*1071. MS. HEER SOHO: Will the Minister for Energy be pleased to state:-
Implementation on the schemes of production of gas from coal and time of completion of the said schemes?
ANSWER
SYED MURAD ALI SHAH, Minister for Energy:
The scheme comprises of three phases (i) Development of Gasifier (ii) Syngas Purification and (iii) Power Generation from Syngas, costing Rs. 490.80 million, 494.450 million and 8898.700 million respectively. Work on phase I & II have been completed after 100% release of funds as per PCs. The project team conducted first test burn successfully on 11th December, 2011 and experienced production of Syngas from Thar coal. The project is being fully funded by the Federal Government.
Now, the project team is pursing the power generation phase III, titled “2x50 MW Power Generation by Syngas (IGCC 2009)”. Initially 8-10 MW will be produced. An amount of Rs. 1650.00 million has been spent up to date.
The project has been implemented about 27% in term of expenditure. Time period for the project is 30 months from the date of 1st release of funds. The 1st release was made on 13-09-2012. Therefore the project completion date is 30-06-2014.

(a) Is it a fact that there is a program ongoing to generate 2400 M.W electricity from Thar coal;
(b) If answer to (a) above is affirmative, the details thereof?
ANSWER
SYED MURAD ALI SHAH, Minister for Energy:
(a) Power generation is mandate of Federal Government. However, Government of Sindh has granted three (03) large scale coal mining leases to private investors for coal mining and coal based power generation. Block-V is allotted for a pilot project of Underground Coal Gasification and subsequently power generation through Syngas. Details are as under:-
Ø Thar Coal Block-I: M/s Sino Sindh Resources (Pvt.) Limited has plans to establish 900 MW Power Plant.
Ø Thar Coal Block-II: M/s Sindh Engro Coal Mining Company has plans to establish 3960 MW Power Plant.
Ø Thar Coal Block-VI; M/s Sindh Carbon Energy Pvt. Ltd (Subsidiary of Oracle Coal Field UK) has plans to establish 300 MW Power Plant.
Ø Thar Coal Block-V: Pilot Underground Coal Gasification Project has plans to initially establish 8-10 MW power plant from Syngas (Coal gas).

*1075. MS. HEER SOHO: Will the Minister for Energy be pleased to state:-
(a) Is it a fact that the coal is also exist in district Jamshoro at Lakhra in huge quantity;
(b) If answer to (a) above is affirmative, whether any survey or project has been started on it?
ANSWER
SYED MURAD ALI SHAH, Minister for Energy:
(a) Yes, coal exists at Lakhra and estimated reserves are about 1.32 billion tons.
(b) As regard the survey, initially it was carried out by Geological Survey of Pakistan in 1960s, 34 holes were drilled on the area more than 205 square km.
Ø In 1976, Pakistan Mine Development Commission (PMDC), drilled 19 holes on 52 square km.
Ø From 1978-1981 Japan International Cooperation Agent (JICA) cooperated with PMDC and drilled 50 holes on the area of 26 square km.
Ø 1985-1986 US Jhon. T. Boyd Company constructed 96 holes on 54 square km.
Ø In 1993, China CMC cooperated with LCDC, drilled 26 holes on the area of 54 square km.
Ø In 2002, Geological Survey of Pakistan designed and constructed 5 holes in Southeast area on 6 square km.
Ø In March, 2005, Sindh Coal Authority entered into an agreement with M/s Northeast Coalfield Geological Bureau, China to explore, evaluate coal resources in northern area of Lakhra coalfield through drilling and sampling test so as to provide criterion for utilization of coal project and investors plan.
Projects
The Government of Sindh is 25% equity share holder with M/s Lakhra Coal Development Company Ltd. (LCDC) established to develop a coal mine to supply coal to Lakhra Coal Power Plant of 3x50 MW capacity installed by WAPDA. The power plant is operational, however, it is running below the capacity. The present share holding ratio is 50:25:25 for PMDC, WAPDA & Government of Sindh respectively.
In addition to above, M/s Fateh Textile Mills was also granted a lease over an area of 8626 acres for a period of 30 years w.e.f 14-12-2005 for establishment of 200 MW Power Plant. Due to violation of rules, lease has been cancelled and matter is in litigation.
*2128. MS. BILQUEES MUKHTAR: Will the Minister for Energy be pleased to state:-
Location-wise number of hydel and wind projects existing in the province?

In operational having installed capacity as under:-
1. Zorlu Energy Pakistan at Jhampir Thatta of 56.5 MW.
2. FFC Energy Ltd. at Jhampir Thatta of 50 MW.
3. Three Gorgeous first Wind Farm Pakistan at Jhampir Thatta of 50 MW.
