1.    CALL ATTENTION NOTICE NO. 78 OF 2014;GIVEN NOTICE OF BY MR. JAMAL AHMED, MPA: The Honourable Minister for Local Government, Sindh  may please to give answer/ statement that according to my knowledge there are 21000 KMC Pensioners who have not been paid their monthly pensions regularly basis, since couple of months senior male/female pensioners are rushing to the concerned offices but no one can attend their grievances of nonpayment, as a result pensioners and their families facing financial hardship and difficulties in this inflation time, in this regard what steps have been taken by the Government of Sindh?

2.    CALL ATTENTION NOTICE NO. 33 OF 2014;GIVEN NOTICE OF BY MR. MUHAMMAD HUSSAIN KHAN, MPA: The Honourable Minister for Local Government, Sindh may please to give answer / statement that during last few weeks, dozens of illegal water hydrant in Karachi were broken but more than 70% illegal water hydrant have been opened again. These illegal water hydrant are another reasons for shortage of water?

3.    CALL ATTENTION NOTICE NO. 120 OF 2014;GIVEN NOTICE OF BY MR. NAND KUMAR, MPA: The Honourable Minister for Home, Sindh may please to give answer/ statement that due to the worst condition of law and order in Sindh and there is no peace and justice with minority that’s why the thousands of minorities are migrating to India. The Sindh Government is not be taken any action?

4.    CALL ATTENTION NOTICE NO. 29 OF 2014;GIVEN NOTICE OF BY MR. SHEERAZ WAHEED, MPA: The Honourable Minister for Local Government, Sindh may please to give answer/ statement that what is procedure to post an administrator; name and number of the administrators are posted in each district of Karachi whether they are posted from other departments on deputation, if so, name of their parent departments and details with the list of the all Administrators?

5.    CALL ATTENTION NOTICE NO. 100 OF 2014;GIVEN NOTICE OF BY MR. KAMRAN AKHTAR, MPA: The Honourable Minister for Home, Sindh may please to give answer / statement that the terrorist Organization “ISIS” is spreading rapidly in the Province and the Karachi City, Al-Qaida terrorists are also joining the said organization, steps taken against the above and other banned organization as well as severe action be taken against the foes of the country and their supporters?

*293. MS. NUSRAT SEHER ABBASI: Will the Minister for Education be pleased to state:-

(a)   Is it a fact that text books are provided free in schools of district Khairpur;

(b)   If answer to (a) above be in affirmative, the detail of the books provided in each school during January, 2009 to January, 2013?

ANSWER

MR. NISAR AHMED KHUHRO, Senior Minister for Education:

(a)      Yes, textbooks are provided free by Sindh Textbook Board in all government schools of Sindh including district Khairpur.

(b)      Free textbooks were dispatched by Sindh Textbook Board Taluka-wise as such all 8 talukas of Khairpur were provided free textbooks for the academic year 2009 to 2013 as under :

 *364. DR. SIKANDAR SHORO: Will the Minister for Education be pleased to state:-

Name of primary school (girls) buildings approved to be constructed in district Jamshoro during 2012-13 along with the amount sanctioned for as well as construction work done and expenditure incurred upto 30-06-2013?

 ANSWER

MR. NISAR AHMED KHUHRO, Senior Minister for Education:

There is no provision in the Provincial ADP 2011-12 & 2012-13 to construct new Boys/Girls Primary School. As per Government policy there is a ban on construction of new Primary School in Sindh.

 *395. MS. NAHEED BEGUM: Will the Minister for Education be pleased to state:-

Number of schools adopted in the entire province along with the procedure of adoption?

 ANSWER

MR. NISAR AHMED KHUHRO, Senior Minister for Education:

 Procedure of adoption

Ø  Advertisement for inviting the application for adopting schools are published and region based Adopt-A-School program promotional events are held to raise the awareness among potential adopters.

Ø  Application and request is received from prospective adopter for new School Adoption. Prospective adopters identify the schools themselves or Adopt-A-School program team facilitates them in identifying schools.

Ø  Need assessment visits of the schools are carried out by Adopt-A-School Program Team, SEF. The purpose of the need assessment visits is to collect the quantitative and qualitative status of schools, identify the issues and challenges of school and to find out more about the school progress. Interactive sessions are also carried out with the adopters and district educational officials to share the school development plan.

Ø  Tentative/Draft Work Plan of school progress for the next three months is received from the prospective Adopter.

Ø  Conditional signature/confirmation is obtained from the prospective adopter on draft MoU/Contract.

Ø  The potential adopter goes through the screening procedure in the Screening Committee meeting chaired by MD SEF, with Special Secretary Education, two civil society members, and AASP representatives as member. The members of screening committee assess whether the potential adopter fulfills the requisite criteria, the committee evaluates the adopters’ educational background and past experience in the field of education. It also assesses the adopter’s purpose and motivation for adoption and discuss with the adopter, his work plan for the school to be adopted.

Ø  In Steering Committee meeting chaired by Additional Chief Secretary, Education & Literacy Department approval for the finalization of school adoption is taken. MD SEF, two civil society members, District Education Office representative constitute of members of Steering Committee.

Ø  After approval stakeholder meeting is held usually in the adopted school, the meeting is attended by Adopt-A-School Program team members, Head Master/Head Mistress, SMC chairman, adopter and concern District Education Officer (Registration) to develop the close coordination network for the progress of school.

 *618. MS. NUSRAT SEHER ABBASI: Will the Minister for Education be pleased to state:-

(a)   Is it a fact that the government has made a project to know the correct number of students, teachers and employees to eradicate corruption in Education department;

(b)   If answer to (a) above be in the affirmative, the details thereof including the expenditure to be incurred on the same?

 ANSWER

MR. NISAR AHMED KHUHRO, Senior Minister for Education:

Under the Second Sindh Education Sector Reform Program (SERP II) project ten (10) units are working, the Sindh Education Management Information System (SEMIS) is also one of them, Since 1991 SEMIS is conducting Annual School Census (ASC) on every Year for the data collection of Public institution, number of students, teacher, supporting staff and other information related to the schools (the copy of questionnaire of 22^nd ASC 2012-13 is enclosed herewith). However, it is not a separate project.

District-wise number of elementary colleges existing alongwith number of new elementary colleges established or under construction during 2008 to 2013 upto June in the province?

(a)   Is it a fact that the government has started a program to monitor the public and private schools in the province;

(b)   If answer to (a) above be in the affirmative, the details thereof?

 ANSWER

MR. NISAR AHMED KHUHRO, Senior Minister for Education:

The Directorate General of Monitoring & Evaluation has been established with main purpose to monitor all public schools, colleges and other institutions in the Province. The role of monitoring has been emphasized in Education Sector Plan which will be improved and strengthened to monitor the public schools in Sindh.

The Directorate of Inspection & Registration of Govt. Institutions is conducting the inspections of various Colleges and Schools through the province as a regular exercise.

In addition, the Directorate of Inspection & Registration of Private Institutions in Sindh deals with the registration of Private Institutions in the Province. Monitoring is a regular practice as per law/rules.
