Summary of Proceedings

Provincial Assembly of Sindh in its sitting held on Tuesday, the 11th August, 2015 has unanimously passed the following Resolution moved by Dr. Zafar Ahmed Khan Kamali, MPA:-

This House resolves and recommends to the Government of Sindh to approach the Federal Government to create the High Court Bench in Mirpurkhas.”



Provincial Assembly of Sindh in its sitting held on Tuesday, the 11th August, 2015 has unanimously passed the following Resolution moved by Mr. Saifuddin Khalid, MPA:-

This House resolves that Provincial Government may impose ban on the Manufacture, Import and Sale of plastic guns toys which promotes negativity in the Children.”



Provincial Assembly of Sindh in its sitting held on Tuesday, the 11th August, 2015 has unanimously passed the following Resolution moved by Ms. Naheed Begum, MPA:-

LIST OF STARRED ASSEMBLY QUESTIONS AND ANSWERS FOR

 *1940. MS. NUSRAT SEHER ABBASI: Will the Minister for Sports be pleased to state:-

Number of Hockey grounds where synthetic turfs are being laid by the department along with the current status of Hockey grounds in all districts of the province?

 ANSWER

SYED QAIM ALI SHAH JILLANI, (Chief Minister) Minister for Sports:

In all three Synthetics Turf have already been laid. One each at M.A. Khoro Ground Larkana, Railway Ground, Barrange Colony, Sukkur and North Nazimabad, Hockey Ground, Karachi. Right now two Synthetic Turf are being laid by the department one each at Shaheed Zulfiqar Ali Complex, Mirpurkhas and Hockey Club of Pakistan, Karachi where Blue Synthetic Turf is being laid. Both these schemes will be completed during current financial year.

There are three new schemes of Synthetics Hockey Turfs one each at district Dadu, District Benazirabad and Khairpur Luqman Hockey ground. These three schemes are expected to be completed at the end of Financial Year 2016-17.

 *2432. DR. SEEMA ZIA: Will the Minister for Sports be pleased to state:-

District-wise number of sports specialist doctors/physiotherapist working in the province along with qualification/training of the same?

 ANSWER

SYED QAIM ALI SHAH JILLANI, (Chief Minister) Minister for Sports:

Mostly orthopedics deal with the Sports related injuries. Tissues injury is also dealt by them specialist like ENT, EYE, SKIN, NEURO etc. etc. also deal with them depending upon the nature of injury. There is no dearth of orthopedics in the Hospitals being managed by Health Department and Local Government Department, Government of Sindh like Civil Hospital, Jinnah Hospital (in the process of being handed over to Government of Sindh), Lyari General Hospital, Sindh Government Hospital, Liaquatabad, Sindh Government Hospital, New Karachi, Abbasi Shaheed Hospital, Qatar Hospital Orangi Town, Liaquat Medical Hospital, Jamshoro, Civil Hospital, Hyderabad, Bhittai Hospital Latifabad, Chandka Medical University, Peoples Medical University Hospital District Benazirabad, Civil Hospital, Mirpurkhas, Civil Hospital, Sukkur, all District Headquarters and Civil Hospitals of the province.

Coming to qualification, as stated above he/she has to be MBBS plus specialization in orthopedics and physiotherapy and other faculities of specialization as stated above.

Sindh Government is always willing to undertake the treatment of injured sportsmen and sportswomen. As far as availability of such Doctors on the pay roll of Sports Department is concerned, the reply is in negative. This is further to add that there is no need of such Doctors on the pay roll of Sports Department as it would amount to dyarchy in Governance.

 *2434. DR. SEEMA ZIA: Will the Minister for Sports be pleased to state:-

District-wise number of football grounds exist in the province and number out of above affiliated with schools, colleges and universities along with number of coaches designated for the same with their pay scale as well as criteria of their recruitment?

 ANSWER

SYED QAIM ALI SHAH JILLANI, (Chief Minister) Minister for Sports:

There are number of footballs grounds in different district of Sindh. Many of them are manned by private clubs (This does not refer to the title of the land). Many of them owned by Taluka & District administration like one namely Mumtaz Football Ground and yet another Coal Shah football ground in district Khairpur.

Peoples Stadium Lyari, KMC Stadium, Mission Road, Karachi, Kakri Ground, Lyari and Naseem Hameed Academy Korangi constructed and maintained by KMC.

Under the auspices of Sindh Sports Board/Sports Department, Government of Sindh, there are eight Football Stadium, one each at Dadu, Badin, Thatta, Mirpurkhas, Kunri. Tando Adam, Saudabad Football Ground, Baldia Football Ground, Karachi.

In addition to this there are 13 football stadiums under construction one each at Hyderabad, Tando Allahyar, Matiari, Jamshoro, Sukkur, Naushero, Mehrabpur, Larkana & Karachi (Landhi, Korangi, Orangi, Gulberg & New Karachi).

All the Universities have play grounds and many of the Government Schools and Colleges have their own play grounds which are not yet affiliated with the Sports Department.

Sports Department, Government of Sindh intends to affiliate those grounds especially football, cricket and hockey grounds in order to promote said games at the grass root level with collaboration/cooperation of Education Department.

Regarding appointment of Coaches Sports Department, Government of Sindh after affiliating such ground will have coaches of above said games of high repute, former renowned players (to coach the students of schools colleges and universities) as fixed monthly stippend. Presently Sports Department gives Rs. 10,000/- (Rupees Ten Thousand only) monthly stipend to coaches of other games in traditional games like Malh.

As far as football ground being affiliated with schools, colleges and universities, alongwith number of coaches are concerned, it would be in fitness of things of such questions are directed towards Education Department, Government of Sindh by Assembly Secretariat. The same goes for number of coaches designated for the same with their pay scale as well as criteria of their recruitment.

 *2435. DR. SEEMA ZIA: Will the Minister for Sports be pleased to state:-

Details of various football tournaments planned at inter-district level for current year along with any scholarship for national/ international training given to promising players?

 ANSWER

SYED QAIM ALI SHAH JILLANI, (Chief Minister) Minister for Sports:

One interpretation of this question is that perhaps it is being asked in terms of financial year. If we go by financial year in that event answer is in negative for the reason that during financial year 2014-15 neither inter-districts football tournaments were planned nor organized. For this financial year department has planned to hold inter-district competition on intra-district Sindh level in December, 2015.

No scholarship has been given. No international training has been given. This year Department has organized football coaching at National Coaching Centre for under-18 which started on 2nd August, 2015 and would come to an end on 16-08-2015. Fifty (50) boys are being trained by national coach Ghulam Shabbir, Head Coach, duly assisted by four other national coaches Ayub Alam, Nomi Martin, Muhammad Nadeem and Noor Muhammad, recognized by Pakistan Football Federation as coaches.

This is further to add that on 14-04-2015 an amount of Rs. 50,000/- (Rupees Fifty Thousand only) each was given as prize amount to nine players hailing to Sindh and one coach who secured Bronze Medal in the Street Child Football World Cup in Rio-de Janerio, Brazil.

Moreover, Government of Sindh released as amount of Rs. 10.000 million as grant for Street Sports Care & Training inclusive of Football almost at the end of Financial Year 2014-15. Sports Department in consultation with stake holders are in process of efficient utilization of this amount. For current financial year Government of Sindh has allocated Rs. 50.00 million.

This department assures that above said totaling Rs. 60.000 million would be utilized in effective manners during the current financial year and this is further to assure that sizeable amount shall be spent on care and training of Street Children of Football.

 *2854. DR. SIKANDAR SHORO: Will the Minister for Sports be pleased to state:-

(a)   Is it a fact that government has taken steps for cycle driving to promote sports;

(b)   If answer to (a) above is affirmative, the fund so far spent for?

ANSWER

A Cycle Race in the month of June, 2015 was planned to be conducted at Karachi, however, because of Holy Month of Ramadan the same was postponed and was held on 26th July, 2015. On the said event an amount of Rs. 70,000/- (Rupees Seventy Thousand only) was spent by Department. On 14th of August, 2014 uni-cycle race was conducted in Karachi and an amount of Rs. 20,000/- (Rupees Twenty Thousand only) was spent by the Department. For this 14th of August an event has been planned for uni-cycle race at Karachi on which an amount of Rs. 50,000/- (Rupees Fifty Thousand only) will be spent. For 14th of August, 2015 a cycle race has been planned at Hyderabad on which an amount of Rs. 50,000/- (Rupees Fifty Thousand only) will be spent.
