“This Assembly
Recalls that the 18th Constitutional Amendment was passed unanimously by Pakistan’s Parliament.
Reaffirms its commitment to the 18th Constitutional Amendment and its particular the process of devolution.
Regrets that efforts are afoot to rollback the Provincial Autonomy given under the 18th Constitutional Amendment.
Observers that the creation of the National Curriculum Council after the abolition of the concurrent list is ultra vires of the Constitution.
Further observes that a rollback in the health, education and other sectors is unconstitutional.
Warns that any deviation or rollback of the 18th constitutional Amendment will have serious consequences for the Federation.
Therefore, Sindh Assembly resolves and recommends to the Government to approach the Federal government to refrain from all delaying tactics in the way of implementation of 18th Constitutional Amendment in its true letter and spirit which, otherwise may prove detrimental to Provincial harmony.”

The Defunct District Coordination Officer Tharparkar/Umerkot had reported that due to reduce rainfall the crop grown by the growers have dried and famine like condition is prevailing in desert area of Tharparkar & Umerkot Districts.
Following assistance was provided to tribe calamity affected areas.
The Entire District Tharparkar & 25 dehs of Taluka & District Umerkot were declared as Calamity Affected Areas under Section 3 of Sindh National Calamities (P&R) Act, 1958.
A quantity of 260767 wheat bags were distributed amongst the drought affectees at the scale of 50 Kg per family per month at subsidized rate of 50% born by Relief Department and 50% by recipients as under:-

Flood 2010
Province of Sindh had been severely affected by the last super flood which has caused mass scale devastation in 14 districts and partial destruction and devastation in other districts.
Province of Sindh has never experienced such a large scale dislocation of its population in known history. The Floods have shattered the socio-economic infrastructure in the affected areas.
The Government of Sindh Finance Department had released an amount of Rs. 3780.00 million for carrying out relief & rescue operation in the Flood Affected area.
Following amount were spent for providing relief assistance by procuring Cooked Food, dry ration drinking water Tents, Blankets water purification units medicines etc. to flood affected people.

The occurrence of continues heavy rains in Sindh Province during the month of August and September 2011 has changed the topsy turvy of whole Sindh Province Particularly District Badin, Mirpurkhas, Tando Muhammad Khan, Tando Allahyar, Thaparkar, Umerkot, Shaheed Benazirabad, Sanghar were badly affected.

The Entire District Tharparkar except 5 barrage dehs had been declared as Calamity Affected Areas under section 3 of Sindh National Calamities (P&R) Act, 1958.
A quantity of 223178 wheat bags of 100 Kg were distributed amongst the drought affectees at the scale of 50 Kg per family per month at subsidized rate of 50% in district Tharparkar.
