Provincial Assembly of Sindh in its sitting held on Tuesday, the 24th February, 2015 has unanimously passed the following Resolution moved by Mr. Nand Kumar, MPA:-
“During the period of 70s the Religious Books of Hindu Community were part of Curriculum which were later been removed by the Education Department.
This Assembly resolves that Education Department must include the Religious Books in Curriculum for Minority students and appoint teachers to teach the Religious Books for Hindus and Christians on need basis.”

*758. MR. NISHAT MUHAMMAD ZIA QADRI: Will the Minister for Energy be pleased to state:-
Number of leases granted on large scale for power generation in coal mining areas during 01-07-2011 to 30-06-2013 along with the procedure adopted for the same as well as number of power plants established with their status?
ANSWER
SYED MURAD ALI SHAH, Minister for Energy:
Government of Sindh has granted three (03) large scale coal mining leases at Thar Coalfield during 01-07-2011 to 30-06-2013 after adopting all codal formalities and fulfilling requisite rules.
Thar Coal Block-I measuring 122 Sq. Km lease granted to M/s Sino Sindh resources (Pvt.) Limited on 24th May 2012. Firm has plans to establish 900 MW Power Plant.
Thar Coal Block-II measuring 99.5 Sq. Km lease granted to M/s Sindh Engro Coal Mining Company on 5th August, 2011. The firm has plans to establish 600 MW Power Plant.
Thar Coal Block-VI measuring 66.159 Sq. Km granted to M/s Sindh Carbon Energy Pvt. Ltd. (Subsidiary of Oracle Coal Field UK) on 22nd May 2012. The firm has plans to establish 300 MW Power Plant.
Procedure for grant of Coal Mining Lease is governed by Sindh Mining Concession Rules 2002. Detail is as under:-
PROCEDURE FOR GRANT OF LARGE SCALE COAL MINING
LEASE FOR POWER GENERATION.
Rule 4 (7) of Sindh Mining Concession Rules 2002 (SMCR 2002) describes the procedure as under:-
(7) The persons, companies, interested, in development of coal mines:
(i) shall submit applications to the Sindh Coal Authority on the proforma and procedure prescribed by the Sindh Coal Authority:
(ii) Sindh Coal Authority shall scrutinize the applications and submit to the Sindh Coal Authority Board for approval;
(iii) after approval of the Board, the Sindh Coal Authority shall sign Memorandum of Understanding with the applicant and recommend his request for grant of reconnaissance license or prospecting license or mining lease to the licensing authority in accordance with these rules;
In case of Thar and Badin Coalfields for large scale mining, rule 68 of SMCR 2002 is adopted, detail of which is as under:
(i) International Competitive Bids (ICB) is invited for investment in development of Coalfield.
(ii) Successful bidder (s) is granted Exploration License to carry out Bankable Feasibility Report (BFR)/Environmental Social Impact Assessment.
(iii) Technical Committee/ESIA Specialists are referred to evaluate these reports followed by their recommendation.
(iv) Positive recommendations are referred to Mines Committee for consideration of grant of Mining Lease as per SMCR 2002.
*1067. MS. HEER SOHO: Will the Minister for Energy be pleased to state:-
(a) Is it a fact that any financial support was provided by the Federation for the different programs of Thar Coal during last five years;
(b) If answer to (a) above is affirmative, the details thereof?
ANSWER
SYED MURAD ALI SHAH, Minister for Energy:
(a) Finance Division, Government of Pakistan is funding a pilot project of Underground Coal Gasification and subsequent power generation through Syngas.
(b) An amount of Rs. 490.480 million and Rs. 494.450 million were provided during the financial year 2009-10 to 2011-12 for (i) Construction of New Processing Facility (for Handling and Purification of Coal Gas Produced by UCG) and (ii) Creation of New Processing Facility (for Production of Coal Gas Produced by Underground Coal Gasification) respectively. These schemes have been completed.
Rs. 1650.00 million have been provided by the Federal Government for third phase of UCG.

Number of companies with whom the agreements were made for the development of coal during 2008-13 upto June along with the number of companies at present working on the same?
ANSWER
SYED MURAD ALI SHAH, Minister for Energy:
Five leases have been granted for integrated coal mining and power generation projects in Badin, Sonda-Jherruk and Thar Coalfield areas during 2008 up to June 2013. All companies are working, detail is as under;
· Badin Coalfield measuring 100 Sq. Km lease granted to M/s Al-Abbas Group on 28th February, 2009. Firm has plans to establish 2.4 mtpa mines and 300 MW Power plant. Currently firm is seeking financing for the project.
· Sonda-Jherruk measuring 56 Sq. Km lease granted to M/s China National Machinery Import and Export Corporation (CMC) in 2008 for establishment of 180 mtpa coal mines and 405 MW Power plant. Currently firm is seeking financing for the project.
· Thar Coal Block-I measuring 122 Sq. Km lease granted to M/s Sino Sindh Resources (Pvt.) Limited on 24th May 2012. Firm has plans to establish 10 mtpa mine and 900 MW Power Plant.
· Thar Coal Block-II measuring 99.5 Sq. Km lease granted to M/s Sindh Engro Coal Mining Company on 5th August 2011. Firm has plans to establish 6.5 mtpa mine and 3960 MW Power Plant.
· Thar Coal Block-VI measuring 66.159 Sq. Km granted to M/s Sindh Carbon Energy Pvt. Ltd. (Subsidiary of Oracle Coal Field UK) on 22nd May 2012. Firm has plans to establish 5 mtpa mine and 300 MW Power Plant.
