Summary of Proceedings

Newly elected PPP-MPA Syed Murad Ali Shah was administered oath by Deputy Speaker Syeda Shehla Raza. Syed Murad Ali Shah, who was welcomed by the House, expressed his gratitude to the PPP leadership and all well wishers for the honour. He said he would discharge his responsibility to serve the people of Sindh and the province with his best capabilities. The House was adjourned at 4.35 p.m. to reassemble on Friday, the 14th November 2014 at 10 a.m.

*1275. MS. KHAIRUNNISA MUGHAL: Will the Minister for Works & Services be pleased to state:-

(a)   Is it a fact that the construction work of road from Hyderabad to Mirpurkhas has been closed;

(b)   If answer to (a) above is affirmative, the reasons thereof?

ANSWER

MIR HAZAR KHAN BAJARANI, Minister for Works & Services:

(a)      Yes, the dualization of main carriageway has been substantially completed on 31-08-2012. The road has been opened for traffic since 01-09-2012 and the toll tax is being collected since 15-09-2012. Some ancillary work of weigh bridges, toll gates and toll building are however not completed.

(b)      The building works were not completed due to cash flow problems. Low recovery of tolls and traffic fluctuation due to CNG closures, strikes calls of political/religious parties and protests on various pretexts (load shedding, water shortage etc.). The remaining work constitute 1.9% of civil works.

*1500. NAWAB GHAIBI SARDAR KHAN: Will the Minister for Works & Services be pleased to state:-

(a)   Is it a fact that a scheme namely “IMPROVEMENT OF ROAD FROM KAMBAR TO GHAIBIDERO VIA DRIGH MILE 0/0-22/0 (35-40 K.M TOTAL COST 546.904 MILLION” was not included in ADP 2013-14 though it was cleared at PWDP forum;

(b)   If answer to (a) above is affirmative, the reasons thereof and would it be taken from block allocation for improvement of roads in Sindh for the year 2013-14?

ANSWER

MIR HAZAR KHAN BAJARANI, Minister for Works & Services:

(a)      The scheme namely “Improvement of road from Kambar to Ghaibidero via Drigh mile       0/0-22/0 (35.40 Kms)” was included in ADP (2012-13) at Sr. No. 1012. Accordingly the scheme was placed in Technical Committee meeting held on 11-12-2012 but deferred by the committee for reviewing the design of the said road.

(b)      The said scheme was neither cleared by Technical Committee meeting, nor PDWP forum and hence the scheme was deleted from ADP (2013-14) being un-approved scheme as a policy matter of Planning & Development Department/Government. However, the said scheme is included in ADP (2014-15) as new scheme at Sr. No. 2445.
