There is no provision in the Provincial ADP 2011-12 & 2012-13 to construct new Boys/Girls Primary School. As per Government policy there is a ban on construction of new Primary School in Sindh.

 Procedure of adoption

Ø  Advertisement for inviting the application for adopting schools are published and region based Adopt-A-School program promotional events are held to raise the awareness among potential adopters.

Ø  Application and request is received from prospective adopter for new School Adoption. Prospective adopters identify the schools themselves or Adopt-A-School program team facilitates them in identifying schools.

Ø  Need assessment visits of the schools are carried out by Adopt-A-School Program Team, SEF. The purpose of the need assessment visits is to collect the quantitative and qualitative status of schools, identify the issues and challenges of school and to find out more about the school progress. Interactive sessions are also carried out with the adopters and district educational officials to share the school development plan.

Ø  Tentative/Draft Work Plan of school progress for the next three months is received from the prospective Adopter.

Ø  Conditional signature/confirmation is obtained from the prospective adopter on draft MoU/Contract.

Ø  The potential adopter goes through the screening procedure in the Screening Committee meeting chaired by MD SEF, with Special Secretary Education, two civil society members, and AASP representatives as member. The members of screening committee assess whether the potential adopter fulfills the requisite criteria, the committee evaluates the adopters’ educational background and past experience in the field of education. It also assesses the adopter’s purpose and motivation for adoption and discuss with the adopter, his work plan for the school to be adopted.

Ø  In Steering Committee meeting chaired by Additional Chief Secretary, Education & Literacy Department approval for the finalization of school adoption is taken. MD SEF, two civil society members, District Education Office representative constitute of members of Steering Committee.

Ø  After approval stakeholder meeting is held usually in the adopted school, the meeting is attended by Adopt-A-School Program team members, Head Master/Head Mistress, SMC chairman, adopter and concern District Education Officer (Registration) to develop the close coordination network for the progress of school.

(a)   Is it a fact that the government has made a project to know the correct number of students, teachers and employees to eradicate corruption in Education department;

(b)   If answer to (a) above be in the affirmative, the details thereof including the expenditure to be incurred on the same?

Under the Second Sindh Education Sector Reform Program (SERP II) project ten (10) units are working, the Sindh Education Management Information System (SEMIS) is also one of them, Since 1991 SEMIS is conducting Annual School Census (ASC) on every Year for the data collection of Public institution, number of students, teacher, supporting staff and other information related to the schools (the copy of questionnaire of 22nd ASC 2012-13 is enclosed herewith). However, it is not a separate project.

(a)   Is it a fact that the government has started a program to monitor the public and private schools in the province;

(b)   If answer to (a) above be in the affirmative, the details thereof?

 ANSWER

MR. NISAR AHMED KHUHRO, Senior Minister for Education:

The Directorate General of Monitoring & Evaluation has been established with main purpose to monitor all public schools, colleges and other institutions in the Province. The role of monitoring has been emphasized in Education Sector Plan which will be improved and strengthened to monitor the public schools in Sindh.

The Directorate of Inspection & Registration of Govt. Institutions is conducting the inspections of various Colleges and Schools through the province as a regular exercise.

In addition, the Directorate of Inspection & Registration of Private Institutions in Sindh deals with the registration of Private Institutions in the Province. Monitoring is a regular practice as per law/rules.
