(a)      Yes, it is fact that Principal and Vice Principal at Public Health School, Karachi are real sister, whereas Dr. Rana Nazeer, Sr. WMO is wife of their real brother.

(b)      The detail is as under:-

                   ii.        Normal vaginal deliveries.

                  iii.        Vaccination of child bearing age women and pregnant ladies against Tetanus.

                  iv.        Family Planning Services.

                    v.        Management of complications of pregnancy, abortions and deliveries.

                  vi.        Caesarean Section at Civil Hospital Kotri.

 *353. DR. SIKANDAR SHORO: Will the Minister for Health be pleased to state:-

(a)   Is it a fact that the government is aware of the fact that there is no arrangement from government side to ensure that the private blood banks provide properly screened blood to the needy people;

(b)   If answer to (a) above be in the affirmative, the reasons thereof?

 ANSWER

JAM MEHTAB HUSSAIN DAHAR, Minister for Health:

(a)   No, it is not fact.

In fact, there is well established system of registration & monitoring of private and public sector blood banks through an authority namely “Sindh Blood Transfusion Authority (SBTA)”. The registered blood banks do screening of blood and blood products and ensure that these products are free from Hepatitis B & C, HIV, Syphilis and Malaria.

The SBTA collects month wise screening reports from public & private sector blood banks and recommend action accordingly. Moreover, government has designated district focal persons for each district for monitoring of blood banks and to ensure proper screening of blood and blood products. These focal persons collect screening reports for analysis and suggest action as per specific disease burden.

Beside, SBTA regularly monitors and takes action against illegal blood banks in the Province and publishes list of registered blood banks across the Province periodically for information of general public and medical staff with request to accept blood and its products issued only from blood banks registered under SBTA.

(a)   Is it a fact that Jinnah Hospital, NICH and NICVD were handed over to provincial health department through a notification issued on 30-06-2010;

(b)   If answer to (a) above is affirmative, the steps so far taken in this regard?

(a)   Yes, it is a fact that JPMC, NICH and NICVD have been devolved under 18th constitutional amendment 2010 and handed over to Provincial Health Department vide notification         No. Dy 3852-DS (Admn) dated 30-06-2011.

(b)   In order to implement the above constitutional amendment the Provincial Assembly Sindh has passed a Bill namely “Sindh Civil Servants (Amendment) Act-2014” whereby the officers/officials of the devolved institutions transferred to Health Department, Government of Sindh in pursuance of constitution (eighteenth amendment) Act, 2010 (Act No. X of 2010) have been regularized as permanent employees of Government of Sindh.

 *897. MR. MUHAMMAD KAMRAN: Will the Minister for Health be pleased to state:-

Number of Hospitals presently working in the province under provincial health department along with the number of new Hospitals opened during 2008 to 2013 upto June?

 Two major hospitals were opened during 2008 to June 2013.

i.     50 bedded Hospital at Murad Memon Goth, Gadap Town, Karachi.

ii.   25 bedded Hospital at Korangi 1 ½, Korangi Town, Karachi.

 Basic Health Unit Laasi Goth, Gadap Town Karachi has been upgraded to 36 bedded Hospital during the above mentioned period.

Moreover, scheme for 14 new hospitals is under process.

 *1102. DR. BAHADUR KHAN DAHRI: Will the Minister for Health be pleased to state:-

(a)   Is it a fact that the private medical stores are allowed to run in medical university hospitals where the medicines of Health Department are sold;

(b)   If answer to (a) above be in the affirmative the details thereof alongwith the action taken by the government in this regard?

 (b)      The Government medicines are not sold through above mentioned medical stores. The permission has been granted to them for the convenience of general public to purchase those medicines/equipment which are not available at government’s stores.

 *1182. HAJI SHAFI MUHAMMAD JAMOT: Will the Minister for Health be pleased to state:-

(a)   Is it a fact that the work of Quaidabad Hospital is delayed and also stopped;

(b)   If answer to (a) above is affirmative, the reasons thereof along with the date of its completion?

(a)   Yes, it is a fact.

(b)   The said scheme was approved through District ADP during the year 2006-07 and 2007-08 with three year phasing each, to the approved cost of capital Rs. 36.219 (M), revenue         Rs. 21.646 (M) and then revised Rs. 64.530 (M), revenue Rs. 23.334 (M), total cost             Rs. 87.864 (M).

But due to slow release of funds the work could be completed up to 60% and afterwards due to non-availability of funds the said scheme is discontinued.

Aims and objectives of the mother and child health program (SCH) initiated with the          co-ordination of U.S Aid along with the amount to be provided by U.S Aid in this regard as well as the components of the program?

Aims & Objectives

To improve the women’s and children’s health status through increased service delivery and strengthening of health system.

 Amount

USAID is implementing MCH program with funding of 387 million US dollars. The program is implementing through various NGOs, as mentioned below against each. (Funds are not transferred to Government’s exchequer)

Components

There are 05 components of the program.

1.    Family planning and reproductive health. (Implemented by Marie Stopes Society).

2.    Maternal new born and child health. (Implemented by Jhepiego, John Snow inc. and Save the Children).

3.    Behavior change communication. (Implemented by PSI, Green Star).

4.    Health commodities. (Implemented by Deliver)

5.    Health system strengthening. (JSI)

Number/name of hospitals in the province where MRI machines have been installed?

 ANSWER

There are five (05) hospitals in the Province where MRI machines have been installed. The detail is as under:

1.   Jinnah Post Graduate Medical Center, Karachi.

2.   Civil Hospital Karachi.

3.   Liaquat University Hospital, Hyderabad.

4.   People’s Medical College Hospital, Nawabshah (SBA)

5.   Chandka Medical College Hospital, Larkana.

Detail of facilities provided for the attendants of the patients admitted in Jinnah Hospital, Karachi?

 ANSWER

JAM MEHTAB HUSSAIN DAHAR, Minister for Health:

Jinnah Postgraduate Medical Center Karachi is tertiary level care, 1185 bedded, teaching hospital providing treatment facilities to the people of entire Province of Sindh including Baluchistan and Northern Punjab.

Huge number of patients and their attendants visit the center daily. For their convenience and facilitation waiting areas with basic essential accessories i.e. electric water coolers, ceiling fans, benches and toilets have been allocated.

 *1652. MS. RANA ANSAR: Will the Minister for Health be pleased to state:-

(a)   Is it a fact that there is much difficulty to reach injured persons to hospital in case of accident on National and Super Highway due to non-availability of ambulance service and centers;

(b)   If answer to (a) above is affirmative, the steps taken by the government in this regard?

 ANSWER

JAM MEHTAB HUSSAIN DAHAR, Minister for Health:

(a)   Yes it is a fact that no Government Ambulance service is available along Super Highway. But the health centers located along National Highway and Indus Highway possess ambulances which can cope the situation in case of road traffic accident or any other casualty. Moreover, all 18 ambulances of LUH, Hyderabad/Jamshoro are on road to tackle such situations.

 *1862. MR. MUHAMMAD RASHID KHILJI: Will the Minister for Health be pleased to state:-

(a)   Is it a fact that the doctors working in government hospitals are allowed private practice also;

(b)   If answer to (a) above is affirmative, the reasons thereof?

 ANSWER

JAM MEHTAB HUSSAIN DAHAR, Minister for Health:

(a)   Yes, it is a fact. All Government Doctors who are not getting non-practicing allowance are authorized to do their private practice. Notification in this regard issued by Health Department in pursuance to Finance Department’s notification No. FD (SR-III) 5/40-2002(B) & (C) dated 20.07.2011 (Annexure, placed on the table of the House).

Number of government hospitals provided free MRI/CT Scan facility along with the number of hospitals to be provided the same?

 *2131. MS. BILQUEES MUKHTAR: Will the Minister for Health be pleased to state:-

(a)   Is it a fact that Polio campaign started in October, 2013 failed in “Khuda ki Basti”, Kotri after confession of bogus vaccine;

(b)   If answer to (a) above is affirmative, the action taken by the department in this regard?

 ANSWER

JAM MEHTAB HUSSAIN DAHAR, Minister for Health:

(a)      No, it is not a fact. The vaccine was with valid Vaccine Vail Monitor (VVM) and it was not bogus.

The detail is as under:-

Following 03 polio campaigns were conducted in October, 2013.

i.     NIDs conducted from 30th September to 02nd October, 2013. Total OPV used 11041 with lot No. K5114-1 & K5104-1 having expiry of February, 2015.

ii.   SIADs conducted from 9th to 11th October, 13. Total OPV used 3700 with lot No. AOP 1A 235AB having expiry of August, 2014.

iii.  SIADs conducted from 28th to 30 October, 2013. Total OPV used 3700 with lot No. AOP 1A 235AB having expiry of August, 2014.

Out of above provided vaccines 760 vials in NIDs and 750 vials in above 02 SIADs were issued to UC Sonwallhar (Khuda Kee Basti).
