KAMRAN AKHTAR, MPA: The Honourable Minister for Local Government, Sindh  may please to give answer/ statement that the fire incidents occur every day or the other in the city resulting loss of millions of rupees and loss of precious human lives, which is in remediable. Government should establish rescue centers Districtwise with latest equipments; number of ready and out of order fire tenders presently rescue centers posses; the out of order fire tenders be repaired and steps be taken to equip these vehicles with latest equipments?

 

2.    CALL ATTENTION NOTICE NO. 16 OF 2015;GIVEN NOTICE OF BY MS. NUSRAT BANO SEHER ABBASI, MPA: The Honourable Minister for Health, Sindh may please to give answer / statement that it has come to knowledge that Dr. Toufeeq Medical Superintendent of Services Hospital Karachi passes medical reimbursement bills of millions of rupees in no time but the medical reimbursement bills of Rs.5000/= or Rs. 4000/= of lower grade employees are neither passed for many months nor place before the board and the poor employees come for many times. Action may be taken at the earliest and notice be taken against the attitude of Medical Superintendent and relief be provided to the poor employees?

 

3.    CALL ATTENTION NOTICE NO. 18 OF 2015;GIVEN NOTICE OF BY KHAWAJA IZHAR UL HASSAN, MPA: The Honourable Minister for Home, Sindh may please to give answer/ statement that how many Police Vehicles or Police Vans are not registered with Excise Department and why funds have not been allocated so far for the registration of these vehicles?

 

4.    CALL ATTENTION NOTICE NO. 19 OF 2015;GIVEN NOTICE OF BY MR. NAND KUMAR, MPA: The Honourable Chief Minister, Sindh may please to give answer/ statement that volume of funds received as royalty or development fund on the discoveries of Oil and Gas reservoirs in district Sanghar, deposited in the account of Chief Minister, Sindh and volume of amount released to district Sanghar by Chief Minister, Sindh and remaining balance?

 

5.    CALL ATTENTION NOTICE NO. 21 OF 2015;GIVEN NOTICE OF BY MS. *761. MR. NISHAT MUHAMMAD ZIA QADRI: Will the Minister for Katchi Abadis be pleased to state:-

(a)   Procedure for regularization of Katchi-Abadis;

(b)   Is it a fact that the government intends to regularize Katchi-Abadis;

(c)    If answer to (b) above be in the affirmative, the policy adopted in this regard?

 ANSWER

MR. JAVED NAGORI, Minister for Katchi Abadis:

(a)   Accordingly to Sindh Katchi Abadis Authority (Regularization, Improvement Development) Regulations 1993, some main steps/procedure is briefly described as under:-

1.  Residents of an illegal settlement located on Government land (whether belonging to Federal or Provincial Government) spread over not less than40 constructed residential units may apply, along with documents proving their occupancy prior to 23rd March 1985, to Sindh Katchi Abadi Authority’s Director concerned for declaring such settlement as Katchi Abadi.

2.  Regional Office, recommends through feasibility report for inclusion of the settlement in the Master list of Katchi Abadis.

3.  NOC is obtained by Sindh Katchi Abadis Authority from concerned land owning agency.

4.  Joint demarcation by SKAA’s Regional Office Staff and cornered land owning agency’s representatives is undertaken.

5.  Report of joint demarcation is furnished to the Sindh Katchi Abadis Authority showing boundaries and Regularized area of settlement to be notified and subsequently regularized as Katchi Abadi.

6.  A notification under section 19 (1) of SKA Act, 1987 is issued by the Sindh Katchi Abadis Authority declaring unauthorized occupancy that existed before 23rd March, 1985 and continues to be occupied as Katchi Abadi.

7.  Sindh Katchi Abadi Authority to provide ownership rights to Katchi Abadi dwellers by leasing their dwelling units for 99 years i.e. on permanent tenure, subject to payment of lease charges fixed by the Authority.

(b)   Yes. Sindh Katchi Abadis Authority intends to regularize Katchi Abadi that exists on Government lands prior to 23rd March, 1985, and inventorized by the Authority.

(c)    As per existing Government policy for regularization of Katchi Abadis, all the illegal settlements comprising of 40 or more built up units and exists on Government land (Federal and Provincial Government) prior to 23rd March, 1985 and included in the Master list of Katchi Abadis, can be regularized under the provisions of Sindh Katchi Abadis Act, 1987 and Sindh Katchi Abadi Authority Regulation’s 1993, when applied by the residents of such settlements, after completing all codal formalities, excluding the lands falling under High tension electricity lines, roads and those areas reserved for other amenities, as per the provisions of Sindh Katchi Abadis Act, 1987.

(a)   Location/department-wise number of acres land occupied by the land mafia;

(b)   Is it a fact that the government intends to take action in this regard;

(c)    If answer to (b) above be in the affirmative, the details thereof?

 ANSWER

MR. JAVED NAGORI, Minister for Katchi Abadis:

(a)   Sindh Katchi Abadi Authority’s land reserved for Low Cost Housing Scheme at following locations has been encroached upon by the unauthorized persons.

1.   Low Cost Housing Scheme (Sasti Basti) Kotri, District Jamshoro. Approx, 3.16 acres land has been encroached as per detail below:

(i)    Residential plots 145 No. (80 sq yard size).

(ii)   Commercial plots 52 No. (60 sq yard size).

(iii)  Amenity plots 05 No.

2.   Low Cost Housing Scheme (Sasti Basti) Takri Colony, Mauripur, Karachi, District West.

Approximately 02 acres land has been encroached upon there.

(b)   Yes.

(c)    1.   In order to remove encroachment from Authority’s land reserved for Sasti Basti Kotri, efforts have been taken at almost all forums including district administration, Revenue, Police authorities. FIR was also lodged against the encroachers. Directives were issued by Minister Katchi Abadis, BOR and the Chief Secretary, Sindh for removal of encroachers from Authority’s land. FC Suit for removal of encroachment was also filed in the District Court Jamshoro. However, such encroachment could not yet be removed.

2.   For removal of encroachment from Authority’s land in Mauripur Karachi encroached in 2010, concerned Administration/Police authorities were requested to stop encroaching the land by unauthorized person and remove the encroaches. However, encroachment could not be removed. Recently, notices to the encroachers have been issued by SKAA to remove their encroachment, so that land could be allotted to deserving people.

 *1147. MS. NUSRAT SEHER ABBASI: Will the Minister for Food be pleased to state:-

(a)   Is it a fact that 05 lac sacks of wheat procured by the department are lying under the open sky in district Naushehro Feroze and no action has been taken by the administration;

(b)   If answer to (a) above is affirmative, the reasons thereof?

 ANSWER

SYED QAIM ALI SHAH JILLANI, (Chief Minister) Minister for Food:

(a)      The Government of Sindh had fixed procurement target of 12 lacs wheat bags for District Naushero Feroze during the crop 2012-13, against which 9,35,242 wheat bags were procured at various Wheat Procurement Centres and due to non-availability of space in covered area in government godowns, 05 lacs wheat bags were stored at open places and the department had taken all efforts for safety of government wheat stocks lying in open at various WPCs/PRCs. The stocks were covered with polythene sheets and tarpaulins as well as fumigated. After availability of storage accommodation in Karachi, the stocks were shifted to Karachi and various godowns of the District and presently no any single bag of government wheat stocks are lying at open places in the District.

(b)      Does not arise.

 *1914. MS. NUSRAT SEHER ABBASI: Will the Minister for Food be pleased to state:-

(a)   Is it a fact that the department has the legal authority under various food laws to procure and store rice in the province;

(b)   If answer to (a) above is affirmative, the details thereof?

ANSWER

SYED QAIM ALI SHAH JILLANI, (Chief Minister) Minister for Food:

(a)      The reply is in negative. The Food Department deals with the procurement of wheat and its storage. The rice is not delt by the Food Department.

(b)      Does not arise.

 *1990. MS. NUSRAT SEHER ABBASI: Will the Minister for Food be pleased to state:-

Rate/quantity of wheat purchased by the Sindh Government during year 2011 to 2013?
