Summary of Proceedings

Provincial Assembly of Sindh in its sitting held on Friday, the 17th April, 2015 has unanimously passed the following Resolution moved by mr. Nisar Ahmed Khuhro, Senior Minister for Education & Literacy, Sindh, Dr. Sikander Mandhro, Minister for Parliamentary Affairs, Sindh, Mr. Jam Khan Shoro, Minister for Fisheries & Livestock, Sindh, Syed Sardar Ahmed, MPA, Ms. Mahtab Akbar shah Rashdi, MPA, Nawab Muhammad Taimur Talpur, MPA, Ms. Sorath, MPA, Syed Nasir Hussain Shah, MPA, Syed Khalid Ahmed, MPA and Pir Mujeeb ul Haque, MPA:-

"This Assembly resolves and strongly protests against the decision of IRSA to open the irrigation water supply to Chashma Jehlam link Canal in violation of Inter-Provincial Agreement. The Assembly demands that the supply be suspended forthwith unless the Province of Sindh gives its consent."

*2447. HAJI SHAFI MUHAMMAD JAMOT: Will the Minister for Cooperation be pleased to state:-

(a)   Is it a fact that Audit of Fishermen Cooperative Society accounts has not been carried out;

(b)   If answer to (a) above is affirmative, year from which the same is not carried out?

 

ANSWER

SYED QAIM ALI SHAH JILLANI, (Chief Minister) Minister for Cooperation:

The Government Audit of Fishermen’s Society Ltd., not been carried out due to non-production of record on the part of previous management.

However, the present Management of the Society has been preparing internal audit of the society and streaming line the record of the society after completing said exercise, the Government Audit will be conducted.

 

 

*2448. HAJI SHAFI MUHAMMAD JAMOT: Will the Minister for Cooperation be pleased to state:-

(a)   Is it a fact that changes are made in the Fishermen Co-operative Society and elected directors/body have been terminated without assigning any reason or notice;

(b)   If answer to (a) above is affirmative, the reasons thereof along with authority who have done it?

The present body of Fishermen’s Cooperative Society Ltd., is consisting of the followings:

08 Nominated Directors

07 Elected Directors

Annexure, of “B-1 and B-2” are placed on the table of the House.

However, it is submitted that due to constant failure in discharging the legitimate duties on the part of Elected Directors the 07 elected Directors have been dissolved vide order No. RCS/KYC/774/2014 dated 23-01-2014 issued by the Registrar, Cooperative Societies Sindh. The effected elected Directors challenged the said order before the Honurable High Court of Sindh in CP No. D-741 of 2014. The Honourable High Court of Sindh has pleased to suspend the operation of said order vide Order date 17-02-2014 since than, elected Directors have not been disturbed in compliance of said curt order.

(a)   Is it a fact that Co-operative Department remains attach with other departments also;

(b)   If answer to (a) above is affirmative, the names of such departments alongwith reasons of attachment and its benefits?

(a) (b) The Cooperative Department is an independent department and is not attached with any other department.

 

 

*2572. MS. NUSRAT SEHER ABBASI: Will the Minister for Cooperation be pleased to state:-

(a)   Is it a fact that Co-operation Department is an independent department;

(b)   If answer to (a) above be in the affirmative, the steps taken by the department for improvement since its independence?

SYED QAIM ALI SHAH JILLANI, (Chief Minister) Minister for Cooperation:

(a)      Yes. It is fact that Cooperation Department is an independent department following steps have been taken by the Department for its improvement and well being.

i.     The Cooperation Department has been trying it level best to make successful cooperative movement throughout Sindh by Government of Sindh, taking healthy measures to achieve targets in order to make the Government of Sindh fully strong and democratic system.

ii.   For the above purpose, all the officers working in their respective districts have been directed to make sincere efforts and utilize all their worth to bring the good name for the department. In this regard many meetings have held by the then Honourable Ministers, Secretaries of the Department and the Registrar Cooperative Societies Sindh for making the department successful and up to the mark by the grace of Allah Almighty.

iii.  The Cooperative Societies is the roof of Cooperation Department to provide shelter to the homeless people of affordable person. The Department is providing to fulfill schemes to review loaning system for the agriculture credits. Further Cooperative Societies will be pursued to give priority to the homeless people for providing residential plots.

iv.  In order to give better services to the aggrieved people in connection to their disputed matters regarding various plots of the cooperative societies. The Registrar Cooperative Societies has deputed his representative/Arbitration officer/Registrar’s Nominee at district level so that he may help resolve their cases under Section 54 of the Sindh Cooperative Societies Act 1925 and of appeal under Section 56 of Sindh Cooperative Societies Act 1925.

 

 

*2655. MR. MUHAMMAD MOIN AAMIR PIRZADA: Will the Minister for Cooperation be pleased to state:-

Number of posts filled in Co-operation department on urban quota during 01-01-2008 to  15-03-2013 along with name, post, BPS and domicile of each employee?

*3312. MR. MUHAMMAD SHAHARYAR KHAN MAHAR: Will the Minister for Cooperation be pleased to state:-

(a)   Is it a fact that Shrimp Market Gujja, Maya cattle fish, trash fish and coastal market (night market) are functioning on cash payment by the Fishermen Co-operative, Society;

(b)   If answer to (a) above is affirmative, the details thereof?

 

ANSWER

SYED QAIM ALI SHAH JILLANI, (Chief Minister) Minister for Cooperation:

The answer of this question is “No”.

No market of Fishermen’s Cooperative Society Ltd., Karachi has been functioning on cash payment. However, it is submitted that daily landing statements of fishes has been prepared by the FCS. The same statement has been making according to the gate pass dully issued to the fish purchasers by the respective mole holders.

 

 

*3313. MR. MUHAMMAD SHAHARYAR KHAN MAHAR: Will the Minister for Cooperation be pleased to state:-

(a)   Is it a fact that Land/area being used as a store for Fishermen Co-operative Society has been sold to a private person;

(b)   If answer to (a) above is affirmative, the reasons thereof?

The answer of this question is “No”.
