(a)   Is it a fact that starch oil, washing powder, urea and hair removing powder are being mixed in milk and users of such milk are falling in paralysis, cancer, hepatitis c and other diseases;

(b)   Whether mobile testing laboratories exist;

(c)    If answer to (b) above be in the affirmative, functions of the same?

(a)      It is not a fact. As per previous analysis reports of milk no such adulterants were detected from limits of Food Laboratory, Karachi, Hyderabad and Sukkur @ Rohri.

(b)      No such facility is available in the entire Province.

(c)      Not applicable.

 *584. MS. NUSRAT SEHER ABBASI: Will the Minister for Health be pleased to state:-

(a)   Is it a fact that due to gastro disease virus number of patients have increased over 100 in Khairpur hospitals;

(b)   If answer to (a) above be in the affirmative, the steps taken by the government to control it?

(a)      Yes. It is a fact.

(b)      Advisories regarding preparedness of Gastroenteritis was circulated by the Government across the Province. The salient features of such advisories are here as under:

(i)       Health Awareness in community regarding personal hygiene through Health Education Officers, Lady Health Workers etc.

(ii)      Provision of safe drinking water & adopting boiling techniques.

(iii)    Avoiding uncovered, over ripe & rotten fruits/Vegetables & other eatables.

(iv)     Proper disposal of waste material.

(v)      Stock piling of necessary drugs.

(vi)     Availability of ambulances, necessary staff and beds in case of outbreak/emergency.

(vii)   Timely reporting for taking prompt and early actions.

 Steps taken by Government

1.    Sensing the situation, the Health Department started crash program immediately in eight initially affected districts of Northern Sindh viz Ghotki, Sukkur, Shikarpur, Jacobabad, Kashmore, Khairpur, Kambar Shahdadkot and Larkana and later on vaccination campaign extended in rest of the districts to cover the target population 2,901,332 (09 months to 10 years), irrespective of their immunization status.

2.    In this regard, up to April 2013, total 6217980 children have been vaccinated through 1485 fixed sites and 385 mobile teams in all the districts of Sindh.

3.    The then Minister Health, Secretary Health, DG Health Sindh and other officers of Provincial Health Department personally Monitored the campaign throughout the province.

4.    Provincial Control room at DG Health Office and district control rooms at respective District Health Office were established for effective coordination among all stake holders; prompt reporting of cases/deaths, early decision.

5.    Health education sessions held through health education officers, nutritionists, LHWs and other health staff.

6.    To keep vigilant eye on the situation and on delinquent health staff, the then Minister Health, Secretary Health and DG Health performed random visits across the province.

7.    Under their command, the Health Department strived hard to manage the epidemic.

8.    Vitamin ‘A’ supplementation given to all suspected cases in order to reduce morbidly and mortality.

9.    Disciplinary proceedings were initiated against many officers of Health Department, who showed slackness/delinquency in control of measles.

10. Second dose ‘Immunization Activity’ for Measles Elimination’ done in November, 2013 in the Province.

Number of government hospitals of Sindh where ICU and CCU facilities are available as well as number of hospitals for which proposal/project of ICU and CCU has been placed in budget of new financial year?

Procedure of posting of doctors in government hospitals, whether doctors are posted in the backward areas belonging to that district?

The doctors are posted according to sanctioned strength and as per vacancy position in each government’s hospital. However, while posting doctors in backward areas preference is given to those having domicile of that district.

(c)      If answer to (b) above is affirmative, the details thereof?

(a)      The patient of hepatitis are being vaccinated/diagnosed/treated in the province through Hepatitis Prevention & Control Program, Sindh (Chief Minister’s Initiative).

Hepatitis ‘A’ is a self limiting disease, hence no particular treatment is offered against it, therefore, date of such patients is not maintained.

However, Hepatitis ‘B’ & ‘C’ patients are being managed through above said Chief Minister’s Initiative which follows fiscal year instead of calendar year.

District-wise number of Hepatitis ‘B’ & ‘C’ patients who reported in the province (including Khairpur) from 2010 to June 2014 is mentioned here as under:

 (b)      No, it is not a fact. As per policy of the program BHUs/dispensaries are not involved for providing treatment to Hepatitis patients. However, tertiary level care hospitals, Civil Hospitals, District Headquarter Hospitals, Taluka Headquarter Hospitals and Rural Health Centers are providing treatment to Hepatitis ‘B’ and ‘C’ patients. There are 55 such sentinel sites in province.

Ø  Takes the other stake holders such as Sr. Director municipal Services, KMC, Sr. Director Veterinary Department KMC on board for suggesting and up-dating the action plan.

Publish an advertisement to aware the general public regarding knowledge of Congo Fever and taking necessary pre-cautionary measures.

 *2830. MR. KAMRAN AKHTAR: Will the Minister for Health be pleased to state:-

(a)   Is it a fact that large number of patients are suffering from Congo Virus in Punjab and Balochistan;

(b)   If answer to (a) above is affirmative, steps taken by the government to prevent the people of Sindh from this dangerous virus;

(c)    Number of vaccines provided for the same purpose;

(d)   Whether any campaign started for public awareness?

(a)   Is it a fact that according to the Advocate General, Sindh, most of prisoners in Hyderabad, Khairpur and Larkana Jails has been diagnosed Hepatitis-C;

(b)   If answer to (a) above is affirmative, causes of spread of the said disease along with preventive measures taken by the Government in this regard?

 (b)      Causes of spread of said disease is blood to blood contact of carrier/patient with normal person which may be acquired through blood transfusion, contaminated needle prick injury, sharing of razor of shaving etc.

The measures taken by the Government in this regard are:

(i)           Health education and awareness sessions.

(ii)          Vaccination against Hep ‘B’ virus.

(iii)        About 2122, prisoners are getting treatment for Hepatitis ‘B’, ‘C’ & ‘D’.

 *2947. MR. SHIRAZ WAHEED: Will the Minister for Health be pleased to state:-

The sanctioned posts of Medical Graduate Doctors in the District Headquarter Hospital, Badin as well as number of medical graduate doctors working on administrative posts in Health department in Badin district?
