to 14. The glaring fact that the abuse had been going on since 2006 and no action whatsoever was taken until the victim parents staged protest raises serious concerns regarding the sheer negligence and apathy of the Police.

This House demand immediate arrest of the culprits and their trial in Military Courts and Speedy Justice for the victims and their families.”

*814. MS. NUSRAT SEHER ABBASI: Will the Minister for Public Health Engineering be pleased to state:-

District wise number of filter plants installed during 2009 to 2013 upto June alongwith number of functional/non-functional as well as amount spent on said filter plants?

 ANSWER

MR. MUKESH KUMAR CHAWALA, Minister for Public Health Engineering:

It is submitted that under various programmes water filter plants were installed by PHE Department in Sindh from 2009 to June 2013.

(1)      District wise No. of Ultra filtration Plants installed during the period under Clean Drinking Water for All Project (Packet-5) is provided at Annexure-I, Supplementary documents showing salient features of CDWA Project (Packet-5) is provided at Annexure-II.

(2)      District wise No. of Reverse Osmosis Plants (R.O) installed during the period under Clean Drinking Water of All Project (Packet-7B) is provided at Annexure-III. Supplementary documents showing salient feature of CDWA Project (Packet-7B) is provided as Annexure-IV.

(3)      District wise No. of Reverse Osmosis Plants (R.O) installed during the period under Rain Emergency Programme 2011 is provided at Annexure-V. Supplementary documents showing salient features of Rain Emergency Programme is provided at Annexure-VI.

Annexure-I, II, III, IV, V and VI are placed on the table of the House.

  *1153. MS. NUSRAT SEHER ABBASI: Will the Minister for Public Health Engineering be pleased to state:-

(a)   Is it a fact that forfeited material used in schemes at Golarchi has grabbed five lives including four children within 45 days and a water tank constructed by the department in chak 17 collapsed resulting two innocent children Muskan Talpur and Azhar Jatoi drowned;

(b)   If answer to (a) above is affirmative, the steps taken in this regard?

 ANSWER

MR. MUKESH KUMAR CHAWALA, Minister for Public Health Engineering:

The causalities by drowning in Golarchi occurred due to human error on the part of the affectees and not due to any technical defects of the structure constructed. However, measures are taken by the Local Government Department to avoid such mishaps in future.

The low height water tank at village Chak No. 17 was constructed inside the hedge cordoned living area on demand of the community. The tank was required to be filled-up gradually under the supervision of Technical filed staff, allowing socking period for stability of the structure. Whereas, people of the community fully filled up the tank without knowledge and consultation of the Department which resulted in the mishap causing causalities. On realization of the reason, families of deceased withdrew the complaint against PHED by them at the police station. Further a new tank has also been constructed at site by the contractor at his own cost.

 *1308. MS. NUSRAT SEHER ABBASI: Will the Minister for Public Health Engineering be pleased to state:-

(a)   Is it a fact that filter plant providing water to three talukas of Hyderabad has lost the capability to clean water and due to not repair after fault the chlorine and alum plant have been damaged;

(b)   If answer to (a) above is affirmative, the action taken by the government in this regard?

 ANSWER

MR. MUKESH KUMAR CHAWALA, Minister for Public Health Engineering:

(a)      These Plants were installed in the year 2008-09 and do not need alum and chlorine for purification process.

(b)      For rectification and subsequent operation & maintenance of 2 years of 349 UF Plants installed in Sindh, a PC-I has been prepared wherein Rs. 299 million are incorporated for the purpose. It is expected that PC-I will be cleared through PDWP Forum of P&D Department, funds will be released, rectification will be initiated to bring the quality of filtered water through water treatment plants in consonance with the parameters set for drinking water.

The locations of plants capacity and present status is at Annexure, placed on the table of the House.

 *3133. MR. KAMRAN AKHTAR: Will the Minister for Public Health Engineering be pleased to state:-

(a)   Is it a fact that Rs. 6 million were approved for construction of a rural drainage scheme in Khan Wahan, Taluka Kandiaro;

(b)   If answer to (a) above be in the affirmative, the current status of the scheme?

 ANSWER

MR. MUKESH KUMAR CHAWALA, Minister for Public Health Engineering:

(a)      Yes.

(b)      The Rural Drainage Scheme Khan Wahan was approved at the cost of Rs. 6.00 million during Financial Year 2008-2009 which was completed in 2009-2010. Furthermore, District Government has approved construction of Drainage Disposal for above said village amounting to Rs. 4.000 million, during 2013.

Presently, there are three disposals, out of which, Kotri Kabir Road and Kondhar Mohalla are functional, however, Lochi Mohalla is non-functional and will be completed and made functional after receipt of funds from District Government.
